The Laboratory Manager makes decisions on work problems presented by M.D., supervisors, technical and clerical staff. Incumbent collaborates with head of other Services or units to negotiate, decide on and/or coordinate work-related changes affecting the laboratory. The Psychology Program Manager (PPM) works with programs that provide specialized clinical care to Veterans with a wide range of SUDs, many with other co-occurring mental health and/or medical conditions. Provision of substance use services is complex, with Veterans moving between varied levels of care as clinically appropriate. The PPM ensures Veterans receive individual, case management, and group interventions from multidisciplinary team members. The PPM ensures multidisciplinary team members implement and facilitate educational and therapeutic group interventions each week for the purpose of providing comprehensive, recovery focused clinical interventions for the purpose of treating Veterans. The PPM works with key internal and external stakeholders to ensure the transition of Veterans moving across varied levels of care from inpatient, incarcerated, and outpatient settings.

Responsibilities include implementation of evidence-based programs; development of local policies, procedures, and protocols to enhance treatment programs and professional staff performance; systems redesign to improve access, effective and efficient Veteran-centered care; monitoring program outcomes for efficiency and productivity; and space planning for maximal program accommodation.

The PPM has clinical and administrative responsibility of the daily operations of the Psychosocial Residential Recovery Treatment Program, PRRTP, and Substance Abuse Treatment Team (SATT) outpatient programs. Outpatient and residential programs both utilize the services of a multi- disciplinary staff to provide coordinated, integrated, rehabilitative, and recovery-oriented medical and mental health care to Veterans whose care needs are complex in nature, across multiple locations, some requiring supervision twenty-four (24) hours per day, seven days per week. This position serves as the Deputy Psychologist Program Manager for the Specialty Mental Health Clinic BHIP Teams (MHC). The MHC is a multidisciplinary outpatient program within the MH Service that provides state-of-the-art mental health services for veterans based on the psychiatric rehabilitation recovery model. The Psychologist Program Manager is expected to provide assigned psychological services within the Mental Health Service for MH patients; and to be responsible for the clinical and administrative supervision of all BHIP LIPs (Psychiatrists, APRNs, Psychologists, Social Workers, LMHCs) at the facility Community-Based Outpatient Clinics, located in Clermont, Deltona, Kissimmee, and Tavares. The Deputy Psychologist Program Manager works closely with the local BHIP Primary Program Manager, and has direct line authority and is accountable for aspects of the clinical care and support services provided to Veteran in the BHIP program at a specific location. In addition to providing direct patient care, this psychologist has substantial administrative/managerial, supervisory and training responsibilities. • Developing and implementing the local Home Care/HBPC Standard Operating Procedures (SOPs), to operationalize the hospital policies, with input as indicated from interdisciplinary service line managers or chiefs.
• Managing program SOP and activities to include, but not limited to, performance improvement, patient safety, utilization review, emergency preparedness, and staff safety.
• Evaluating the effectiveness of the Home Care/HBPC Program (e.g., program outcomes, performance improvement).
• Managing human resource items for the Home Care/HBPC Program including: selecting qualified staff in collaboration with the PD, Home Care Medical Directors, Home Care leadership team, and Administrative Officer, orienting and mentoring the staff, and promoting staff development and professional growth to ensure competency.
• Coordinating training and educational programs.
• Acquiring, managing, and remaining accountable for programs' resources and resource utilization.
• Processing, assigning, and monitoring referrals of Home Care Programs to ensure timely access and care coordination.
• Managing consult process for Home Care Programs' referrals, in collaboration with the HBPC consult team, as necessary.
• Collaborating with appropriate data and technology departments to ensure accurate Home Care/HBPC clinical, administrative, and workload data.
• Providing supervision to clinical patient care and administrative Home Care Program staff.

Duties:
The incumbent serves as a Supervisory Health Systems Specialist - Asst. C&P Manager. They are responsible for assisting the Credentialing and Privileging Manager with the operation of the Credentialing and Privileging Program Office at a Veterans Affairs Medical Center (VAMC) or Health Care System (HCS) and is responsible to provide extensive support in the management of Credentialing and Privileging program activities.
Duties include, but may not be limited to the following:

• Assists the Credentialing and Privileging Manager with oversight of all functions related to healthcare providers' professional credentials supporting all divisions of the Medical Center.
• Working collaboratively with local and VISN leadership to identify and/or implement best practices and advising Medical Center leadership of all program requirements pertaining to the Credentialing and Privileging program in collaboration with the Credentialing and Privileging Manager.
• Ensure quality assurance and assist the Credentialing and Privileging Manager with providing oversight for the Medical Center Credentialing and Privileging program.
• Assists the Manager with outlining the VAMC Credentialing and Privileging Program goals and objectives, identifies risks, supervise the Credentialing and Privileging office specialists, ensures training and education, and completes second level reviews as appropriate.
• Provides direct technical and administrative supervision to subordinate unit employees in the VAMC's Credentialing and Privileging Office.
• Identifies and presents to leadership the resources necessary for accomplishing the mission and function of the facility's Credentialing and Privileging program.
• Develops, modifies, and/or interprets performance standards.
• Provides advice, counsel, and instruction to employees on work and administrative matters.
• Identifies developmental and training needs of employees.
• Hears and resolves issues and complaints from employees, referring group grievances and more serious unresolved complaints to higher-level officials as needed.
• In the absence of the C&P Manager, serves as the primary consultant for the facility's Credentialing and Privileging program.
• Applies organizational and system-wide strategies for continuous quality improvement as they relate to Credentialing and Privileging processes and procedures.
• Implements mechanisms to monitor and evaluate completed tasks for their compliance with established policies and procedures as well as quality of customer service.
• Assists with developing, coordinating, and recommending changes for the improvement of workflow in the program or section area.
• Performs other duties as assigned.

The RN provides coordinated care across the life span to Veterans, families, caregivers, groups, populations, and communities. The PACT Care Manager RN provides coordination and transition of care across the continuum of care in a variety of outpatient settings, which include but are limited to, clinics, Ambulatory Surgery & Diagnostic Procedure areas, Telehealth service environments, and Care Coordination organizations. During each encounter, the PACT Care Manager RN focuses on patient safety and the quality of nursing care by applying appropriate nursing interventions, such as identifying and clarifying patient needs, performing procedures, conducting health education, promoting patient advocacy, coordinating nursing and other health services, assisting the patient to navigate the health care system, and evaluating patient outcomes. The PACT Care Manager RN, acting as a partner and advisor, assists and supports patients and families to optimally manage their health care, respecting their culture and values, individual needs, support in self-management, health goals and treatment preferences. They facilitate continuity of care using the nursing process, multidisciplinary collaboration, and coordination of appropriate health care services and community resources across the care continuum.
