The following is a summary of the major essential functions of this job. The Incumbent may perform other related duties as assigned, both major and minor not mentioned below; periodically specific functions may change.

• The incumbent supervises staff that range in grade from the GS 9, Assistant Chief, SPS, to the GS 6, medical technicians. The skill-level diversity of staff creates a supervisory challenge in maintaining staff expertise in a discipline of ever-changing technology. The incumbent must continually assure that SPS staff maintains quality and standards in reusable medical equipment (RME) processing.
• The incumbent provides oversight to all facility RME; assuring actions regarding facility RME purchases are appropriate.
• The incumbent provides oversight to all facility RME standard operating procedures (SOPs) to assure accordance with all procedures.
• The incumbent faces frequent deadline changes. Whenever the surgery schedule is altered, there is increased pressure for the Chief, SPS, to assure delivery of the alternate procedure trays. Interaction with the vendor/contractor to expedite delivery of required surgical items has a direct impact on the timeliness of surgery and patient care.
• The Chief, SPS, is responsible for assessing, monitoring, developing, and assisting with implementing corrective action plans for instrument and RME processing, decontamination, sterilization, biological monitoring, and high-level disinfecting monitoring.
• He/she will coordinate recall of facility sterilized items whose sterility may have been compromised.
• The Chief, SPS, is an active member of the Commodities Standards Committee, Medical Equipment Committee, and the Co-Chairperson of the RME Committee, and he/she will be an active participant in Environmental Rounds and Operating Room (OR)/SPS Quality Management (QM) meetings.
• The Chief, SPS, will collaborate and communicate information or concerns between clinical services and SPS.
• The Chief, SPS, manages the overall SPS budget including determining resource needs, allocating resources, and ensuring proper utilization in productivity, efficiency, and cost effectiveness of SPS operations.
• The Chief, SPS, is accountable to the Associate Director, Patient Care Services (AD-PCS)/Nurse Executive and networks closely with Inventory Management and Infection Control. He/she must be able to work independently with little direct supervision.
• Incumbent keeps the AD-PCS briefed on the status of different events, activities, and projects both within and external to the medical center. The incumbent exercises delegated authority to oversee the overall planning, direction, and timely execution of programs within SPS.

Supervisory Medical Supply Technician duties includes but are not limited to the following:

• Responsible for assisting the Chief, Sterile Processing Services (SPS), in oversight of all operational and administrative activities of the service.
• Responsible for the quality management system activities within Sterile Processing Services, to include training, competency assessment, development, and enforcement of standard operating procedures.
• Through subordinate supervisors provides technical and direct supervision to over 24 GS3/4 through GS8 Medical Supply Technicians.
• Manages, directs, and adapts work to accomplish program goals and objectives, and to meet new and changing program requirements.
• Serves as liaison between SPS and other departments.
• Assists Chief, SPS, in managing the SPS Equipment Inventory Listing (EIL) for equipment assigned to SPS such as sterilizers, washer/disinfector, ultrasonic, sealers through the nonexpendable property program for the assigned facility/system and requests replacement of all equipment under their purview as needed.
• In the absence of the Chief, serves as a member or in an advisory capacity on committees such as Commodity Standardization, Infection Control, Environment of Care, and Reusable Medical Equipment. In addition, the Assistant Chief is required to attend regularly scheduled meetings as assigned to represent SPS and to provide written and verbal reports as required.
• Issues, adapts, implements, and maintains local SPS policies and procedures as applicable to specific facility/system programs.
• Assists the Chief, SPS in developing, directing, and maintaining a Quality Control Program ensuring product quality assurance through random sampling, biological monitoring, product assessment and other means, and providing specific reports as required.
• Solicits assistance from, or responds to, inquiries from outside regulatory and advisory agencies to ensure compliance with established policies and procedures from organizations such as the Food and Drug Administration (FDA), Association for the Advancement of Medical Instrumentation (AAMI), Joint Commission (JC), International Association for Healthcare Central Service Materiel Management (IAHCSMM), Association of Perioperative Nurses (AORN), and others.
• Responsible for facilitating training of various aspects of SPS, including reprocessing and inventory management. Conducts departmental orientation, training, skills review and assists with educational programs to maintain high staff quality performance standards. Identifies and promotes staff development.
• Responsible for coordination and integration of production requirements to meet needs of customers, both scheduled and non-scheduled.
• Assists Chief, SPS in preparing a devaluating future scheduling projects, anticipating future workload requirements to forecast appropriate staffing levels.
• Works closely with Supply Chain Management to monitor inventory levels to identify and take corrective action on matters relating to potential inventory shortages created because of additional case volume, scrap, or any customer related skills that may exist.
• Oversees appropriate reprocessing of reusable medical equipment (RME) to eliminate risk of infection and to provide timely safe patient care in all patient care areas.
• Responsible for continuous quality improvement projects that result in improved services to all customers. - In conjunction with Chief, SPS, responsible for developing policies and procedures that meet the infection prevention standards set by JC, AAMI, AORN, IAHCSMM and others and for monitoring compliance with those policies to meet established local, VISN, VHA and JC requirements for safe patient care.
• Knowledgeable and prepared to function as Acting Chief of the service.

Duties include but are not limited to the following:

• Monitoring all RMD processes
• Quality Assurance monitoring for the cleaning/decontamination, inspections, preparation, packaging, storage, sterilization, reprocessing, and the distribution of surgical instruments and technical medical equipment processed in SPS.
• Reviewing completed work to ensure that supervisory instructions on work sequence, procedures, methods, and deadlines have been met.
• Ensuring the availability and control of a large number of separately recurring reusable medical/surgical supplies and equipment.
• Establishing/maintaining an accurate medical equipment tracking system.
• Managing the SPS Equipment Inventory Listing for all equipment assigned to SPS.
• Representing the Chief, SPS, as a member of an advisory capability on committees such as Reusable Medical Equipment Committee, Clinical Product Review Committee, Infection Control Committee; Testing and Evaluation; and Quality Assurance.
• Issuing, adapting, implementing, and maintaining local SPS policies and procedures.
• Soliciting assistance from or responding to inquiries from outside regulatory agencies such as Food and Drug Administration, Association for the Advancement of Medical Instrumentation, Joint Commission, Association of Perioperative Registered Nurse, International Association of Healthcare Central Service Material Management, Center for Disease Control, Association for Professional Infection Control and Epidemiology, International Standard Operations, and the Environmental Protection Agency.
• Participating in continuing education programs and courses.
• Demonstrating comprehensive knowledge of pertinent state and Federal regulations, particularly OSHA regulations.
• Responsibility for planning and carrying out the work, resolving most of the conflicts that arise, integrating and coordinating the work of other SPS employees as necessary and interpreting policy in terms of established objectives.

Major duties include, but are not limited to, the following:

• Shares fully in the duties, responsibilities, and authorities of the Chief and must assist support the Chief of SPS in establishing and maintaining a methodical and efficient sterile processing program consistent with consumer demands.
• Must establish and maintain an accurate medical, dental and surgical tracking system, which details specific preventive maintenance performed and equipment availability for patient care use.
• Will plan, organize, direct, train and coordinate all activities associated with a comprehensive sterile processing service.
• Responsible for the collection, receipt, and decontamination of all used soiled medical supplies, surgical instruments, and medical equipment. Decontamination processing requires the specific knowledge to determine what specific mean are utilized to accomplish cleaning, disinfecting and/or pre-sterilization of complex diagnostic medical/surgical equipment, implantable devices, and medical apparatus.
• Accomplishes the inspection, assembly, packaging and terminal sterilization of all medical surgical instrumentation sets, implantable devices, and packs them for use throughout the Medical Center, Operating Room and specialty clinics. It requires knowledge of sterilization methods, operation of the sterilizers and interpretation of biological testing which is of utmost importance.
• Responsible for ensuring the distribution area performs a major role in getting the correct Reusable Medical Devices (RMD) to users and assuring that these supplies are in the correct condition, quality, and location for use.
• Utilizes appropriate inventory management techniques. Coordinates with the personnel that procure SPS' supplies, analyzes usage patterns, problem solves and coordinates inventory activities with secondary supply systems.
• Plans, develops, directs, and maintains a Quality Assurance program ensuring product quality assurance through random sampling, biological testing, and product assessment. Assures the patient's needs are the driving force, places the emphasis on process management and undertaking improvement efforts.
• This position may require travel away from the duty station up to 50% to assist with oversight and management of all sites where sterile processing services are provided within the VA Black Hills Health Care System (VA BHHCS) for support during periods of required coverage.
