Housing & Technical Resources has an opportunity for a highly motivated and experienced individual to undertake the role of Investment Officer within Property Services.
We deliver an integrated property management service based on strong links between our Building Services, Consultancy Services and Assets & Estates Sections.
You will be responsible for developing an annual Housing Capital Investment Programme and Planned Maintenance Programme for submission to the Resource Management Team (RMT) and Housing & Technical Resources Committee for approval. The preparation of a five year rolling Capital programme including identification of key priorities; preparation of external funding bids to the Scottish Government for Energy Efficiency Scheme: Area Based Scheme (HEES:ABS), Social Housing Net Zero Heat Fund and other energy efficiency work.
You will be responsible for monitoring, evaluating and updating SLC standards and specifications of works; reporting of the Council’s Performance Indicators; reporting to the Scottish Government and the Annual Return on the Charter (ARC) to the Scottish Housing Regulator including the performance of Scottish Housing Quality Standard (SHQS) and compliance with the new Scottish Housing Net Zero Standard. You will prepare and provide benchmarking information for Scotland’s Housing Network and HouseMark.
You will be required to assist in the development of key General Services programmes of work and in the preparation of the Council’s Property and Housing Asset Management Plans.
You will be required to demonstrate an ability to organise and prioritise your workload and have the ability to respond and adapt to changing priorities to ensure delivery of a quality service.
Excellent communication and IT skills are essential.
The ability to travel throughout South Lanarkshire is essential for the post.
