Job Purpose

You will take responsibility for our finance teams and performance monitoring team developing the plans necessary to deliver excellent services to our residents. You will have the opportunity to influence the direction of the services and support our staff to make the continuous improvements needed to enable our services to flourish.

The successful applicant will play a vital role in supporting the development of our social care and public health services, offering inspiring leadership to our teams and influencing the strategic direction of our services linked to regulatory and business plan requirements. We are on an improvement journey and have brought together a range of services including for example commissioning, finance and performance, which with your expertise, will support the Directorate to operate within budgets and evidence compliance with a range of regulated activities.

Main responsibilities

• Collaborate with internal and external partners to design and deliver integrated services, ensuring efficient budget use.
• Develop and improve financial, performance, and business systems for managing contracts, focusing on outcomes and quality.
• Ensure commissioned services are high-quality, cost-effective, and people-centered with ongoing quality assurance.
• Lead Adult Social Care Finance, Performance, Direct Payments, and Complex Care teams to drive service improvements and align with public health strategies.
• Ensure compliance with Local Authority systems, including risk management, performance monitoring, and workforce planning.
• Manage multiple Council budgets and funding streams effectively.
• Represent the council in key meetings and with health sector partners to ensure collaborative service delivery.
• Drive innovation and continuous improvement to achieve positive outcomes for citizens.
• Provide leadership, fostering employee development, wellbeing, and proactive health management.
• Provide timely information to stakeholders to monitor performance and progress towards strategic goals.

Requirements for the role

• Must be able to attend the office 3 days per week (Flexibility on the days)
• Must be a Qualified Accountant (ACA, ACCA, CIPFA)
• Must have significant experience within Adult Social care at a Senior Level
• Or similar significant NHS experience

Key Responsibilities

• Inputting Sales Ledger, Purchase Ledger and Cash Book transactions on a timely basis to assist with the monthly production of the management accounts.
• Making payments via BACs and taking over the phone card payments, carried out by following procedures to ensure compliance and mitigate risk to the business.
• Proactively liaising with customers and suppliers to ensure ledgers are accurate and issues are addressed, communicating via telephone, email, and face to face meetings
• Resolve any complaints and service issues quickly to the satisfaction of the customer ensuring that business retained, and customer loyalty is strengthened.
• Maintain strong working relationships with other teams to foster an environment that strengthens the core and continuously improves.
• Proactively challenge working practices to enable delivery of a service that is customer focused and adds value.
• Develop self and suggest improvements to the service you deliver by gaining knowledge through continued professional development provided by the company.
• Excel based calculations and monitoring of items such as agency rebates and referral awards.
• Support with Intercompany and VAT reconciliations as part of month end processes.
• Support with bank reconciliations.
• Take ownership of one set of small company accounts to develop commercial awareness and accounting rules

What Skills are required

• GCSE standard passes including Maths and English, or equivalent.
• Book- keeping and Ledger experience an advantage.
• AAT qualification an advantage.
• Experience with accounting software is an advantage

Our client is on the lookout for a skilled Finance Systems Manager to become a part of our Finance Department at the head office. They are in the midst of transitioning our Website OMS system from Elucid to Microsoft Dynamics 365 Business Central. Despite this change, all finance reporting will continue with our existing system, Microsoft Navision. The Finance Systems Manager will play a pivotal role in ensuring the accuracy and integrity of financial elements within system updates and upgrades, driving the current OMS project to successful completion.

Key Duties and Responsibilities:

• Serve as the go-to expert for advising on the finance elements of the new OMS system, ensuring delivery of high-quality service.
• Implement governance and enhance controls for system-based financial transactions.
• Analyze data and user feedback to aid the project leadership in making informed decisions on system development.
• Review and approve testing scenarios to ensure compliance with financial requirements.
• Identify and solve potential issues, offering solutions to challenges faced by the Finance team.
• Conduct finance testing to verify correct data flow into the chart of accounts and ensure timely integration with payment platforms.
• Lead the coordination and management of incidents and change requests related to finance.
• Create metrics to track and report on finance system defects and corrective actions.
• Collaborate with stakeholders to align needs and expectations with project milestones for smooth implementations.

• Oversee the testing of custom reports developed for the Finance department, ensuring accuracy and relevance.

Requirements:

• Proficient in finance functions and systems.
• Proven track record of implementing finance systems, with a deep understanding of financial accounting principles, month-end processes, and finance operations.
• Experience in managing enhancements or upgrades, including writing/agreeing on functional specifications and overseeing the change/development stages through to testing and release.
• Skilled in testing and adapting processes to meet Finance requirements, ensuring adherence to accounting standards and regulations.
• Demonstrated ability to collaborate across functions to implement new systems.
• Strong problem-solving skills, with the capacity to anticipate potential issues and devise contingency plans.

Desirable Skills and Experience:

• Familiarity with Microsoft Dynamics 365 Business Central is beneficial.
