You will be part of engaged and motivated teams delivering high quality strategic/tactical management information and analysis, which will support our stakeholders and allow them to make informed business decisions.

This is an exciting role in the Income Accounting Team function within Core Finance, where the successful candidate will work closely with key stakeholders such as funding partners, executive leads and internal finance teams, to support the agency's financial position by ensuring we are adhering to mandatory requirements and carrying out financial health assessments.

Responsibilities

The successful candidates will be responsible for:

• Supporting the Agency’s Accounting Officer by assessing proposals and providing professional advice.
• Scenario planning and modelling for relevant income streams.
• Leading on associated audit items and assist on clearance of management letter points or GIAA recommendations.
• Assisting with accounting assumptions, financial judgements and any associated financial disclosures for relevant income streams.
• Supporting project and finance business partners to undertake financial health assessments around income.
• Assisting and provide assurance that mandatory requirements (such as HMT guidance and Cabinet Office controls) are adhered to.
• Working with and supporting internal and external stakeholders such as funding partners, executive leads and internal finance teams.

The Department’s Capital and Investment Directorate is responsible for the management of the NHS capital budget and delivery on a range of major capital programmes across the Department and NHS. The work of our directorate is to ensure the healthcare system makes better use of capital investment as part of enabling services changes and driving efficiencies, as well as being a key factor in maintaining services and meeting new service demands. In addition to delivering financial balance against the parliamentary controls set for capital, strategic and long-term planning, we also cover a wide range of areas of capital policy, such as the NHS estate and technology.

The Capital Finance Team is responsible for leading on the monitoring and reporting of capital spend and agreement of DHSC Group capital budgets for future years. The team also supports the Department’s strategic and long-term planning of financial systems, together with ensuring that financial systems operate effectively and support the wider financial sustainability of the NHS. A key element of this is meeting public accountability requirements, supporting ministers and ensuring clear reporting to stakeholders and the public.

The team is made up of a Grade 6, three Grade 7s, two SEOs and a HEO, which is the vacancy we are looking to fill.

The Finance Briefing Manager will be a primarily policy position and have responsibility over preparing and coordinating briefing documents/ answering information requests from Parliament, the Minister, Special Advisers, the public and other stakeholders about capital funding and what this funding delivers in an accessible and easy to understand way.

The role also includes interpreting data and incorporating financial analysis in briefing documents and supporting the team’s work on upcoming announcements. This requires ensuring that the key sources of information, together with core briefing material, are kept up to date. The HEO will receive all the support needed to develop a good insight into the breadth of capital investment in the NHS and how this supports physical improvements in the NHS estate and equipment that lead to direct patient benefit. This role builds strong relationships with NHS management and works on key government priorities at the heart of the Department of Health and Social Care.
