Dow has an exciting opportunity for an Operations IT Business Process Technologist Lead located in Deer Park, TX, and supporting all the Houston Hub sites.

About you and this role –

Dow has an opportunity aligned to the Operational Excellence organization with a primary focus on implementation, support, sustainability, and application management of OPD (a web-based application that serves as a single tool for managing primary facility operation activities in support of the Make Product Work Process), and a variety of Digital Manufacturing Acceleration (DMA) tools and work processes within Operations including the Make Product Work Process (MPWP).  You will work under the Operational Excellence organization, but support all the functions such as Operations, Analytical, Logistics, Maintenance, EH&S, ES&S, and Tech Centers.  

This role facilitates collaboration between functions /disciplines and experts in the application of information technology (IT) within an Operations context. The basis of this collaboration is the shared objective of defining, delivering and supporting IT solutions providing optimal capability at minimal lifecycle cost.

Serves as technical support, and oversight of assigned work processes, procedures, and I/T applications, tools and systems aligned with one or more Operations IT/OT technology disciplines.  Leads technical and work process support and oversight, best-in-class processes and applications by end users across sites.  Requires advanced skills and expertise in a range of processes, procedures, and systems, along with specialized technical expertise within an operational process to lead a broad range of complex deliverables.  Leads and executes tasks and activities aligned to the Houston Hub Digital Strategy along with technology discipline and/or multi-generation plans to support optimal capability of processes, procedures, and related IT solutions.  Leads and participates in cross-functional teams to deliver technical, work process, and management system improvements within the MET applications as appropriate based on agreements. 

The basis of this role is collaboration as a shared objective to define, deliver and support sustainable IT/OT solutions that provide optimal capability at minimal lifecycle cost to enable safe, reliable, quality, and productive Operations which support best-in-class employee and customer experiences. 

Responsibilities –

• Primary Focal Point for electronic tools designated by OPEX and the Houston Hub Sites.  Provides technical support, training, and guidance and assures effective and efficient implementation of Operations IT/OT MET systems, processes and tools across area of focus (i.e., in support of improvements to current functionality, plant start-ups, new implementations, etc.) 
• Support implementation and use of Manage Production (MP), EH&S Applications, and mobile solution technology across the Houston Hub.  Serves as a technical expert working across all Houston Hub sites to ensure technical expertise and guidance is in place related to system architecture, work process and related management system best practices within the area(s) of scope.
• Participates in and supports applicable end user and/or super user networks to strengthen collaboration and improve overall site/Hub Operations IT/OT performance and system effectiveness and efficiency. 
• Assists in development, testing, and implementation of Operations IT/OT solutions (applications and tools) in support of business processes, work processes, and policies and procedures. 
• Works with Work Process Leaders and other Functional Leaders and Site IT Tool Subject Matter Experts (SME's) on implementation and support of applications including electronic Safe Work Permits, Compliance Task Tool, Event & Action Tool, Behavior Based Observation Tools, Red Tag Master System Tools, Management of Change Tools, Document Management Systems, and other Operations Digital offerings.
• Partners with routine support teams and performs advanced support and troubleshooting activities for solutions and processes within area of focus.  Supports life cycle management activities.  Coordinates resolution of issues, escalating support needs appropriately. 
• Monitors site and hub level performance measures related to system functionality, work process and application life cycle management and leads strategic gap closure activities and other opportunities for improvement. Proactively identifies potential risks and possible for mitigation.
• Supports improvement initiatives related to the area of focus, including tool enhancements, improved consistency across the Hub, training, document updates, metric updates, and other change management activities.  Provide value case for enhancements to better support the associated work processes and improve productivity.
• Assesses impact of key learnings on the Operations IT/OT strategy and identifies opportunities for improvements to the overall MET solution to optimize adoption and utilization across sites, businesses, and function. Participate in piloting of applications including networked devices and pilots coming for the Digital Operations Center (DOC).
• Supports creation and management of job aids, training materials, and metrics related to IT applications and tools, system functionality, and related work processes. 
• Conducts training related to area of scope.  Supports leveraging of best practices and sharing of learning experiences across applicable networks.  Escalates and utilizes network support to bring in diverse views and perspective to understand what is being done at other locations that could be leveraged.  
• Supports large projects, turnarounds, and other activities, including data (unstructured and structured) identification/ cleansing/ transfer/ validation, testing, health checks, defect resolution, etc. 
• Provides business process expertise and contracted support to on-site Joint Ventures, 3rd Party / i-Park clients based on established agreements. 
• Ensures effective stakeholder management and change communications are provided to key stakeholders and sponsors for all initiatives within the area(s) of scope.  Maintain priority in accordance with what has been established under OPEX and Site Leadership, and escalate changes or considerations throughout the year to ensure there is alignment and resource support.

Required Qualifications –

• A minimum of an associate degree or relevant military experience and three years of experience in manufacturing and/or I/S-related experience OR no advanced degree and five years of experience in manufacturing and/or I/S-related field.
• Experience with SAP.
• Effective communication skills to collaborate and resolve technical issues as they arise.
• Subject Matter Expert in Operate Plant Dashboard (OPD), Microsoft Suite including Excel, Word, PowerPoint.
• High aptitude and working knowledge of computer hardware and software, networking practices and infrastructure.
• Strong technical skills to resolve issues between software, hardware, network, and supporting infrastructure.
• A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process. 

Preferred Qualifications –

• A minimum of a Bachelor's degree or relevant military experience at an E6 rank/Petty Officer 2nd Class or higher is required.  In addition, a minimum of 8 years of manufacturing and/or I/S-related experience. 
• A minimum of 3 years of experience working with Dow Manage Production tools and Work Processes
• Detailed knowledge and understanding of Make Product Work Process and/or Global Maintenance Work Process.
• Experience with tools currently used in Operations such as OPD, SAP, Asset Hierarchy, CTT, eSWP, WebEDMS.
• Prioritize, plan, organize, and monitor multiple concurrent projects to meet established timing expectations.
• Update and troubleshoot using XML coding when necessary.
• Communicate, collaborate and work effectively with persons at all levels of the organization.
• Self-starter, strong initiative and leadership skills.

About You and this Role

Dow is seeking a Lead Mechanical Engineer to join our Mechanical Department within Central Engineering Houston, which is Dow’s internal capital project design organization aligned to the Technical Expertise & Support (TES) organization. Central Engineering executes new and major expansions of chemical facilities for Dow and consists of locations in Houston, Texas and Chennai, India.  As the Lead Mechanical Engineer, you will supervise and coordinate the work on capital project teams.

In addition, you will apply leadership skills with technical knowledge in the design, application, and procurement of mechanical equipment. You will also ensure the Mechanical Work Process Discipline (WPD) is used on capital projects to provide the design activities necessary for the construction and maintenance of process plants. You will provide technical support to others and will be involved with the creation and maintenance of global specifications. You will apply knowledge of mechanical equipment and systems, as well as applicable codes and standards, to ensure the most effective design.  You will ensure this design is also in compliance with Dow Safety and Loss Prevention Principles, industry standards, and local codes and regulations.

Responsibilities

• Lead Mechanical Engineer of Large Capital Projects, supporting Front End Loading (FEL)/Front-End Engineering Design (FEED) as well as Detailed Design/Construction phases.
• Manage quality of deliverables, schedules, budgeted hours, weekly/monthly status reporting, and effectively manage the mechanical project team, while coordinating diligently with other project Disciplines, i.e.: Process Engineering, Piping, Civil, etc.
• Create technical mechanical specifications, review/approve specifications, prepare procurement inquiry packages, technically evaluate bids, issue order packages for equipment, coordinate review of vendor drawings/data, and supervise other mechanical engineers, designers, and modelers assigned to the project.
• Provide advanced technical direction to other mechanical engineers, designers, and modelers on a project team.
• Understand and use the Dow equipment procurement process.
• Ensure that environmental regulations and Dow Safety and Loss Prevention Principles are considered in design.
• Coordinate the input of supplier design data into the overall project design.
• Coordinate additional discipline requirements into the design of equipment.
• Participate in equipment inspections and testing.
• Develop detailed mechanical equipment installation instructions.
• Review/approve operation instructions.
• Provide technical support during construction and operation of the facility.
• Be involved with improvements to the work process.
• Participate in the development of global standards and specifications.
• Mentor other personnel in the application of design tools and work process methodology.
• Meet and correspond with suppliers and/or external personnel on as-needed basis.

Qualifications

• A minimum of a Bachelor’s Degree in Engineering
• A minimum of 10 years of relevant experience.
• Prior experience managing capital projects.
• Willing and able to travel up to 20% (domestic & international) annually
• Ability to work comfortably and safely at elevated heights. Candidates must be familiar with, or willing to undergo training in, the proper usage and maintenance of safety equipment to ensure safe movement and operations at heights.

Role Summary

We seek a skilled and experienced Principal Engineer to join Rosalind and help deliver our Customer Data Platform services. You will be accountable for technical engineering decisions, solution designs, and delivery, as well as elements of the operation of your assigned services.

In this technical leadership role, you will act as the executor and the visionary behind technical solutions. You will lead teams of between 10 and 25 technical resources to solve complex engineering problems, craft the technical designs and ensure a successful delivery of high-quality products and services from inception to completion. This role requires exceptional technical knowledge, strong management skills, and the ability to collaborate effectively with cross-functional teams while sharing responsibility with other program leads for achieving the desired objectives.

You will also be accountable for delivery of security-and privacy-first capabilities while creating an environment where engineers can do their best work as measured by a quarterly Developer’s Experience survey, and alignment and contribution to the service network and technical engineering standards.

Key Responsibilities

A normal work week consists of leading one or more teams of engineers to deliver and implement technical solutions, following your design approach to meet your assigned program objectives and KPIs. You will also collaborate closely and often with Chief Marketing Office (CMO) Leads, Digital Leads, and Product Owners, to ensure that technical decisions and their implementation align with broader strategic priorities.

You represent engineering in program and stakeholder meetings, as such you’ll need to be able to think on your feet: provide consultation, identify risks based on a variety of factors, and rely on your past experiences to identify potential solutions and develop ballpark estimates.

In many situations you will be working with technology that is new to Pfizer and requires you to learn quickly, be able to read and understand documentation, and architect robust and scalable solutions that align with our business objectives.

Using influence more than authority, you will lead teams of engineers on the implementation of the solution. Individual members of the team are responsible for delivering on their commitments, but the team supports each other. Key responsibilities for a Principal Engineer are listed below:

Technical Leadership 

• Serve as the top technical authority on projects, making decisions on technology choices, design approaches, solution architecture and implementation.

• Lead and oversee the entire lifecycle excellence of engineering projects, ensuring alignment with architectural vision and adherence to best practices.

• Responsible for maintaining good code quality by promoting and ensuring secure code hygiene.

• Responsible for guiding the correct configuration of SaaS solutions to ensure security and compliance.

• Build a team able to manage change. Take appropriate risks to achieve the desired results, balancing risks to stability and current norms versus the need for constant change, improvement, and simplification.

• Facilitate the conversation between Enterprise Architects, Business Architects, Vendors and Developers, by providing technical clarity on solution(s) to build and code to write, move content from ideation into delivery to move from concept to reality.

Cross-Team Collaboration

• Act as a translator between business stakeholders and technical engineers, to ensure that technical, security and privacy considerations are represented in strategic discussions and business objectives are being met by our solutions.

• Align objectives, dependencies, and schedules across multiple teams to keep teams unblocked, and to ensure seamless projects execution.

• Collaborate with other Principal Engineers, and through the Principal Engineers Forum, to share best practices, quality standards, address improvement areas, and ensure effective communication of information.

• Collaborate with security teams to monitor vulnerabilities, implement defenses, and ensure compliance with security best practices.

• Collaborate with digital operations and support to ensure smooth BAU operations.

Incident Management & Recovery

• Lead or assist in the response to security incidents, ensuring rapid containment, mitigation, and recovery.

• Lead troubleshooting during operational outages, guiding the team to diagnose and resolve issues quickly.

• Work towards system resilience and implement post-mortem analyses to identify root causes and prevent future incidents.

• Ensure that solutions are designed with data privacy considerations from the outset.

• Familiarity with the multiple policies, standards, systems, and organizations within the pharmaceutical industry, to minimize risk of challenges or duplication in implementation.

Qualifications & Education Requirements

• Bachelor’s or Master’s degree in Computer Science, Engineering, or a related field.

• Minimum of 10 years’ experience with increasing responsibility delivering digital solutions, products, and services.

• Professional certifications in engineering leadership are a plus.

• Demonstrable experience operating in a DevOps environment.

• Proven capability handling large scale, enterprise software delivery in a global 24/7 environment.

At a technical level, we are looking for engineers with qualifications and expertise in the following areas:

• Experience driving and participating in technical discovery to architect and deliver solutions that meet program business objectives.

• Systems thinking experience demonstrated by architecting complex solutions that require integrating multiple solutions.

• Demonstrated hands-on experience using AWS services to build real-life large-scaled solutions.

• Understanding of CI/CD practices, RESTful APIs, integration patterns, microservice patterns and other areas of interest to modern software development.
