The General Engineer/Architect is responsible for project management with emphasis on projects involving new or existing facilities and infrastructure systems. Also provides project management expertise in the capital construction and facility renewal sector with focuses on providing budget, cost, schedule expertise along with the coordination, direction, and oversight of various projects.

Duties include:

Project Management

• Develops and manages the design and implementation of multiple construction projects. Projects may include repair, renovation, rehabilitation, alteration and new construction of buildings, infrastructure systems, and landscapes.
• Provides life-cycle project management for a wide range of facilities- and landscape-related new construction and renovation projects with responsibility to ensure efficient coordination of multiple projects.
• Works with stakeholders to develop project scopes of work for various projects and tasks, ranging from existing facilities and infrastructure system projects to long-term capital projects and studies.
• Plans and manages various complex project management functions with project teams and makes decisions affecting areas of responsibility that are precedent setting.
• Serves as a specialist and a key source of information for assigned areas of responsibility and accountability. Provides professional expertise in evaluating the effectiveness and efficiency of the facilities program and project management functions and recommends improvements to management.
• Coordinates with the Operations, Horticulture, Administrative Services, and Learning and Engagement Divisions to develop, fund, implement, and track facilities projects.
• Responsible for the development and oversight of studies and design documents as defined in the AOC Project Management Manual.
• Ensures state-of-the-art design of new construction and renovations, alterations, or upgrades of existing facilities in accordance with established criteria, codes, and design standards.
• Prepares and updates schedules for project delivery, implementing a system for review, control and reporting. Routinely reviews project schedules to ensure reasonable and timely implementation.
• Communicates clearly and often with the Director of Capital Projects & Facilities, AOC and USBG project managers in coordinating with AOC staff and officials of affected jurisdictions to keep them informed on project planning.
• Promptly informs the USBG management of project related issues and recommends solutions to prevent critical problems or failures relating to project performance.

Consultant/Contractor Oversight

• Provides design and management guidance to professional Architect/Engineers (A/E) firms and actively monitors performance.
• Serves as the Contracting Officers Representative (COR) to review compliance with A/E contract requirements and specifications.
• Guides and evaluates contractor efforts and technical progress to the established schedule and allocated resources.
• Reviews and evaluates deliverables, submittals, shop drawings, and progress schedules for conformance to the contract.
• Completes fiscal and physical closeout of the project, including writing the final contractor review.

Technical Advice and Guidance

• Provides guidance, technical advice and consultation on project administration. Conducts studies to develop criteria for situations encountered during field inspections.
• Assess and prioritize work based on past experience, subject matter insight, and organizational goals and objectives. 
• Represents organization on panels and Post Occupancy Evaluation teams to identify and recommend design changes and to recommend new and improved design criteria and standards

Responsible for thoroughly understanding and ensuring compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations. Efforts ensure that work progresses in a safe manner and takes corrective actions to mitigate unsafe conditions. Ensures that Job Hazard Analysis’ are developed and followed and that required Personal Protective Equipment (PPE) is utilized.

Performs other related duties as assigned.

Under the supervision of the Board and Chief of Staff, the incumbent:

• Leads strategic planning for communications, drafts press releases and conducts other media outreach (e.g. letters to the editor and articles for publication).
• Manages content on the Board's website.
• Creates and manages content for the Board's accounts on multiple social media platforms.
• Handles public and press inquiries and rapid response campaigns.
• Drafts copy and works with relevant staff to finalize and distribute materials.
• Interacts with the families of the victims of civil rights cold cases, sharing the work of the Board with them and receiving their feedback.
• Monitors news coverage of the Board in broadcast, print, and online outlets.
• Organizes and leads public meetings and other forums to interact with the public.
• Uses knowledge of both traditional and digital communications and media to engage with diverse audiences to promote the mission and work of the Board.

• You will assign tasks to employees to conduct switching evolutions on an electrical distribution system.
• You will inform management of electric power controlling work in progress, operating problems, personnel issues, or equipment failures that would affect mission capabilities.
• You will operate computer terminal to interpret power load flows throughout an electrical distribution system.
• You will use safety equipment (e.g., harnesses, hard hats, high voltage gloves, hot sticks, hearing protection, lifting gear) when working on electrical power systems.
• You will interpret blueprints, technical manuals, work instructions, or other job-related materials to verify safe operation of distribution systems.

• You will manage the analysis of support requirements essential to effective performance of the programs.
• You will operate database programs (e.g., MAXIMO, Microsoft Access) to create reports and forms, and to compile data.
• You will develop metrics for business processes to measure the performance of business services.
• You will identify program trends through data analysis and direct the implementation of corrective action plans.

The Program Manager (Civil Rights, DEIA, and EEO):

• Serves as the Corporation’s expert on Civil Rights, DEIA, Anti-Harassment, Reasonable Accommodations and EEO program matters
• Provides strategic, operational, and organizational initiatives that grows capacity for intercultural competence, nurturance of diverse populations, and inclusive leadership.
• Performs internal studies to assess the efficiency and effectiveness of Corporation policies, directives, initiatives, and working procedures
• Researches policy issues and recommends changes and ensures progress that meets the goals of the Corporation, as well as full compliance of the Department of Transportation’s requirements
• Serves as confidential resource, facilitator, mediator, consultant, and dispute resolution practitioner for GLS personnel, seeking informal and early resolution of a wide range of workplace related and policy concerns

As a CoStar Technical Manager on the Platform Development team you will play a key role in expanding the data platform that supports all of CoStar Group’s largest brands including, Homes.com, CoStar Suite, LoopNet and Apartments.com. You will deeply understand what drives the business for which you are building software. This position is located in Washington, D.C. and offers a hybrid schedule of 3 days onsite, 2 days remote.

Responsibilities

• Lead an Agile software development team (approximately 5-7 people); Lead Scrum ceremonies; Deliver done-done features to customers at high velocity.
• Act as a player-coach, who can mentor & coach team members into highly productive team players.
• Promote can-do attitude, engineering mindset and collaboration as fundamental team values.
• Influence web application architecture and CI/CD pipeline improvements.
• Drive continuous improvement by focusing on engineering excellence 
• Translate business requirements into technical requirements, develop project plan and work schedules for use by scrum development team 
• Successfully implement software development projects to specification and within scheduled timelines and budget parameters
• Collaborate with Product Managers, Designers, and other Agile teams to deliver large initiatives; Develop roadmap
• Work with recruiting to identify, hire and onboard top industry talent
• Develop and maintain an in-depth working knowledge of the CRE Industry and CoStar’s business model / technology
• Continually evaluate emerging technologies to identify opportunities, trends and best practices that can be used to strengthen CoStar’s technology platform and development practices 
• Adopt an owner-operator mindset and demonstrate full ownership of the product and technical platforms.
• Act as "Voice of the Customer" when participating in product readiness reviews 

Basic Qualifications

• Bachelor’s Degree required from an accredited, not for profit university or college.  
• A track record of commitment to prior employers 
• 7+ years of relevant development experience
• 3+ years’ experience in modern web and database technologies
• 3+ years’ experience building large distributed, API-driven systems
• 3+ years of experience leading Agile Team(s)
• Demonstrated expert knowledge of Object Oriented Programming and design patterns
• Solid experience with the following technologies; C#, .NET Core, and SQL Server
• Experience leading technical teams, working through complex requirements and offering relevant, timely technical solutions
• Strong written and verbal communication skills; Must be able to communicate at a level appropriate to the audience (direct reports, peers and senior management)
• Excellent team building, negotiation and consensus building abilities
• Ability to motivate and build high performance software development teams

Preferred Qualifications And Skills

• Experience with JavaScript frameworks such as Angular, React and Vue is desired.
• Experience with the AWS platform
• Experience with non-relational databases such as DynamoDB, MongoDB or ElasticSearch
• Experience with relational databases (preferably SQL Server)
• Experience with Docker and container orchestration
• Commercial Real Estate (CRE) knowledge is a bonus
