- Performs planning of technical activities for design and review of engineering design documents, construction operations, contract administration, technical engineering, administrative work, facility maintenance, dam safety, and grounds maintenance.
- Directs work for personnel in connection with engineering designs, contract development and administration, and operations and maintenance of facilities such as dams, roads, levees, hydropower, recreation facilities, and buildings.
- Develops and manages a routine and non-routine budget associated with the operation and maintenance of a large multipurpose reservoir project.
- Provides program development and implementation for project safety, environmental compliance, dam safety, equipment acquisition and maintenance, and project operation and maintenance.
- Develops uniform operating procedures and preventive maintenance plans for equipment and facilities.
- Performs contract administration duties on construction and service contracts such as quality assurance inspections, approving contractor progress payments, preparing and negotiating contract modifications, and investigating claims.
- Develops employee performance plans, performs employee performance appraisals, and addresses performance problems.
- Recruits high performing engineering and maintenance personnel.
