The Job Corps Deputy Administrator is a self-starter who embodies a positive youth development mindset, has expertise in data analysis and program development, and has experience developing policies and procedures, managing contractors, and evaluating curricula plans for youth programs in a residential setting.
The Deputy Administrator oversees the national office operations, including the development of program-wide policy, education services, program performance, and program monitoring. The incumbent manages and/or monitors resources and budget to support program performance goals that align with agency priorities and works with Deputy Administrator for Regional Office Operations as well as with the regional offices to drive integration of Job Corps into local and state workforce development systems.
The incumbent will work closely with other offices within the Employment and Training Administration (ETA) including the Office of Financial Administration and the Department's procurement office to monitor and execute timely procurement actions.
The Deputy Administrator will facilitate and foster a collaborative approach toward working with employers and Federal, State, and local workforce partners to create a comprehensive and integrated workforce investment system that results in excellent outcomes for opportunity youth with a specific emphasis on racial equity and diversity and inclusion.
The incumbent should have experience in the Federal regulatory process and knowledge of the Workforce Innovation Opportunity Act is preferred. The Deputy Administrator will apply this expertise to interpret controlling authorities and develop program-wide policies.
The incumbent strategically manages resources to ensure high performance, greater public accountability, and quality service, emphasizing, racial equity, diversity, and inclusion. They will develop performance plans and submit monthly and quarterly reports on key performance indicators. The incumbent serves as the spokesperson and focal point for activities and issues within the scope of the programs' national operations.
