The SES Candidate Development Program (CDP) offers a comprehensive series of developmental experiences aimed at preparing high-potential individuals for roles within the Senior Executive Service (SES). This demanding program requires participants to complete the curriculum while managing their regular job responsibilities. Developmental experiences include formal classroom training, seminars, and a 120-day executive-level assignment outside of the participant's current Directorate/Office or chain of command, designed to build the competencies necessary for successful SES performance. Throughout the program, participants will collaborate with an Executive Mentor to create a personalized Executive Development Plan, which will guide their development throughout the program. In addition, tuition costs are the responsibility of the candidate's organization.

SES CDP PROGRAM CURRICULUM:

• Program Duration: The program is an intensive leadership development program which lasts 18 months. Applicants selected to the program from within DOC will remain in their full-time position of record while completing program requirements.
• Orientation Session: The SES CDP begins with a mandatory one-day virtual orientation. The required orientation will occur in Spring/Summer 2025.
• Executive Mentor: Candidates must identify an Executive mentor who will assist in clarifying their developmental objectives and identifying developmental assignments and activities.
• Executive Development Plan (EDP): The EDP is used to identify, track, and document completion of competency-based needs of the participants.
• Interagency Learning: 80 hours of formal interagency development over the course of the program, focusing on the Executive Core Qualifications and their relevance to SES positions across the federal government.
• Developmental Assignments (DA): Candidates will complete a minimum 120-day executive-level DA outside the candidate's current Directorate and or chain of command.
• Supplemental Activity: Candidates will be required to complete a minimum of two supplemental activities.
• 360 Assessment and Coaching: Each candidate will be required to complete a 360-degree assessment, which is designed to determine the competencies which will be developed during the program and also required to complete all coaching hours.
• Qualifications Review Board (QRB) Certification: Candidates who successfully complete the program and receive certification of their executive core qualifications by an Office of Personnel Management (OPM) Qualifications Review Board (QRB) under the criterion of 5 U.S.C. 3393(c)(2)(B), will be eligible for initial noncompetitive appointment to the SES.

As a Senior Legal Support Specialist, some of your typical work assignments may include:

• Assisting managers, attorneys and works with Ethics Specialist in conducting the Commission's ethics advisory and training program. Assisting with handling large Freedom of Information Act (FOIA) and Critical Energy/Electric Infrastructure Information (CEII) production requests, which requires a general understanding of the FOIA and CEII statutes, case law, as applicable, and procedures.
  Working closely with attorney and paralegal staff to analyze, organize, and maintain voluminous FOIA and CEII documents that also consist of bate stamping, scanning, copying, and redacting voluminous information.
• Maintaining litigation and case tracking system for the Associate General Counsel. Maintaining listing of personnel cases pending in district courts or elsewhere.
  Maintaining Commission files where appropriate for litigation purposes. Tracking incoming FOIA requests, FOIA Appeals, and CEIIs, and ensure that due dates are entered and tracked.
  Assisting attorneys with preparation of hearing records for submission to government agencies, including the EEOC, MSPB, district and appellate courts. Assisting with ethics training including providing the necessary training material and ensures that new employees sign in, sign and return acknowledgement forms, and receive required financial disclosure forms. • Serves under the direction of the N95 Program Director and may act for the N95 Program Director in all matters within existing policy. Represents the N95 Program Director when conducting visits to CNIC N95 operational activities and in discussion of operational matters with responsible officials. This Veterans Health Administration (VHA) senior leadership position is responsible for oversight and management of the agenda to advance VHA direct and community care access. The Office of Integrated Veteran Care (IVC) is the accountable office for access to care and advises Senior VHA Leadership on all access to care items including oversight, governance, expertise, and leadership related to the Veterans Community Care Program, direct care access initiatives, and financial health. IVC provides oversight and guidance to VHA's network of 1.3 million community providers and to the 6,000 sites of care that are critical to providing Veterans with direct care access. In addition, IVC manages a set of programs that support over 800,000 Veteran family members in reimbursing over $2.5 billion per year for their care.

The Assistant Under Secretary for Health (AUSH) for IVC supports strategies to achieve the three organizational goals: seamless care to Veterans, financial sustainability, and high reliability. This position monitors all IVC budget and productivity improvements and is responsible for strategic and long-range planning of its operational areas and of meeting organizational needs related to access. The AUSH has three direct reports who are T38 senior executives and oversees a team of over 1,100 staff and direct budget of $1.5 billion annually. The AUSH ensures the development, implementation and evaluation of programs, policies, and activities that are national in scope and that influence the overall organizational mission and strategy. S/he initiates, designs, and completes high-visibility national projects to advance VHA's goals. Indirectly, the incumbent advises on strategy and policy that impacts community care spending of approximately $30 billion annually and oversees quality, utilization management, and network adequacy for the community program. As VHA's accountable owner for access to care, the incumbent is responsible for overseeing access to care and scheduling policy, practices, and technologies.

The AUSH for IVC is a Title 38 senior executive who uses extensive leadership skills, communication skills, healthcare/managed care knowledge, healthcare ethics expertise, and knowledge of VA and national healthcare policy to advise, support, and collaborate with the senior executives in VHA.

BRIEF DESCRIPTION OF DUTIES

• Ensures that all parentage and support filings and branch procedures comply with the requirements of all relevant statutes, regulations, rules, and business practices
• Manages quality assurance and data entry functions in the court’s case management system(s) for all new and subsequent filings in all parentage and support proceedings
• Oversees and manages all financial functions relating to collection and processing of non-routine cash child support payments, alimony, bonds, restitution, wage withholding orders, notices to withhold income, copies and other fees; and uses the appropriate accounting practices to oversee the receipt, safeguarding, and accounting of such expenses
• Manages the processing of all necessary documents associated with the issuance and execution of all bench warrants in parentage and support and domestic relations cases
