Be approved by Ofsted to act as the Home Registered Manager. The post holder must ensure that high standards of practice are achieved and that services are delivered in accordance and compliance with the National Children’s Home Regulations (2015), Children’s Homes Quality Standards(2015) and Bradford Childrens and Families Trust ’ internal policies, procedures and guidance.You will support the Children’s Residential Service to achieve the best outcomes for children and young people and ensure they have the opportunity to thrive. You will ensure legislative and regulatory requirements regarding all issues (Human Resources, Health and Safety, Environmental Health etc) but especially regarding the care of children. Particularly you will ensure that the Home meets all regulatory requirements to achieve Ofsted gradings of Good or Outstanding.

Key Responsibilities:

Take leadership and management responsibility for the development and shaping of dynamic and creative plans for children and young people living in the home, with a complex range of needs due to, but not exclusively, early trauma and attachment. These children and young people often struggle to build relationships and understand their emotions which can result in complex and risk-taking behaviour. Children and young people may need additional therapeutic support or specialist input which you will be responsible for identifying within the care planning process to ensure these needs are met.
Manage the home in order to safeguard and promote the well-being of children and young people, taking the role as designated safeguarding lead for the home; and take all reasonable steps and support staff in the home to locate and ensure the safe return of any young people who are missing from the home.
Ensure the home operates within the Quality Standards and Children’s Homes Regulations (2015), paying attention to detail to ensure the home is judged as ‘good ‘or ‘outstanding’ by Ofsted.
Lead the Regulation 44 monitoring visits and regulatory inspections from Ofsted, as well as supporting the staff to contribute to the process.
Ensure that timely, focussed action plans are developed and implemented to meet any requirements or recommendations following Regulation 44 monitoring visits or Ofsted inspections. You will complete the Regulation 45 Quality of Care Reviews every 6 months, ensuring that feedback is gained from all stakeholders to Inform and develop the Children’s Home Development Plan.
Ensure that the home has a staff development and training programme that enables staff to be skilled and knowledgeable in order to meet the needs of young people in the home as defined by the Home Statement of Purpose and Function
Provide formal and informal supervision to staff and undertake appraisals.
Take responsibility for the development of staff, participate in the recruitment and retention of staff. Share knowledge and experience with the team and identify opportunities for the continuing professional development of the staff team.
Monitor and ensure that all mandatory training is undertaken and kept up-to-date, as well as delivering training when required.
Lead and manage the staff team in supporting the day to day physical and emotional needs of the children and young people in accordance with Racial, Cultural, Religious, linguistic and dietary needs.

Qualifications:

Level 5 Diploma in Leadership for Health and Social Care and Children and Young People’s Services with Children and Young People’s Residential Management Pathway.
Equivalent Qualifications as set out in ANNEX A –Qualifications for staff working in children’s homes, Guide to the Children’s Homes Regulations including the quality Standards, April 2015
Level 5 Diploma in Leadership and Management for Residential Childcare.
NVQ Level 4 Leadership and Management for Care Services.
Must have been a Registered Manager (with Ofsted) for at least 2 Years.

Knowledge:

Knowledge of key reports influencing the development of residential care, including multi-agency guidance such as Working Together to Safeguard Children 2018.
Must have a detailed knowledge and understanding of Children with Special Educational Needs and Disabilities, especially regarding children with profound intellectual and physical disabilities.
Knowledge of current evidence-based research about the needs of children and young people who have experienced significant trauma, difficulties forming relationships and attachments, and require support to manage/regulate their own behaviour and mental health.
Must have a good knowledge and understanding of respite and short break services and how these operate.

Experience:

At least 2 years in a position relevant to the residential care of children.
At least 1 year in a role requiring the supervision and management of staff working in a care role (i.e. a position which consists mainly or solely of providing care for children.
Experience of care planning and quality assurance commensurate with the Registered Manager role.
Must have worked for at least 6 months in the last year as an RM in a Children’s Home for Children with Disabilities.
Substantial experience of direct work with children and young people and their families.
Must have prior experience of working within a Children’s Home, as a manager or assistant manager, providing short breaks services to severely disabled children .
Experience of quality assurance processes and systems.

The Role

The postholder will work for the Security Portfolio Director providing a proactive operational and project support to the Physical Security Strategy and Portfolio Team. They will contribute of the development of policy, standards and processes across the teams as appropriate.

We are currently hiring a Provisioning Performance Manager to join the Provisioning team in the Digital Customer Service Directorate of the Parliamentary Digital Service.

This is a new role accountable to the Head of Provisioning for the tactical and operational day-to-day delivery of a professional and customer-focussed service with specific responsibility for budgeting and data. But your work won't stop there. Among your other responsibilities, you'll:

• lead the Provisioning teams in the successful management of data on all types of assets across all customer groups
• lead the teams in raising orders for, track, validate, manage and receipt orders from suppliers, within agreed timeframes ensuring accuracy, completeness and compliance to policy as well as be the finance system superuser for the team being able to run reports for the team, resolve queries and support team members (after relevant training)
• keep accurate records of spend, compile draft forecasts, variances and commentary on a monthly basis across all budget lines, draft Medium Term Financial Plan bids and submissions as well as attend and contribute to budget deep dives with the Head of Provisioning.
• lead the Provisioning teams in the successful management of data on all types of assets across all customer groups as well as support the teams in the preparation of data for forecasting and planning the lifecycle replacement of end-user hardware.
• liaising with colleagues in Information Compliance and the Office of Chief Information Officer, respond to freedom of information requests that fall within Provisioning as well as taking responsibility for the periodic proactive publication of datasets on the website

What You Need

• experience of asset management including supporting processes and procedures to ensure delivery of an efficient, effective and economic service.
• experience in financial planning, forecasting and budgeting as well as experience of using Excel to manage data sets via pivot tables, Vlookups etc.
• demonstrates good planning and organisational skills to prioritise to meet deadline and cope with fluctuations in workload as well as an ability to work with autonomy and a degree of ambiguity.
• first-class relationship skills, including confidence to communicate at all levels across a range of business areas, in both verbal and written format as well as an ability to influence and persuade others to take a specific course of action when there is no direct line of command or control.
• an emphasis on customer service and improvement, with a demonstrable ability to affect positive change in a large complex IT organisation.
• the ability to pass security clearance, backed by the right to work in the UK

About The Team

This role sits with the Provisioning team in the Digital Customer Service Directorate of the Parliamentary Digital Service. The team is divided into Hardware Asset Management (HAM), Software Asset Management (SAM) and Mobile and Broadband (MBB) with this role expected to collaborate with all three teams and acquire a working knowledge of their processes.

Introduction

The Houses of Parliament and the iconic Palace of Westminster are key elements of the UK Parliament. Around 3000 staff work behind the scenes at Parliament, supporting the democratic process in many ways.

The Customer Experience and Service Delivery team aim to deliver a comfortable, safe Clean and efficient environment for Members, their staff, and staff of the House to work in; as well as providing a welcoming and functional environment for all visitors to Parliament.

The buildings on the Parliamentary estate are unique for differing reasons, some due to their heritage, others because of their need to be inside the secure perimeter and those outside of this, still require significant security and safety considerations.

The Role

We are seeking an experienced Contract Manager to join our team. This is a new unique and exciting role as Contract Manager supporting a bicameral function across the House of Commons and the House of Lords, and has been created to support the contract management, tender and mobilisation of large, high value facilities management contracts, with an initial focus on the new cleaning and pest control contract.

As Contract Manager, you will play a critical role in managing key contracts to ensure these are effective, efficient, and appropriate to support excellent operational delivery of services.

Some of the responsibilities for this role include:

• Responsibility for all contract management operations including data management, invoicing, contractual and procurement issues, ensuring the parliamentary cleaning contract is highly effective and meets stakeholders needs while providing value for money.
• Lead the implementation, mobilisation and execution of contracts, including monitoring performance, ensuring compliance, resolving issues and escalating performance issues as necessary, maximizing the value and benefits delivered to Parliament.
• Lead on procurement and contract management issues, mitigation and resolution of disputes working with individual specialist managers, legal and procurement teams where appropriate.
• Draft technical commercial documents such as: procurement and contract strategies, tender documentation, contract documents, reports, papers, templates and model documents.

Skills and Experience

To be successful in this role you will demonstrate:

Criterion 1 - Contract Management

• Substantial proven experience of successfully managing contracts/partnerships with external organisations, delivering contracted services meeting users' needs and providing value for money throughout the entire contract lifecycle, including ensuring regular supplier and service reviews are conducted and that performance is managed.
• Preferably, experience of managing cleaning/facilities management contracts or similar. Experience of OJEU / NEC/ Public Contracts Regulations (PCR) procurement procedures and regulations. Experience of Cost control and understanding and monitoring spend within agreed budgets.

Criterion 2 - Strong Organisational Skills

• Strong organisational skills with the ability to identify priorities, deal with conflicting demands and competing views, making considered but timely decisions and actions

Criterion 3 - Working with People

• Well-developed interpersonal skills: experience of collaborating with colleagues and suppliers, developing effective relationships with people at all levels and from diverse backgrounds, and working flexibly within teams ensuring that everyone is, always, treated with dignity, courtesy, inclusivity, and respect. • Excellent written and oral communication skills, including the ability to explain complex technical issues in a clear, simple way to a lay audience.
• Ability to understand and manipulate data to provide management information and reporting and constructive feedback.

• Gathers information from a range of sources, probes for further information, identifies risks and considers alternative options to make sound decisions, often setting precedent or interpreting guidelines in unusual circumstances.
• Proven experience of identifying, managing, and mitigating risk in complex and challenging environments or when issues arise. Analyse and evaluate pros and cons to make decisions that take account of the wider business context. Draw together and present conclusions from a wide range of incomplete and complex evidence and data, acting or deciding even when details are not clear.
