This position is located in the Southeast Sunbelt Region (R4) within Atlanta, GA or Fort Lauderdale, FL. The incumbent will be expected to report to a GSA facility in the Southeast Sunbelt Region at least 2x per pay period.

• Provides policy oversight and expertise for specialists assigned major capital lease projects to ensure customer satisfaction and attainment of all organizational and project goals and objectives.
• Ensures projects are completed in accordance with GSA policies and ensures all reasonable steps are taken to ensure projects are completed within each project’s budget and schedule. 
• Identifies practices and procedures which deviate from prescribed policies and procedures, directs appropriate corrective actions, and monitors its progress.
• Anticipates and resolves project related problems to the maximum extent possible within vested authority, negotiates resolution of problems not within the authority of specialists negotiating and administering contracts related to these projects, and develops contingency plans to mitigate the impact of unresolved problems.
• Assures timely accomplishment of all tasks assigned to specialists, assuring each specialist has an integral role in developing the final product or service, articulates and communicates to specialists’ problems to be solved or program issues under review, ensures the organization’s vision is integrated into the project goals.
• Provides expert advice on specific tasks and makes available written instructions, reference materials, and relevant background material, maintains current knowledge and answers questions from specialists assigned to projects on procedures, policies and directives, as needed.
• Serve on a variety of committees and task forces involving persons internal and external to GSA at a national level.
• Responsibility for the business management of the most complex, long range (3-5 years), lease projects from the preliminary planning stage through the development of the Solicitation for Offers, negotiation objectives, source selection criteria, and other elements comprising all aspects of the capital projects. Assignments encompass responsibilities such as planning, organizing, controlling, coordinating, reviewing and approving lease procurements and related work performed by other GSA organizations.
• Facilitates the effort and expertise of numerous staff members within various disciplines. Works with personnel in various disciplines including but not limited to project development, building management, realty, engineering and architecture, construction, contracting, lease budget and finance, security, quality assurance, environmental, historic preservation, valuation, and business and government management.

• Serve as the DLA Energy Section Chief for Property, Plant and Equipment.
• Responsible for the supervision and oversight of a wide variety of support services unique to DLA Energy to include Property, Plant and Equipment services, Real Property (RP) assets, and Military Departments and DoD agencies.
• Direct the work of employees engaged in providing Property, Plant and Equipment accountability and financial reporting, management of real and personal property, and full compliance with all applicable regulations and inspections.
• Provide technical assistance to the Branch Chief by inspecting the physical conditions of facilities, installed equipment, and real property improvements.
• Furnish administrative and management support to develop, coordinate and implement policies, procedures, programs, and daily planning in support of the mission.
• Provide input to the Branch Chief for program management and oversight for DLA Energy Property, Plant and Equipment in accordance with DoD Property Accountability and DLA Real Property management guidance.

• Oversees the execution of approved Resident/Area Office budget by monitoring accounting data of expenditures generated by operating programs to detect variances.
• Collaborates with the Resident/Area Engineer in the planning, scheduling, and monitoring of construction placement for the Resident/Area Office to help assure adequacy, timeliness, and proper allocation of resources.
• Serves as the Resident/Area office leader in the transfer of constructed real property to the DPW through the use of the DD1354 documents and prepares DD 1354's and other closeout documents.
• Prepares documentation and utilizes computer applications to support construction contract modifications for the construction branch.
• Assists the Resident/Area Engineer in the areas of business management and administration.

• Assists with ongoing efforts of sustaining the Procurement Management and Assistance Program (PMAP) in direct support of the NAF project acquisitions program. Coordinates applicable Statements of Work; specialized shipping/packaging/marking instructions; inspection and acceptance provisions; delivery or performance requirements; contract administration elements; specialized provisions; and any necessary attachments; instructions for offerors and evaluation factors. These materials will be assembled into established solicitation packages with contract formatted documents consistent with the policies applicable to the methods of contracting (sealed bid, negotiated, and/or simplified acquisitions).
• Obtains all appropriate pre-solicitation clearances, including those required by MWRDIVINST 7043.2, CNICINST 7043.1, and SECNAVINST 7043.5C as amended; applicable sections of the Federal Acquisition Regulation; those required by the delegation of authority under which the initiative is operating; counsel, and others appropriate to the method of construction contracting.
• Supports the solicitation process, including advertising through appropriate means; establishment and continual update of prospective offerors/source lists; the receipt and evaluation of capability statements from prospective offerors/sources, and the prequalification of vendors.
• Supports the pre-solicitation and/or pre-proposal phases of acquisitions through leading and/or supporting the meetings on-site and at the installations, and will conduct site tours as appropriate, ensuring equity to all prospective offerors or sources.
• Supports and/or leads source selection activities of both a formal and informal nature, including spearheading source selection teams and oversight of the proposal evaluation stages. May also participate in the selection of the successful offeror, including the award of the resultant contract, and the subsequent notification and debriefing (if requested) of the unsuccessful offerors or bidders.

This includes the post-award review of bonds; leading and/or participating in pre-construction meetings; coordinating with the administrative contracting officer source (commercial Title II, local FEAD, Contracting Officer's Representative (COR) and local MWR/CSP staff); general and/or specific oversight of contractor and ACO performance; oversight of the payment process; change order control, and implementation of any necessary changes through the preparation and negotiation of any necessary contract modifications, supplemental agreements, option exercises, or other contractual means; and subcontracting oversight and performance monitoring.
• Supports the Region NAF Construction Contracting requirements in all other functional areas of contract administration, such as terminations for default or convenience, "cure notice" and "show cause" processes, post-performance assessment, and warranty administration.
• Develops and maintains contact with Department of Defense (DoD) and other Government agencies, with educational entities and trade associations, and with industry representatives for the purposes of exchanging information, evaluating proposals and establishing mutual positions for improving the construction contracting programs. The incumbent will manage and coordinate a wide range of meetings, conferences, and other forums with Government, commercial and educational entities to facilitate improvements in the construction contracting acquisition processes.

This position is located within the Division of Facility Management at Everglades National Park and is duty stationed at park headquarters in Homestead Florida. The Supervisory Interdisciplinary (Branch Chief Design and Construction) is responsible for, and has authority to, initiate, establish, guide, and control a broad range of project planning, design and construction efforts from inception through completion.

• Supervises an interdisciplinary staff of professional designers (engineers/architects/landscape architects) and project managers to accomplish this work within Everglades and Dry Tortugas National Parks.
• Reviews and manages the Facility Management Division's annual operating budget and project budgets, adjusting account allocations over time throughout the fiscal year. Accommodates provisions for adequate staffing, completion of routine administrative work, purchase of supplies and materials, employee training and travel, AE management, and execution of specially funded projects within respective operating funds and project budgets.
• Serves as the park's Facility Management Division lead contracting officer's representative (COR). Requests funding clearance for contract modifications from WASO/Region or other authority as appropriate. Coordinates review of submittals and word of on-sight inspector, Oversees project closure (closeout: post occupancy, warranty review, as built).
• Leads and manages the park's environmental management system and maintains up to date, accurate records of the park's environmental liabilities.
• Responsible for the on-the-job safety and health of all employees supervised. Initiates efforts conforming to established local and bureau safety programs to satisfy this responsibility.

• Conducts investigations pertaining to assigned contractors' liability when Government property is lost, damaged or destroyed, or when there is evidence of unreasonable use of consumption.
• Reviews and analyzes new contracts to determine and ensure that the assigned contractors' property control systems and procedures are adequate to fulfill the contractual requirements.
• Assures that there are no unresolved issues outstanding pertaining to property administration matters prior to recommendation of final property closeout.
