OVERVIEW OF POSITION / DEPARTMENT

The new Development Review Division of the Public Works Department is seeking Real Property Specialist Senior. The Real Property Specialist Senior is responsible for reviewing subdivision plats, site plans, legal descriptions for easements or license agreements and makes recommendations for revisions or approval.

This new Development Review Division has been created to consolidate Public Works development review including site plans, civil plans, traffic engineering and Real Property reviews with a focus on customer service and achieving or
exceeding performance metrics.

The city’s overall development process, spanning several city departments, is managed by the Office of Development Assistance (ODA), a division of the City Manager’s Office. ODA’s project managers are the liaisons between our development partners including initial department introduction meetings, development applications and planning approval, civil construction document review and approval and building construction document review and approval and permitting. Position Summary

These positions are responsible for managing survey vendor contracts (Land Surveying Coordinator) to provide quality land surveying services in a safe and cost effective manner. Responsibilities

Leadership, Survey Vendor Oversight

• Safely oversees contractor staff and outside consultants responsible for surveys of gas lines. May also oversee contractor staff and outside consultants responsible for transmissions lines, distribution lines, dam deformations, construction staking, land acquisitions and disposals of enterprise assets for a designated region
• Provides leadership to contracted survey crews by setting an example for professionalism, customer service, and honest communications
• Promotes good teammate relations and participates in the resolution of the team’s problems and concerns. Recommends employee training and development
• Interweaves internal resources and external contractors into a seamless service.

Project Management

• Serves as a representative of Land Services to monitor, inspect and review survey work performed by survey contractors for compliance with Duke Energy technical specifications, work schedules, budgets and recommends approval of deliverables
• Responsible for directing multiple survey vendors, solving complex problems involving conflicting data, ensuring the quality of the deliverables
• Maintains and provides management with regular progress reports on survey projects noting contractor performance, and provides feedback to reinforce good results as well as suggest corrective actions where required
• Thoroughly inspects and checks deliverables for accuracy and correctness. Deliverables include field work, maps, and electronic files
• Attends project meetings and obtains from all vendors a detailed cost estimate and agreed upon delivery due date
• Monitors contractors to ensure cost, timeframes, and work performance with existing Master Service Agreements and project control requirements
• Reviews invoices submitted by vendors and recommends payment based on performance and advises management of anticipated cost overruns of the estimated cost
• Establishes and maintains effective working relationships with internal and external personnel/groups
• Mediates and coordinates the resolution of problems between company departments in the acquisition and disposition of real estate
• Works with and maintains working relationships with vendors and governmental agencies as needed to acquire or resolve problems

Professional Leadership and Development

• Demonstrates sound judgment and creativity in resolving a variety of engineering/technical analysis problems applying technical skills; determines and corrects root cause problems
• Ensures the observance of safety and environmental compliance with internal staff and contract survey vendors and ensures they have the training they need

Title:

Senior staff engineer position. Responsible for developing technical requirements, specification and services relating to mechanical equipment such as pressure vessels,  process columns, heat exchangers, storage tanks, spheres, boilers and  static packaged units.  Duties include preparation of datasheets, Specifications, Material Requisition, Evaluation of Technical Bid, Vendor document review and engineering coordination with vendors and inter discipline. 10 years of experience (Shall work as a lead or area lead), specifically in Static and Fired equipment  division. Shall have Working knowledge of current ASME, TEMA, API, EN  standards for static equipment. Shall have familiarity with Wind and Seismic design per international codes. Basic understanding of PFDs & PIDs is a must. FPSO, Off Shore and Brown field Experience is a must. Shall have working knowledge of  IBR and NACE.  Exposure to FEA, NDE, Testing, Welding, heat treatment, Painting Insulation requirements are essential.   Qualification:- Degree in Mechanical Engineering. !! As a Quality Control Manager, you will ensure the project is built within contract document specifications, owner requirements, and comply with local, state, and federal building codes. You will coordinate with other trades, process daily reports of project progress and adhere to all guidelines issued by the owner. As a strong communicator, you will help to build a quality control team that is open, transparent, and delivers excellence.  

Responsibilities

• Partner with the project team to understand, plan, and implement the contract drawings and specifications

• Collaborate  with the owner, design team, and contractors to ensure quality and timeliness of project construction and completion

• Implement and manage the “Three Phases of Control” Quality Control Plan

• Oversee submittal review and approval

• Schedule and conduct quality control meetings - Preparatory, Initial Phase, Follow-up

• Coordinate third party testing agents and interface with the Owner’s representatives as required

This person is well-versed in data visualization and applies their construction industry knowledge by working with end users to understand reporting requirements and developing solutions to meet those needs.

Responsibilities:

• Develop and maintain databases and reporting tools related to pre-construction, project build-times, project costing, equipment life cycle and other construction data.
• Dig into the data and ensure accuracy against other reporting tools within the organization; support the development of recommendations to reduce inefficiencies and/or optimize spend.
• Ensure prototype purchase schedules accurately depict the required information when creating budgets.   
• Work with other departments to ensure they are providing input for the Pricebook on a regular basis.
• Update and maintain the Pricebook for the construction team.
• Stay up-to-date on industry trends and/or disruptions to cost and services.
• Help foster a data-driven culture.

Qualifications:

• Bachelor’s Degree in business, engineering, data analytics, construction management, finance or related field of study with a knowledge of and passion for construction
• 2+ years experience working a construction services/back-office role highly preferred.
• Preferred experience in data analysis and visualization.
• Advanced skills in Excel, and working knowledge of PowerBI preferred.
• Knowledge of data/information solutions lifecycle – from conceptual phase to maintenance.
• Ability to work with others to organize, standardize, and solicit data.
• Experience in presenting on your findings in a confident and concise way.
• Firm understanding of the construction life cycle and construction processes.
