This is an exciting opportunity to join our Contract Strategy team to provide a quantity surveying service for the Council’s 37,000 current properties and corporate property portfolio.

You will be joining a Service which strives for excellence in service delivery and works well with partners, including our new joint venture companies. You will work within a multi-disciplinary environment and be responsible for cost estimating, preparation of contract documents, site measurements, payments and contract administration.

As Quantity Surveyor, you will be part of the Contract Strategy team and be a hybrid worker with attendance at sites/offices as required. You will be involved in all aspects of quantity surveying function, including procurement and contract management.

You should be educated to degree level and be eligible for chartered membership of RICS. You should have knowledge of current contract conditions with experience of computerised billing systems and knowledge of public sector procurement being welcomed. Applicants with moderate experience within the design and construction industry may be placed at the NLC9 salary scale and applicants with considerable experience within the design and construction industry may be placed at the NLC12 salary scale.

Contracted hours are 35 hours per week, however part time hours are available (negotiable).

We are looking for enthusiastic individuals with a proactive approach to work who are committed to providing a front line service to our tenants and who enjoy working as part of a team to respond to community clean-ups and recycling initiatives.

Within our towers, you will provide assistance to residents, undertake cleaning duties of the premises and surrounding areas. You should have a flexible approach to dealing with a client group who may have mental health and substance abuse issues.

Within Locality Management you will be responsible for the cleanliness and upkeep of the estate, which includes security, cleaning communal areas and keeping the area litter free. You will also work as part of a team to respond to community clean-ups and recycling initiatives.

Caretaking, cleaning or security experience is essential for all Estate Officers and you should have experience of working with the public. Knowledge of CCTV systems, cleaning machines and cleaning agents is desirable but full training will be provided. You will be required to work outdoors, have the ability to undertake manual handling and heavy lifting and assist tenants and public at all times.

A driving licence is desirable to assist with estate management duties.

The successful candidate will be subject to a criminal conviction check through Disclosure Scotland.

Work Pattern: 37 Hours (2 posts)

Post 1 – Towers

Post 2 - Locality Management

Estate Officer (Towers) will work a 4 days on/4 days off day shift pattern from 7am – 6pm.

Estate Officer (Locality Management) will work Monday to Thursday 8am – 4.15 pm and Friday 8am – 2.30.

There may be a requirement to cover various areas across North Lanarkshire Council.

What you'll be doing

• Commercial management of a large infrastructure project or a portfolio of

You will work within a multi disciplinary environment and be responsible for cost estimating, preparation of contract documents, payments and contract administration.

As Quantity Surveyor, you will be part of the Technical & Design Group and be based partly at home and from office on a hybrid working rota basis. You shall attend sites and offices as required. You will be involved in all aspects of the traditional quantity surveying role, including procurement and contract management.

You will have an RICS accredited degree or equivalent in Quantity Surveying or construction related discipline and possess chartered membership of the RICS. Caretaking, cleaning or security experience is essential for all Estate Officers and you should have experience of working with the public. Knowledge of CCTV systems, cleaning machines and cleaning agents is desirable but full training will be provided. You will be required to work outdoors, have the ability to undertake manual handling and heavy lifting and assist tenants and public at all times.

A driving licence is desirable to assist with estate management duties.

Estate Officer (Motherwell Towers) will work a 4 days on/4 days off day shift pattern from 7am – 6pm.

An exciting and challenging opportunity has arisen within North Lanarkshire Council’s Development and Disposals team to support the delivery of our Ambition Plan to create modern, vibrant communities where people live, learn, work, invest and visit. To enable our ambition, the Development and Disposals team works with Services across the Council on the delivery of large scale projects such as the housing purchase scheme, hub development programme, housing development, town centre regeneration and City Deal.

Based at the Civic Centre, Motherwell you will be a senior lead within the team responsible for the provision of a co-ordinated property service which implements property disposals and acquisitions whist identifying, creating, and promoting strategic development opportunities across North Lanarkshire.

An excellent and confident communicator, you will be educated to degree level, or equivalent, in a property related subject. You will have longstanding memberships with the Royal Institution of Chartered Surveyors (RICS) and the RICS Valuer Registration Scheme. Suitable candidates will have substantial experience in the valuation of commercial land and property, marketing and negotiation for the sale and acquisition of land and property together with a working knowledge of Planning and extensive experience of development appraisals.

The successful applicant will lead on the more technical and complex cases dealt with by the Development and Disposals team. You will supervise and coordinate the work of the Technicians within the team and be involved in the mentoring of staff. Accordingly, should have previous supervisory experience. You will be self-motivated and confident, have excellent IT and interpersonal skills and be able to work both on your own initiative and as part of a team in line with performance standards and deadlines. Familiarity with Procurement would be advantageous as would familiarity with property management systems.

The ability to travel throughout the area of North Lanarkshire Council is essential.

Work Pattern:

Monday to Thursday - 08:45am to 16:45pm

Friday - 08:45am to 16:15pm
