"The major duties of the position include, but are not limited to, the following:

• The Project Specialist is responsible for assisting the Project Manager (PM) in initiating, establishing, guiding, and controlling one or more DSC design/construction projects from inception through completion.
• Incumbent uses knowledge of the NPS organization, Denver Service Center operations, financial, and scheduling processes as well as professional discipline skills to help guide project formulation, and development through to completion of projects that are within quality, budget, and schedule commitments.
• Incumbent will be responsible for writing scopes of work; developing Government estimates; assisting in the negotiation of task orders and construction contracts; coordinating contracted efforts; providing quality assurance of contracted products; and closing out compliance, pre-design, design, and construction management efforts provided by numerous external contractors performing professional services on major, simple to highly complex, multi-phased projects for the Denver Service Center, and the National Park Service (NPS)
• If deficient work is encountered, the incumbent works expeditiously with the A/E and or Construction Management (CM) firm to resolve all outstanding issues. Incumbent serves as the primary or alternate Contracting Officer's Representative (COR) on assigned projects.

• Adjudicates all National Security positions, public trust positions for Suitability and fitness for Contractors.
• Review IBC Security Clearances and special accesses to include adjudication investigation results and respective documentation related to applicant or employee interviews and final decisions.
• Determine whether security clearances should be granted, suspended, revoked, or denied and advises the applicable office and/or manager accordingly on all unfavorable determinations.
• Adjudicate all public trust positions for suitability. Prepares letters and correspondence regarding adjudication determinations, decisions, and request for information from applicants and employees.
• Coordinate with IBC, DOI, IBC Contracting Officer Representative and OPM to ensure investigations and clearances are obtained.
• Coordinate with HR Office and IBC Security Assistants to obtain timely clearances for new or current employees.

- Manage the HR Operations Division's training program by designing, developing, and administering technical in-house training in all functional areas.
- Evaluate training needs and create training plans working with subject matter experts and the Management Team to meet the Division goals and cater to a diverse client base. Supports the planning and evaluation of the training program for effectiveness.
- Evaluate HR program area data from a variety of sources and systems to identify issues, spot trends, validate audit findings, and determine corrective actions needed to mitigate risk and potential for future issues.
- Track the array of recurring requirements to ensure Division and regulatory requirements are met for items such as annual communications / notices to customers and employees, annual training, competency assessments, use of required training frameworks, and others as applicable. Serve as a HR functional expert to advise and develop internal procedures.

• Serves as primary and/or back-up System Administrator for HR systems implemented within IBC and client agencies, including system troubleshooting, training, policy development, and overall system support.
• Performs project management duties in support of HR information systems; manages all aspects of assigned projects and determines the degree of formality required in managing the project.
• Provides process requirements, mapping, and subject matter expertise to plan and implement HR Systems and associated business processes.
• Applies knowledge in the HR functional areas of staffing, classification, processing, and performance management; Stays abreast of emerging HR technologies, laws, regulations, and best practices and incorporates them into projects.

• Provides Leadership and Direction: As the leading Federal/BIA representative to the CITT, provides leadership and direction in accomplishing various major and complex multimillion dollar water resources development related engineering design and construction activities authorized by Federal Indian Water Rights Settlement Acts.
• Provides Technical Guidance, Oversight and Review: Provides guidance, oversight, and overall review of technical work products based on a strong technical knowledge and experience in the design and construction of municipal, rural, and industrial water systems; rehabilitation and improvement of irrigation and dam projects, as well as other water supply/water resources projects including fisheries, hydropower generation and transmission.
• Program Management Oversight and Guidance: As a senior advisor to the Division Chief, provides high-level oversight and guidance on DWP program areas of dam safety, irrigation, power, water rights, and water resources, as well as providing input on program activities regarding the operations, maintenance, rehabilitation, engineering, design, and construction of irrigation, dam, and power facilities.

• Program Administration, Planning and Coordination: Incumbent provides leadership and senior level expertise to Branch staff by creating, implementing and leading program and project plans, including setting and tracking of performance metrics, and evaluation. Will lead and work with teams to develop and update strategic plans and accomplish planning goals, including providing guidance, instruction, and motivation to teams. Incumbent will build and strengthen partnerships, especially toward leveraging program resources. Will report to the Branch Chief the status of work to be completed and accomplished. Recommends Bureau-wide policy, standards, and procedures for the response and identification of resilient actions and strategies available to Indian Country and Alaska Native Villages. The incumbent will serve as a Central Office expert on relocation, adaptation, and resilience, leading robust teams serving Tribes, including integration with the development and implementation of the Branch's Annual Awards Program and the Community Driven Relocation Program.
• Awarding and Budget Support: Provides leadership and overall support for the Branch in the annual awarding process through reviews, processing, and identification of program efficiencies and monitoring of tribal awards. Provides senior level expertise and responds to tribal inquiries of requirements for participating in the Annual Awards Program.
• Training and Technical Support: Maintains current knowledge of developments impacting tribal resilience across BIA Regions, develops (with partners) and coordinates delivery of training opportunities for Tribes, and provides technical support such as tool development and data delivery for climate adaptation and resilience planning.
• Other Duties as Assigned: Leads special assignments at the general direction of the supervisor to support goals and objectives, including responding to reports and recommendations from the Office of Inspector General or the Government Accountability Office. This also includes working through plans and ensuring that the work is completed and that the plan, team, problems, and communications needed to achieve the outcomes are managed.

• Communication & Customer Service: Maintains extensive contacts with other analysts in the Office of Trust Services, Bureau of Indian Affairs, and the Deputy Assistant Secretary - Management assists in data collection (data calls), and matters of administrative and performance reporting.
