The individual selected for this position will perform the following:

Serves as an expert consultant on controls related activities in support of projects and programs with national impact and as an authoritative source of information for decisions and guidance concerning changes in operations relating to continuous improvements to developing projects on time, within scope and with appropriate use of fiscal resources.

Applies principles of construction project and program controls and oversight to resolve novel or obscure problems and develop new approaches that guide other professional staff and construction personnel.

Manage and oversee the delivery of high-quality projects while encouraging an environment and culture of innovation.

Ensures the integration of contract development and management priorities, change management, scope management, time/schedule management, cost management, quality management, risk management and communication management.

Oversees applicable project controls to include planning, scheduling, modeling workflow, managing fiscal rates, cross-resourcing to optimize overall assets and securing alternate means for accomplishing work when assets are limited.

Performs reporting, analysis, and programming; Prepares, justifies, and administers the program budget; Oversees procurement and contracting to achieve desired results.

Establishes strategic objectives, requirements and objectives for projects ranging in size, budget, and difficulty.

Oversees program execution, including development and review of project status, progress, and metrics.

Provides management guidance and direction, advice, and decisions; Sets conditions and plans resources to meet agency goals and ensures projects are delivered safely on schedule, within budget and scope.

Provides management oversight and direction of Contracting Officer’s Representatives for development of Statements of Work (SOW) and oversees bidder selection committees.

Conducts periodic program review and analysis briefings to compare progress with objectives and established milestones.

Takes the lead to assess the reliability and effectiveness of Project Management Information Systems (PMIS).

Provides professional leadership and administrative direction for a team responsible for schedule analysis and optimization, project financial health, constructability analysis and other project control related functions.

Establishes guidelines and performance expectations for employees; Establishes performance goals, develops individual development plans, and ensures a mutual understanding of the performance standards.

Provides for employee skills enrichment and development through identification of opportunities for coaching, mentoring, and training and strives to achieve a standard level of work and collegiality across the team.

Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. 

Performs other related duties as assigned.

The Chief Engineer supports the Deputy Architect and the Architect of the Capitol by managing the operational effectiveness and historic preservation of the buildings comprising the Capitol Complex and other significant off-site facilities, including more than 18.4 million square feet of facilities, 570 acres of grounds and thousands of works of art. 

The position is located in the Office of the Chief Engineer, Architect of the Capitol. The office has primary responsibility for the master planning, building performance audits, retro-commissioning and facility condition assessments. The office also manages the energy and sustainability program, provides project-funded, in-house construction services, supports critical Capitol campus systems and oversees the enterprise asset management and building automation systems.

We are looking for a dynamic and innovative leader with executive leadership experience to oversee the preservation of architectural and artistic elements as well as provide recommendations on design, construction and maintenance of facilities and grounds. In such capacity, the Chief Engineer performs duties such as following:

• Executes delegated agency-wide responsibilities and authorities over the management, execution of project planning, project management and project controls; design services and energy management; enterprise asset management; architectural services functions including historic preservation; Master Planning; Office of Inspector General and Government Accountability Office coordination concerning projects and construction operations; and real estate management.
• Formulates and manages strategic planning requirements for OCE to guide the stewardship of the Capitol complex.
• Manages OCE's human capital, financial and information resources strategically and builds coalitions internally and externally to achieve common goals.
• Provides an inclusive workplace that fosters the development of others; facilitates cooperation, teamwork and a safe and secure work environment; supports constructive resolution of conflicts; and attains organizational goals and customer expectations by applying technical knowledge, analyzing problems and calculating risks.
• Manages the operational effectiveness and historic preservation of buildings comprising the Capitol complex and off-site facilities.
• Participates in the AOC planning and budgeting process and assists with assessing performance improvement initiatives. 
• Develops and implements procedures and controls to promote effective communication and information flow within the OCE organization. 
• Develops, influences, reviews and interprets various policies and directives pertaining to management of the Office of the Chief Engineer and the Architect.
• Reviews in-house and out-sourced construction, maintenance and repairs affecting jurisdictions.
• Provides oversight and guidance on Congressional priorities and operational concerns; and encourages the development of environmentally sustainable and safe workplace practices.
• Regularly briefs senior leaders, delegations and Oversight committees on all aspects under OCE functional responsibility or as directed or assigned.
• Provides oversight and guidance regarding Congressional priorities and operational concerns.
• Represents the OCE and AOC in managing the relationships and customer service delivery agreements between AOC and stakeholders.

The Chief Engineer is designated as Exempt Personnel and serves at the pleasure of the Architect. The incumbent in this position must be able to obtain and maintain a Top Secret/SCI security clearance. This position is designated as emergency essential.

Candidates must have proven executive leadership experience in delivering relevant comprehensive operational functions. A demonstrated aspirational leader who can build coalitions internally and externally to achieve strategic goals in a dynamic, operational environment of concurrent and competing priorities is essential. Must also possess the ability to motivate and manage a diverse, multidisciplinary staff.

Candidates should possess a bachelor’s degree or higher in architecture or engineering from an accredited college or university.

Major duties include but are not limited to the following:

1. Serves as principal advisor to the NIGC on matters relating to the overall management and control of building a diverse workforce, ensuring equal opportunities for applicants and employees and creating an inclusive workplace throughout the NIGC
2. Job Summary
Rhode Island School of Design (RISD) seeks a Director of Academic Administration to join its Academic Affairs group. Academic Affairs supports the work of faculty, departments and students across all divisions. 

The Director of Academic Administration plays a central role in the establishment and application of academic policies, in the seamless operations of academic affairs at all levels, and in the compliance with contractual obligations. Directly reporting to the Provost, the Director ensures that divisional course allocations, staffing, leaves, and all matters related to faculty professional lives occur according to institutional priorities and accreditation requirements, and that they are systemically organized in an effective manner. The Director works collaboratively with other members of the Academic Affairs leadership team to translate curricular requirements into administrative tasks and to operationalize them for various constituencies at the institution. Because of the direct and frequent work with faculty, the Director holds deep knowledge of the collective bargaining agreements and participates in labor-relation conversations, as well as the articulation of various memoranda.

Essential Functions:  
1. Contracts & Compliance
●    Responsible for administrating faculty hiring and for ensuring and maintaining accurate faculty employment and compensation records and ensuring alignment with HR for compliance matters. Issue adjunct contracts and prepare information for payroll. Troubleshoot pay issues independently or in concert with campus partners, as needed.
●    Direct the production and related paper and digital student evaluations of faculty for each term of the academic year including the distribution of communication to faculty, students, and academic leadership. Ensure archiving of paper and digital evaluations and periodic purges of those no longer relevant in accordance with internal processes, including but not limited to the Bargaining Agreement.
●    Serve as a resource for faculty and academic staff negotiations as needed. Serve as a resource relative to faculty issues for various offices on campus in accordance with collective bargaining obligations, institutional policies and processes.

●    May provide documentation for and liaise with internal partners or external legal counsel regarding employment visas and permanent resident status for faculty. 

2. Administrative Systems
●    In collaboration with academic leadership, internal subject matter experts and with knowledge of best practices, review, evaluate and lead process reengineer efforts to simplify, streamline and ensure compliance with a range of operational processes.
●    Coordinate course tables used for year-long curriculum and budget planning. Liaise with departments, divisions, and the office of the Registrar to set up and maintain course information in RISD’s system(s) of record and to produce course announcements.
●    Acquire and maintain a deep understanding of Workday and related academic processes to ensure efficient and accurate workstreams, business processes, and tasks. Partners with ITS and internal subject matter experts to lead and ensure systems function as intended. Identify and recommend opportunities for improvement or efficiency and implement as approved. 
●    Implement faculty promotions, salary reviews, sabbaticals, and other leaves in Workday. Prepare for new academic year by completing testing, auditing, and documentation of processes and actively engaging with HR Partners.
 
3. Training, Orientation, and Education
●    In collaboration with academic leadership, provide group orientations including but not limited to, dossier workshop and contract orientation and a range of other onboarding topics to provide faculty, and academic staff, and leaders with necessary tools that enable successful performance of their duties.   
●    Fact check Faculty, Department Head, and Graduate Student Instructor handbooks annually. Consult with the Associate Provost on content to be updated, removed, and/or developed.

4. Data and Reporting
●    Ensure academic data is available, reportable, shareable with offices on campus charged with data oversight and management. In partnership with the Academic Budget office, provide information for academic planning, including but not limited to faculty searches, etc. 
 
5. Committee on Faculty Appointments
●    With a high degree of confidentiality, oversee and manage the process for RISD’s Committee on Faculty Appointments, including but not limited to the creation of faculty dossier sites and distribution of correspondence following CFA decisions.
 
Required Knowledge/Skills/Experience

• Ability to manage multiple projects and priorities. Experience with personal computers with word processing, spreadsheet and database software required.

• Ability to use and leverage technology and platforms for information and administrative management in support of problem-solving and decision-making.

• Experience facilitating immigration and visa applications and liaising with immigration counsel and representatives.

• Excellent interpersonal and communication skills and ability to liaise with a variety of constituents – both academic and administrative.

• Strong organizational skills and excellent writing skills.  Ability to help interpret academic projects and research needs and to translate these needs into budgetary systems.

• Ability to work in a fast-paced environment where confidentiality and discretion is required.  

• Knowledgeable with proven experience working with a diverse group of individuals and a demonstrated ability to provide leadership in enhancing an atmosphere promoting diversity and inclusion.

• Bachelor’s degree or equivalent combination of education and experience.

• Seven to ten years’ experience administering, interpreting and implementing bargaining unit contracts and academic policies to ensure compliance and consistency with at least three years providing supervision and or guidance to other academic support staff.
