The incumbent is responsible for Veteran, Family, and Community Engagement (VFCE) Directorate administrative support. Executes planning, programming, budgeting, financial accounting, personnel management, computers, phones, space, supplies, safety, furniture, access cards, records management, security management, travel, training, space utilization, contracting and procurement, office automation and management information systems development and maintenance, internal review and resource management, including allocation and utilization of manpower requirements. Assists with the conduct of special projects, studies and analysis of workforce staffing/utilization, reorganizations, communications, automation, procurement, and management of property. The incumbent prepares requests for changes to organizational charts, mission and functions statements to implement organizational changes in program administration.
The incumbent provides advice and counsel on a broad range of administrative and operation management support issues, policies, programs, objectives, and plans for the Directorate. Develops, analyzes, evaluates, advises on, or improves the effectiveness and efficiency of work methods, distribution of work assignments and other similar functions of management. Provides position management advice and recommendations to management to improve the efficiency and productivity of employees.
Coordinates actions, clarifies responsibilities and timelines for completion. Consolidates data as necessary and reviews to ensure accomplishment of objectives, timeliness, and acceptability. Compiles and analyzes facts to develop operational and/or program plans and conducts extensive coordination with other staff prior to presenting plans for approval. Based on day-today observations, analysis of work processes, and special studies, evaluates program operations; identifies problems, inefficiencies, and potential problems; and develops and implements solutions. Provides advice and guidance for improvements and anticipates potential areas of concern or questions that should be addressed when making recommendations. Develops and implements new or modified guidelines, work processes and operations to improve the effectiveness, efficiency, or timeliness of work processes and information dissemination.
Represents the organization at various meetings, committees, work groups and councils involving or impacting resources, missions, and functions. Presents, on behalf of the Executive Director, administrative views, policies, decisions and other relevant considerations; and keeps the Executive Director informed of information conveyed, decisions made and resulting taskings.
Conducts studies of missions, functions, organizational structures, workloads, and capabilities of existing or proposed organizational entities; prepares recommendations regarding existing organization entities to achieve increased effectiveness, proper span of control, average grade goals, efficiency of operations, and economy of effort; examines proposed organizations with a view toward consonance with accepted management doctrines and assigned mission, functions, and workloads. Analyses may be performed on studies, reviews, authorization documents, manpower management surveys, quantitative data reports, or related documents. May also assist with conducting portions of management studies that involve multi-level and inter/intra-organizational entitles which require the development of new or substantially modified work processes and procedures. Analyzes previous manpower surveys, activity reports, performance analysis, special studies, and position vacancy reviews and makes appropriate recommendations.
