As a Mangement and Program Analyst, GS-0343-14, you will be responsible for:
- Serving as the technical expert on performance management, this role is pivotal in translating data and findings into actionable information. You will be the key communicator of independent and evidence-based conclusions and recommendations to leadership, shaping policy, strategies, and new initiatives. Understanding of core principles and capacity development related to OMB Circular A-11, Part 6; The Foundations for Evidence-based Policymaking Act of 2018 (Evidence Act); Government Performance Results Act Modernization Act of 2010 (GPRAMA); and the Program Management Improvement Accountability Act (PMIAA) Interfacing with the top Principal Operating Component (POC) program and staff officials to ensure that assigned projects receive the necessary review and coordination to meet Departmental objectives and are ready for action and endorsement.
- Directing and developing procedures and systems for collecting objective and supplemental data sources. These will be used for the quarterly Strategic Planning Progress Review (SPPR) cycle and deliberations, demonstrating your involvement in the strategic planning process. You will work closely with colleagues and contacts in various content-provider offices and grant-making organizations, showcasing your ability to collaborate with diverse stakeholders and how integral this is to the organization's success. Creating a set of supplemental sources and recommending comparative analyses for SPPR. Conducting the analyses and developing materials based on them for use in the SPPR meetings.
- Supporting multiple projects and as the technical expert and staff advisor to ensure transparency and alignment with the Department's strategic planning and prioritizing efforts. Applying professional performance management techniques and scientific methods to developing and evaluating the risks to achieving the goals and objectives of the Department and utilizing metrics, targets, and actual outcomes in tracking the progress and estimating the potential success of integrated plans involving programs and their associated people, process, and technology. Collaborating with other performance contacts and goal leaders to inform and socialize the proposals for maximum buy-in and concurrence.
- Evaluating and advising the Performance Improvement Officer and Deputy Performance Improvement Officer on decision-quality information to inform strategic planning decisions based on sound business/industry best practices, assessing projects, programs, or initiatives for their fiscal/resource impact on the organization, and identifying opportunities and risks along with alternatives for improving efficiency and effectiveness. Analysis may include technical and program evaluations to determine whether objectives are achievable, organizational change management and adaptability to change, and the impact of budget considerations on achieving desired outcomes.
