• Adjudicates all National Security positions, public trust positions for Suitability and fitness for Contractors.
• Review IBC Security Clearances and special accesses to include adjudication investigation results and respective documentation related to applicant or employee interviews and final decisions.
• Determine whether security clearances should be granted, suspended, revoked, or denied and advises the applicable office and/or manager accordingly on all unfavorable determinations.

- Manage the HR Operations Division's training program by designing, developing, and administering technical in-house training in all functional areas.
- Evaluate training needs and create training plans working with subject matter experts and the Management Team to meet the Division goals and cater to a diverse client base. Supports the planning and evaluation of the training program for effectiveness.
- Evaluate HR program area data from a variety of sources and systems to identify issues, spot trends, validate audit findings, and determine corrective actions needed to mitigate risk and potential for future issues.
- Track the array of recurring requirements to ensure Division and regulatory requirements are met for items such as annual communications / notices to customers and employees, annual training, competency assessments, use of required training frameworks, and others as applicable. Serve as a HR functional expert to advise and develop internal procedures.

• Serves as primary and/or back-up System Administrator for HR systems implemented within IBC and client agencies, including system troubleshooting, training, policy development, and overall system support.
• Performs project management duties in support of HR information systems; manages all aspects of assigned projects and determines the degree of formality required in managing the project.
• Provides process requirements, mapping, and subject matter expertise to plan and implement HR Systems and associated business processes.
• Applies knowledge in the HR functional areas of staffing, classification, processing, and performance management; Stays abreast of emerging HR technologies, laws, regulations, and best practices and incorporates them into projects.

• Performs the administrative and personnel management functions relative to staff supervised. The incumbent of this position serves as a Budget Analyst with responsibility for performing routine budget analysis functions in assigned areas. The incumbent participates in funds control supporting the Budget Manager in the formulation, presentation, and execution of the organization's budget. Work may be performed in any segment of the normal range of budget administration work performed by the organization, including budget formulation, budget presentation-enactment, or budget execution. The incumbent prepares funding requests relating to budgetary allowances, intra-departmental delegation of authority and interagency transfer requests in accordance with pertinent laws and regulations.

The Acquisition Analyst provides oversight and definitive guidance to DOL acquisitions personnel by researching applicable laws and regulations, updating procurement policy and procedures, providing training, making recommendations to the Director of Policy & Project Management Division (PPMD) on procurement related issues, and discussing procurement-related issues with other Federal agency personnel.

Major duties of the GS-14 Acquisition Analyst include:

• Providing technical assistance in the acquisition areas by reviewing activities, answering questions, or offering solutions to problems encountered within DOL acquisition and program offices during market research, source selection, negotiation or administration of contracts.
• Serving as a functional liaison between customers and PPMD staff members to improve the efficiency and effectiveness of services provided. Serving as a resource to OSPE staff and OASAM on complex problem resolution in FAI-CSOD platform oversight.
• Interpreting and understanding policy, procedures, and regulations and providing advice and assistance to resolve problems and maintain continuity of work as well as for the purpose of extracting data from reporting systems and developing acquisition statistical reports. Identifying operating problems that may have an impact on objectives or time-phased schedules; assuring appropriate action is taken to correct problems.
• Managing agency wide communications and outreach, the development and participation in government wide change management processes, the agency's various professional certification programs, and the training and oversight of staff on FAI system, policy implementation, and certification requirement changes.
• Performing project management activities related to the oversight of DOL's FAI-CSOD learning management platform and participating in government wide policy meetings regarding FAC-COR, FAC-C Professional, and FAC-P/PM certification programs.

• Developing baseline performance measures for the acquisition system. Assisting in responding to administrative audits and other external inquiries, including data calls. • Oversee the review experience to improve the acquisition administration process by revising existing acquisition administration procedures by drafting revisions to existing acquisition directives or by drafting new policy directives to effectuate needed change.

Primary duties include but are not limited to the following:

• The National Contact Center (NCC) centralizes VBA's contact center activities and provides greater consistency and higher quality service by customer-facing employees.
• NCC employees may have contacts via telephone, email, video, or chat with the public for the purposes of (1) advising and providing information on benefits and rights; (2) explaining pertinent legal provisions, regulations, and related administrative practices and their application to specific cases; (3) assisting individuals regarding how best to provide needed documents and evidence required, and/or (4) initiating inquiries to resolve errors, delays, or other problems in obtaining benefits. The employees will also assist with the completion of claim and appeal related work.
• Assists the inquirer with determining the short-term and long-term circumstances that might influence a choice between various benefits. Programs include, but are not limited to, compensation and pension benefits, home loan eligibility, education, health care, life insurance, burial benefits, vocational rehabilitation services, fiduciary assistance, general Social Security Administration benefit programs, and other Federal, state, and local domestic relations and assistance programs.
• Explains the types of documents necessary to facilitate timely processing of claims and appeals and assists with obtaining and completing such documents and forms in accordance with the type of claim or appeal being submitted.
• Explains VBA rating decisions and provides explanations for the decisions using extensive knowledge of VA benefits and services, claim and appeal processing procedures, and all pertinent information available within the systems of record.
• Performs claim or appeal related work including, but not limited to, providing comprehensive claim or appeal status updates using mandatory scripting requirements, processing change of address requests, establishment of, or change to direct deposit banking information, burial allowance claims, dependency claim, etc.
