The incumbent of this position serves as a Budget Analyst with responsibility for performing routine budget analysis functions in assigned areas. The incumbent participates in funds control supporting the Budget Manager in the formulation, presentation, and execution of the organization's budget. Work may be performed in any segment of the normal range of budget administration work performed by the organization, including budget formulation, budget presentation-enactment, or budget execution. The incumbent prepares funding requests relating to budgetary allowances, intra-departmental delegation of authority and interagency transfer requests in accordance with pertinent laws and regulations.

Duties Include:

1. Directs and controls the overall planning, direction, and execution of resources related to Artificial Intelligence (AI) technology solutions.
2. Plans, executes, tracks, monitors, and evaluates AI projects funded from various budget sources.
3. Gathers, consolidates, and presents information describing IT technical needs for the acquisition and implementation of AI tools, software, and infrastructure.
4. Identifies AI technical needs and recommends solutions through service, software, and equipment acquisition.
5. Forecasts long-term AI requirements and collaborates with DHHS and vendor communities to engineer future products.
6. Formulates IT policies and procedures for AI implementation and interprets plans and guidance from senior agency officials.
7. Coordinates AI technology solutions architecture to meet DHHS Department initiatives and OMB requirements.
8. Advises agency staff and federal counterparts on AI application development, system capabilities, and program modifications.
9. Conducts independent AI research and stays updated with emerging technologies to optimize agency business systems.
10. Provides technical advice, leadership, and direction on systems analysis and design-related issues for customer benefit.

• Serves as a technical advisor on projects and initiatives related to AI and Machine Learning.
• Plans, organizes, and directs AI programs and projects.
• Explores and evaluates advanced proposals to identify creative approaches for resolving critical problems and meeting program objectives.
• Serves as an agency advisor in AI application development.
• Develops guidelines and policies, and standards to meet the organization's requirements that may have an impact on bargaining unit employees.
• Designs and develops AI models and algorithms.
• Manages the product development process, alongside the development teams to ensure timely delivery of features while maintaining high-quality standards.
• Collaborates with colleagues on cross-functional, multidisciplinary teams, such as engineering, design, data science, and product to ensure seamless development and execution of AI-powered products or features.
• Provides technical advice and support on solutions to critical AI problems, which require creativity in generating new approaches, and standards to be used by internal and external stakeholders.
• Develops procurement support materials, such as acquisition plans, procurement strategies, cost estimates, statements of objectives, and schedules of deliverables.
• Conducts training sessions for agency employees as well as outside parties to share information, promote the use of AI, and assures coordination of all activities related to assigned areas of responsibility.
• Assures effective operations and achievement of contractual requirements and program objectives.
