Performs a full range of accounting duties using double-entry accrual accounting methods. Classifies and verifies a wide variety of accounting documents in order to assure their mathematical correctness, completeness of information, and to prepare control sheets with appropriate accounting codes. Maintains double-entry bookkeeping journals and subsidiary ledgers, posting entries to establish accounts. Prepares monthly balances, reconciles accounts, and transcribes to general ledger for closeout of all accounts. Traces discrepancies, if necessary, to posting documents, computes operational expenses incurred by individual activities for accounting services provided, and assigns charges appropriately. Provide support to assigned activities personnel in preparing 1876's, ending inventory, etc. Provide training and coaching as needed to activity managers. Review, maintain, and file documents received on a daily basis according to guidelines established. Assist in Records Management of accounting files. Assist NAF Payroll with the review of time sheets and attendance reports as needed. Assist in correcting time and attendance of NAF employees. Prepare payroll reports on a as needed basis. Provide training to NAF Activities related to these duties. Support Private Organization Coordinator with review of PO documents from establishment to dissolution. Performs other related duties as assigned. May occasionally require working at an alternate location within JBSA. (Note: Typically, will work 8 hours a day between the range of 0700-1700 M-F)

The purpose of this position is to provide a full range of accounts payables duties using the Air Force Services Financial Management System (AFSFMS) accounts payable module. Performs the full range of accounts payable duties using double-entry accrual accounting methods and reconciliation as an Accounting Technician using AFSFMS. Creates and manages supplier databases, profiles and accounts. Verifies purchase order and invoice documents are mathematically correct, complete, correctly formatted and entered into the system in accordance with procedural guidance. Operates the invoice matching, approval, and payment systems and validates the accuracy of those processes. Works with the integration of accounts payable module with other modules such as purchasing, property management, assets, inventory, cash management and general ledger. Performs Electronic Funds Transfer (EFT) for employees with direct deposit through an authorized Air Force Agent. Verifies all pay action documents, processes payroll checks, and completes all other related reports. Provides Time Management and NAF Payroll Systems training on an as required basis, at the direction of the supervisor.

Incumbent typical work assignments may include the following:

• Provides expert advice and assistance to the Scientific Analysis (SA) Director, Laboratory Director and Deputy Laboratory Directors in Hawaii and Nebraska.

• Provides leadership to the Quality Assurance Program (QAP), implement Standard Operating Procedures (SOP) established by the SA Director, provide administrative assistance to scientific staff, and provide advice to the Laboratory Director on matters of policy and procedure as they relate to quality assurance and accreditation under the International Organization for Standardization (ISO) 17025: General Requirements for the Competence of Testing and Calibration Laboratories and all supplemental requirements of external accrediting bodies.

• Utilizes appropriate project management techniques to coordinate and develop program execution plans for routine and special laboratory projects to ensure that the organization's strategies, goals, objectives, work plans and work products and services are articulated and communicated to the team when assigning projects, solving problems and/or program issues.

• Serves as the Contracting Officer's Technical Representative regarding contracts that pertain to the services rendered by external accrediting bodies that include annual fees for compliance monitoring of the SA Directorate and fees for accreditation inspections and annual surveillance visits as well as laboratory support services contracts.

• Is the Lead Security Manager for the SA Directorate and liaises with DPAA Security Directorate officials. Incumbent is the Point of Contact with the DPAA Logistics Directorate regarding aspects of security for the laboratory.

Reviews and maintains complex accounting transactions (e.g., reconciling accounts in accounting system involving extensive subdivision of accounts, frequent and varied adjustments to accounts, or extensive balancing and reconciling of detailed summary accounts).
3. Analyzes and examines accounting data and accounts to resolve nonstandard transactions, complaints, or discrepancies. Utilizes extensive knowledge of accounting procedures and techniques to verify specialized ledger(s) and automated system(s) of accounting data.
4. Prepares reports and performs other miscellaneous technical tasks in support of accounting function(s). • Leads the planning, execution and assessment process of each Defense POW /MIAAccounting Agency (DPAA) course.
• Responsible for compiling records of all relevant instruction materials and updating the DPAA portals.
• Develops original coursework through study of Agency activities and processes aimed at improving organizational effectiveness and mission accomplishment.
• Provides the Senior Operations Officer and Directorate leadership with advice and guidance on matters, such as development of time-phased planes, guidelines and direction for accomplishment of prescribed objectives.

• Serves as a forensic anthropologist providing professional, scientific leadership to a team engaged in forensic and biological anthropological studies and investigations leading to establish the medico-legal identity of skeletal remains.
• Performs professional anthropological laboratory examinations and testing to current laboratory standards and in keeping with published best practices on remains to determine ancestry, age, sex, stature, trauma, surgical intervention, and other physical characteristics and anomalies in support of forensic identification.
• Plans and directs investigations and archaeological excavations designed to achieve casualty resolution.
• Serves as Program leader for overseeing and performing forensic recoveries of missing U.S. Service Personnel using modern forensic and archaeological techniques.
• Correlates investigative evidence with laboratory findings to achieve identification of casualties in accordance with the Defense POW/MIA Accounting Agency (DPAA) Laboratory standards.
