About the Role

Would you like to help make a difference to the lives of children and young people and their families/carers through the Contract Management and Review of services to support them, ensure that desired outcomes are being delivered and to work with providers to ensure that this is achieved?
Do you have an awareness of the Commissioning Cycle and commissioning practices?
We are looking to recruit two full time Commissioning Officers to join the Children and Family Services Commissioning Service. Initially the roles will focus primarily on the review and management of contracts and placements, with duties and responsibilities likely to include:
- Completing annual contract management meetings with providers to ensure that the services they are delivering are in line with the terms of the contract and are delivering positive outcomes for children and young people and their families/carers.
- Effectively manage issues around poor performance/quality and to engage with service providers to implement service improvement plans as appropriate.
- Completing evidence-based reviews on live packages of care and support and challenge providers where appropriate.
- Collation and review Key Performance Indicators from providers to provide intelligence in relation to the performance and delivery of services from providers against the terms of the contract and to ensure positive outcomes for our children and young people.
- Attending and arrange collaboration events for providers with multi-disciplinary stakeholders for Children and Family Services
- Analysing quantitative and qualitive data to produce thorough written reports and to inform data dashboards and key reporting mechanisms.
- Supporting the Council to maximise value for money, improve outcomes for Children and Families in Leicestershire

About You
To apply for this post, you must:
- Previous experience of commissioning and contracting work/performance monitoring
- Experience of working in partnership with agencies, stakeholders, children/young people and parent/carers
- Ability to develop credible and collaborative relationships with internal and external partners and across multi-disciplinary boundaries and stakeholders
- Knowledge and understanding of working with and meeting the needs of children and young people (and their families/carers) with complex needs, including Children in Care, children and young people with Special Education Needs and Disabilities
- Proven experience of analysis/evaluation of data, preparation of written and financial reports
- Ability to prioritise, work to deadlines and deliver a number of smaller projects simultaneously.
- Ability to problem-solve and to constructively challenge existing customs and practices.
