We are looking for a seasoned professional for the role of Global People Operations Director. This leadership position will be pivotal in managing the global people operations and employment processes, ensuring compliance with international labor laws, implementing best practices in benefits management, and implementing of scalable people operations which will enable the future growth of the organization globally.

Responsibilities

• Design and implement people operations policies and procedures, including background checks, pre-onboarding, relocations, leaves, GDPR compliance, and internal mobility; partner with our legal team when necessary.

The Role:

Reporting to the SVP Facilities and Engineering, based at our Norwood, MA site,

the Senior Director of Global Engineering is a technical leadership position at the organization, one which has primary responsibility for leading the conceptual and detailed engineering of new manufacturing and R&D facilities worldwide. The candidate will lead a group of subject matters experts across multiple disciplines including Plasmid, mRNA Drug Substance, mRNA Drug Product Manufacturing, Plant and Clean Utilities including HVAC. The position requires broad engineering knowledge of the Drug Substance and Drug Product Manufacturing Technologies. It also requires strong project management skills with the ability to keep multiple projects on their timelines and on budgets in a fast based and demanding environment. Candidate must have a strong process approach and an eye toward continuous improvement with as are strong organizational skills and written and verbal communication skills.
 

Candidate should have knowledge of regulatory and performance requirements for pharmaceutical manufacturing facilities. Candidate will establish and lead a local team of project delivery and manufacturing support resources (Process Engineering for Drug Substance and Drug product Manufacturing, Plant and GMP Utilities) at remote locations for project execution. Candidate would be responsible for overall project delivery up to Operational Readiness milestone.

Travel to support global manufacturing expansion could be up to 25% at critical project phases.

Here’s What You Will Do:

• Partners with the Capital Project Delivery and Project Control Team in the delivery of manufacturing, Office, and R&D facilities worldwide.

• Lead combines technical team of mRNA Drug Substance process engineer, facilities and utilities engineers, process improvement, Sterile Filling, Automatic Inspection and Packaging, on capital projects delivery in compliance with regulatory standards.

• Ensure good engineering practices are followed through for the performance of control and coordination activities on all process phases (planning, development, approval, and implementation); integration and synergies between Global and local requirements; ensure maintenance and operations best practices and guidelines sharing across Moderna’s mfg. network

• Strategic and tactical leadership of design, construction, commissioning, qualification (if applicable) and operational readiness workstreams for capital project portfolio.

• Partner with MS&T (Manufacturing Sciences & Technology) (Manufacturing Sciences & Technology) and Technical Development organizations in the development of novel manufacturing technologies around Moderna’s mRNA platform.

• Provide input to short- and long-term capital planning

• Own and drive energy reduction program for the site through conservation, new equipment, and technologies to reduce overall costs and drive sustainability

• Working closely with procurement, direct the bid evaluation and contract award processes and coordinate the negotiation of contracts with engineering firms, process equipment vendors, skid, and oversight of equipment acquisition activities

• Provide leadership in the management of external design team professionals from project inception through completion and ensure they produce thorough and accurate drawings which comply with all established standards

• Ensure review of all construction drawing documents and specifications, coordinating necessary reviews with business unit representatives and regulatory authorities

• Coordinate with internal stakeholders to insure efficient and timely turnover of space for effective operations, including a maintenance and calibration package

• Oversee relationship with the local municipality authorities for project permitting and other business related to site improvements

• Recruit and hire top engineering talent

• Grow and mentor process engineering teams at manufacturing sites

• Work with the Engineering leadership to scale the engineering organization as required by Moderna’s growth.

Here’s What You Will Bring to the Table:

• At least 20 years of relevant experience working with engineering project delivery, construction capital projects or 15+ years with master's degree in engineering, preferably in a pharmaceutical/FDA-regulated work environment.

• A professional and advanced degree in Engineering. Chemical Engineering background is preferred.

• 10 or more years’ experience leading others on project teams, interfacing and influencing at executive levels.

• Substantial operational engineering experience

• Broad knowledge of engineering aspects associated with pharmaceutical drug substance and drug product manufacturing

• Knowledge of Quality Assurance (QA) and Environmental, Health & Safety (EHS) standards

• Experience working to regulatory standards: FDA (Food and Drug Administration), Good Engineering Practice (GEP), Good Manufacturing Procedures (GMP) and Good Documentation Procedures (GDP)

• Experienced working on all aspects of capital projects, including budgeting, design, construction, validation, start-up, and ongoing operations will be a plus.

• Relevant experience in Central Utilities including, but not limited to: WFI (Water for Injection), and Purified Water, Compressed Air, N2, Chilled Water, Steam, Heating Hot Water, Electricity and Sewage

• Excellent negotiation, organizational, interpersonal, and problem-solving skills  

• Working Knowledge of Large and Small Molecule manufacturing including fermentation and chemical synthesis. Single use Systems for Upstream and downstream processing. Fill & Finish experience is a plus.

• Working knowledge if key Drug Substance manufacturing technologies such as Fermentation, Tangential Flow Filtration, Chromatography

The Work of the Parliament and Legislation Team

The Parliament and Legislation team manages the Department's Parliamentary business including all primary and secondary legislation, all parliamentary scrutiny of the department (written and oral Parliamentary questions, select committee liaison, debates, statements and briefing for No.10 and the Leader of the House), and the strategic approach to the department’s interaction with Parliament as a stakeholder.

It supports Ministers and Departmental colleagues to ensure all responsibilities to Parliament are fulfilled and that Ministers are well briefed and prepared for Parliamentary appearances. The team also holds responsibility for the department’s relationship with the Parliamentary Business and Legislation Committee, and with the Lords and Commons Whip’s offices.

The work is fast-paced and requires the ability to adapt to new information, constantly reprioritise and work closely with senior stakeholders and Ministers. We sit within the Private Office and Parliament (POP) directorate, which sets and steers the direction of the Ministry.

As a Parliamentary Officer, your role will be varied and fast-paced. Parliamentary Officer – The role

As a Parliamentary Officer, your role will be varied and fast-paced. You will lead on: Written Parliamentary Questions, Oral Questions, Prime Minister’s Questions briefing packs and Parliamentary debates. Key further responsibilities will be supporting the team’s wider Parliamentary work and ensuring deadlines set by Parliament are upheld.

Written Parliamentary Questions: you will identify and allocate Parliamentary Questions (PQs) to relevant officials across the Department. You will manage the approval process, clearing the PQs through Special Advisers and Ministers. This will involve liaising with Private Offices to ensure there is a capacity to clear in advance of the Parliamentary deadline.

Oral Questions and Parliamentary Debates: you will be responsible for commissioning briefing packs for Lords Oral Questions and Parliamentary debates. You will liaise with Private Offices to confirm Ministerial availability and deadlines for packs. You will also support the Head of PQs and Briefings during Commons Oral Questions.

Prime Minister’s Questions (PMQs): you will coordinate the briefings for Prime Minister’s and Business Questions on MoJ topics. This will involve commissioning out updates to briefing packs and ensuring they are cleared in advance of the deadlines set by No.10. You will also respond to any ad hoc requests for lines from No.10 in the run up to PMQs.

Supporting the wider Parliamentary team: you will play a crucial role in ensuring that the department adheres to the deadlines imposed on it by Parliament. You will support the wider team when business levels demand additional help.

The successful Quality Assurance Lead will be responsible for implementing strategies to allow successful delivery of high-quality Clinical Trials studies; by driving effective, efficient, global processes across the various aspects of our Quality and Operations.

Responsibilities:

• Work closely with the global QA leadership team to provide regional oversight of the quality assurance team.
• Promote and uphold a high performing culture through effective talent planning, selection, onboarding and continuing education. Curate and deliver comprehensive training plans and materials to foster successful onboarding and employee performance.
• Identify and implement strategies to maintain a culture of quality. Develop and execute holistic audit program, including internal audits, vendor audits, client audits and regulatory inspections, to ensure compliance.
• Leverage industry knowledge to refine our strategies and processes for delivering high quality clinical trials. Maintain working knowledge of industry and regulatory standards and requirements.
