As the Supervisory Chief Healthcare Engineer, the incumbent's duties include, but are not limited to:
- The incumbent has full administrative and managerial responsibilities for planning, staffing, budgeting, developing, and effectively managing the total Engineering Program.
- The incumbent functions include, but are not limited to; all planning, design, and supervision of project renovation, modernization, and construction work; safety, industrial hygiene, and green environmental management services; fleet, energy conservations services; and all maintenance and repair of building, grounds, building service equipment, and utility systems.
- The incumbent is responsible for strengthening and enhancing Medical Center engineering and operations.
- The incumbent has final decision-making authority, responsibility, and accountability on issues affecting all of Engineering Service.
- The incumbent collaborates with operations and program managers to ensure integrated goals and priorities for Engineering Service are met.
- The Chief Engineer facilitates stakeholder understanding of clinic program desires and engineering, technical, facility, and infrastructure requirements and capabilities. This position is knowledgeable of, and plays an integral role in the accomplishment of, overall VISN and Medical Center goals, missions, and priorities to assure a positive impact on other programs and resources.
- The incumbent position develops and provides the Medical Center executive leadership and the clinical staff information on the methods, techniques, and procedures necessary to integrate these programs into the mission of the Medical Center.
- The incumbent provides professional and technical guidance and direction and review of assigned programs, including professional engineering work in several disciplines such as: civil engineering, electrical engineering, mechanical engineering, structural engineering, environmental engineering, and fire safety and safety engineering.
- The incumbent manages human resource functions such as performance, training and development, hiring, and firing.
- The incumbent determines organizational changes in key positions within the Service; ensures internal personnel-related programs are dealt with in a timely and efficient manner; communicates agency and local policies and priorities to all employees within the Engineering Service; delegates to each section supervisor the authority and responsibility to carry out assigned tasks; follows progress of each and recommends improvement to be made where warranted; ensures labor/management relations are maintained in accordance with Medical Center policy.
- The incumbent supports the VISN Capital and Energy Engineers in the administration of the programs. In this capacity he meets regularly with other Engineers from the VISN and VA Leadership from the Office of Capital Asset Management. The Chief Engineer provides an interface between the facility, the VISN, and VACO.
- The incumbent provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource (CAPRES) Survey, Deferred Maintenance, management of an engineering department, and a myriad of engineering related topics. This position is also called upon to mentor newer engineers and help them learn the things they need to know to manage an engineering department.
Work Schedule: Mon to Fri 7:30am to 4:00pm
Telework: AD-HOC, as determined by agency policy.
