Leadership To provide visible and inspirational leadership to nurses, midwives and AHP staff in the division to ensure they are engaged and motivated to provide safe, personal and effective patient care in support of the aims of the Trust. To ensure there is regular two way communication with staff enabling staff to feel engaged and involved with the services within which they work and to suggest ways in which services may be improved. To foster a culture that promotes openness and where staff have the confidence to speak up in support of providing safe, personal and efficient patient care and services. Line management of senior staff within the division in line with divisional structure ensuring that all nurses, midwives and AHP staff have clearly defined roles and are practicing in accordance with ELHT policies and the Code of Conduct prescribed by the relevant professional regulatory body. Ensure that newly qualified nurses, midwives and AHP staff receive appropriate preceptorship and support to enable them to be effective healthcare professionals. To actively encourage nursing research providing support and guidance as required. To ensure that nurses are contributing to research projects in line with the Trusts Reseach and Innovation Strategy and Priorities. To support and develop line managers within the Division, to ensure consistency of leadership and accountability across the specialties. Responsible for the planning and development of nursing services in line with the annual professional judgement review and the divisional strategy. Deputise for the Divisional Director Nursing/Head of Midwifery, at appropriate assurance and business meetings, along with external regulators, dealing with highly complex situations and reports such as achieving KPIs and managing service redesign. Responsible for and work closely with matrons and ward leaders to improve workforce efficiency and compliance with safer staffing standards. Working in partnership with the divisional triad, alongside the deputy divisional director of operations create a compelling vision for the future of the divisions services ensuring nursing/AHPs have an equal voice, along with ensuring health and wellbeing is promoted at all times. Drive the patient safety agenda, set ambitious safety targets to continually improve the trusts patient safety record. Pro-actively lead the decision-making process, collecting and analysing information in order to make effective decisions in complex situations. Develop a seamless service and collaborative culture across organisational boundaries to ensure achievement of Trust objectives, patient flow, particularly safe patient care Reduce sickness levels within the division by embedding the trusts health and wellbeing strategy. Provide strong visible clinical leadership. Maintain professional competence, authority and credibility by undertaking regular clinical sessions and being highly visible to patients, carers and staff, actively seeking feedback about the quality of services. Service Delivery Accountable for the service delivery across the division and specialities, ensuring safe, personal and effective care is provided. Be accountable for the management of all non-medical clinical staff within the directorate supporting capacity and patient flow, deploying resources, manpower and non-pay efficiently to facilitate patient care Anticipate, identify and manage staffing shortages, maintaining safety at all times. Facilitate the effective and efficient use of budgets by ensuring the team leaders are empowered and competent to make relevant financial decisions. Manage a number of defined Directorate budgets with authorised signatory responsibility, ensuring the delivery of a balanced budget, taking appropriate remedial action when required, and ensuring adherence to Trust Financial Policies and Procedures. Challenge existing practices, ensuring that progressive solutions which take into account models of best practice, are incorporated in to service plans. Support Directorate teams to deliver service re-design projects that deliver improved clinical outcomes for patients, improved utilisation and more efficient use of resources. Support the formation of the directorate strategic and service delivery plans, including capacity and demand planning, service redesign and workforce transformation. Performance To lead on specific nursing and midwifery service improvement opportunities as directed by the Divisional Director of Nursing/Head of Midwifery. To co-ordinate the production of Nursing and Midwifery Performance Reports as required, presenting at times, complex, sensitive and contentious information. To support the Divisional Director of Nursing/Head of Midwifery with compliance with Trust E: Rostering policy. Ensure all nursing; midwifery and AHP staff are compliant with the Trust HR performance indicators. Lead the strategy for continuous improvements in patient safety across the division. Report progress against infection control objectives and performance to the Trust Board through quarterly reports. Develop and implement a performance monitoring and management system that empowers team leaders to continuously monitor, review and reset clinical standards of care. Enhance the performance and capability of others through formal and informal interactions. Ensure compliance with statutory requirements and standing financial instructions. Ensure compliance with health and safety standards and develop and sustain a proactive culture which ensures health and safety is always a high priority. Responsible for implementation of Trust wide policies within the speciality wards and departments. To lead the development and monitoring of robust performance monitoring mechanisms and to robustly challenge variances, taking accountability for the overall management of designated areas of the nursing budget. Trust Wide Work closely with the Divisional Director of Nursing/Head of Midwifery, matrons and Team leaders to maintain and improve standards of nursing practice, maximising opportunities to develop new ways of working based on best evidence. Actively contribute to the development of the Trust Strategy for Nursing and Midwifery, leading systematic implementation within the Division in conjunction with Divisional Director of Nursing/Head of Midwifery and Matrons. Ensure the service meets/ exceeds healthcare standards and specific standards for their service i.e. NHSLA, NICE, PEAT, CQC, Code of Practice for the Prevention and Control of Health Care Associated Infections. Ensure a programme of audit is in place to assure that key policies and practices are being implemented appropriately. Coordinate inspections and audits that identify clinical and non-clinical risks and ensure that risk assessments are carried out for all hazards identified, feeding any significant risks into the Divisional Governance Forum. Ensure that patient safety issues and progress on action plans are reported to and discussed at appropriate Governance meetings. Governance Lead Governance as designated by the Divisional Director of Nursing and ensure staff involvement within the division Promote a culture where governance and risk management are seen to be everyones responsibility in line with the trusts Board Assurance Framework. Undertake the investigation and resolution of actual and potential complaints at a Divisional level to ensure that learning takes place as a result of complaints and incidents. Empower staff to positively embrace informal and formal complaints as a valuable learning tool to influence behaviours and alter practice where/if indicated Work closely with the Divisional Deputy Director of Operations and the Quality and Safety team to ensure that appropriate mechanisms are in place for effective assessment and management of clinical and non-clinical risk. Actively contribute to the Trusts risk register. Support team leaders/ ward managers/matrons and other staff in assessing and ensuring a quality environment for patients at all times. Ensure all patients are treated with respect and ensure concerns are appropriately addressed in relation to cleanliness of the wards and departments. Provide guidance, support and expertise in relation to cleanliness, environment and infection prevention and control, and essential maintenance. Establish a co-ordinated approach to ensure essential nursing care is carried out to the highest standard using such tools as clinical benchmarking (DoH 2001) and dashboards, including identifying current practice, comparing standards within own areas, sharing good practice change. Practice, recognition of practice to be improved, action planning to address deficit and evaluation post Actively leads governance activities to ensure that the highest standards of care and business conduct are achieved. Lead on the formulation of Divisional wide policy re-design, strategic and service development, in order to promote good governance and safe, personal and effective care. Infection Control To maintain a clean, safe environment, ensuring adherence to the Trusts standards of cleanliness, hygiene and infection control. The post holder is accountable for minimising the risks of infections and for the implementation of the Code of Practice for the Prevention and Control of Healthcare Associated Infections as outlined in the Health Act 2006. This includes receiving assurance of risk and embedding evidence based practice into daily routines of all staff. Accountable for ensuring all staff are trained and supporting their designated areas are compliant with infection control procedures.
