The Chief People and Organisational Development Officer (CPO) is responsible for providing strategic and operational leadership on all aspects of people management to support the delivery of excellent patient care to the population of Mid and South Essex. As a Board level executive, the CPO is responsible to the Chief Executive and will be responsible for the design, development and implementation of People related strategies and services that create a culture that attracts, nurtures, develops and retains a compassionate, skilled, and flexible workforce to deliver a safe and high-quality patient experience. Through leadership, innovation and collaboration, the CPO will facilitate the creation of an inclusive, diverse, and positive learning culture underpinned by our values, vision and strategic priorities. A key priority will be to embed and harmonise a one Trust culture supported by consistent policies and approaches in order to fully realise the benefits of a large, merged Trust.

As a board member, this role will include a shared corporate responsibility for the development and delivery of the Trust’s strategy and plans and will have responsibility for professional leadership and practice in relation to the Board’s responsibilities as an employer.

The role oversees a broad portfolio including organisational development, wellbeing and occupational health (OH), resourcing, attraction, engagement, learning, workforce planning, talent/performance, employee relations and the Human Resources (HR) service desk. Associate Director of Temporary Staffing NELFT/ELFT

The Associate Director of Temporary Staffing is a joint role at both North East London NHS Foundation Trust (NELFT) and East London NHS Foundation Trust (ELFT). This role will be pivotal in developing and executing a strategic workforce plan for temporary staffing within both organisations. Reporting to the Deputy Directors of People and Culture at both Trusts, the role will be a key member of the senior leadership team providing strategic and operational leadership for both temporary staffing functions.

Key areas of responsibility will include:

Leading and managing the temporary staffing function for both Trusts to create centres of excellence for the delivery of a comprehensive, responsive, high quality and cost-effective service.

You will be managing relationships at a senior level ensuring excellent communication and working relationships are maintained and relevant management information and data is made available to demonstrate delivery of service level agreements.





Proactively working in partnership with key stakeholders to develop a strategic workforce plan for temporary staffing as part of the wider resourcing strategy for each Trust.

Development/continuation of an agency reduction programme in line with national and local targets.

You will be required to deliver efficiencies through innovation and technology, to ensure a timely, efficient and commercially viable service is provided to all users in accordance with the Trust values, quality standards and budgetary constraints.

Required skillset:

We are looking for someone who has significant senior management experience operating at a senior level in the NHS or large public or private sector along with experience of advising on temporary staffing issues/solutions at a senior level.

Experience of implementing/managing large commercial contracts successfully.

The ability to manage extensive stakeholders successfully is essential along in addition to a strong track record of delivering KPIs, SLAs and external targets.

Probationary Period

This post will be subject to a probationary period. Internal applicants are exempt from the probationary period (unless you are an internal applicant currently part way through a probationary period or currently a bank member of staff).

Starting with NELFT

NELFT place a great deal of importance on new starters being properly welcomed and inducted into the Trust. All new starters will join the Trust on the first Monday of each month and will undertake a comprehensive induction of up to two weeks which will include mandatory training, systems training and the allocation of equipment. As part of the process new starters will have the opportunity to also meet the executive team, senior managers and attend a number of drop in sessions focussing in engagement, health and wellbeing and key processes. The induction will be held at our head office in Rainham, Essex.

High Cost Area Supplement (HCAS)

This post also attracts payment for High Cost Area Supplement of 5% of the basic salary (with a minimum of £1,192 to a maximum of £2,011 p.a. pro rata for part time)
