This role is subject to -

Casual Car Documentation - The successful candidate will be a designated Casual Car User which means that car journeys may be necessary on an occasional basis, but are not essential to the role. If you do drive, you must always hold a full valid driving licence and provide your own car for use at work, as well as provide all the appropriate documentation. You will receive an allowance per mile of business use.

Driving Licence – The successful candidate should hold a full clean driving licence as you will be required to drive a vehicle adhering to council regulations.

Police Vetting – You will be required to undertake a Greater Manchester Police vetting process.

DBS (Disclosure and Barring Service) clearance - this post is covered by the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (amended in 2013). Appointable candidates will be required to apply for an Enhanced Disclosure and Barring Service (DBS) check. Information provided by you or the DBS will be dealt with in a confidential manner and in accordance with the DBS Code of Practice which can be viewed here. We have a policy on the Employment of Ex-Offenders and it is available upon request.

This is a great opportunity to join Manchester City Council's Anti-Social Behaviour Action Team and lead our team to prevent and respond to a variety of community safety issues across the city.
No two days will be the same in this role - from multi-agency prevention, engagement and enforcement, policy decisions, supporting officers with case management decisions, performance management and contributing to the co-ordination of Council events, incidents and campaigns. You will line manage three team leaders and will be expected to work across a number of different sites in Manchester. Our teams are co-located with the Police in South Manchester, North Manchester and the City Centre.

You can demonstrate specialist and practical knowledge regarding the application of Anti-Social Behaviour tools and powers, including the additional legislative frameworks that inform the Local Authority's response to community safety issues. You will have management and leadership skills and experience, preferably in an enforcement environment. You will have extensive experience of partnership working including communicating with a variety of Council departments and external agencies. You are a proactive manager who fosters positive working relationships and have the ability to motivate and lead team members and partners to achieve positive outcomes for Manchester residents.

Your role:

The GMCA has an exciting opportunity for a Senior Performance and Contracts Manager to join its award-winning Retrofit Team in the Environment Directorate.

The role will support a team delivering over £100m of housing retrofit measures to help meet the targets in the Greater Manchester 5-year Environment Plan and Retrofit Action Plan which are aiming to make Greater Manchester carbon neutral by 2038.

A key focus of the role will be to support the delivery of major government funded schemes, such as the Local Energy Advice Demonstrator (LEAD), Energy Company Obligation (ECO), Warm Homes: Local Grant (WHLG), and Warm Homes: Social Housing Fund (WHSHF).

The energy efficiency improvements and low carbon heating systems installed through these schemes will result in homes that are cheaper to heat, more comfortable to live in, and have less impact on the environment.

About you:

The GMCA is seeking an individual with experience of working as part of a project delivery team who can take on responsibility for all aspects of performance and contract management to ensure that projects are successfully commissioned, implemented, and delivered on time and within budget.

A commitment to partnership working is essential, as you will work closely with government departments, local authorities, registered providers of social housing, contractors, and a wide range of local partners. Most importantly, we are looking for an individual with a passion for tackling climate change and fuel poverty, as this retrofit-focussed role is an excellent opportunity to have a direct impact on these issues.

The role requires significant knowledge of ECO funding, including the requirements of the energy companies and installers. It also requires extensive experience of housing retrofit, including the technical requirements of PAS2035, PAS2030, MCS, and TrustMark. Therefore, the post is ideal for an individual with considerable experience of checking on compliance and confidently challenging contractors in meetings and at regular site visits to ensure best practice is followed and high standards are maintained.

As our Deputy Manager, you will assist in managing operations within the home in order to reach or exceed goals while assuring the provision of high-quality care. You will be in charge of overseeing the care staff and will be expected to assume full management in the event that the Home Manager is not present.
