Qualifications:

Proven experience of developing and delivering challenging business plans and achieving targets through strong performance and resource management.
Proven experience of the preparation and presentation of information to relevant stakeholders.

To lead, manage and be accountable for a large team of 19 wte residential staff, plus 2 ancillary staff, in the delivery of statutory duties to young people. Job Summary This is a key role within the Children, Maternity and Personalised Care team within Gloucestershire Integrated Care Board (ICB) Directorate of Integrated Commissioning. The post holder will support the work of the LD and ASC Transforming Care Programme by providing a case co-ordination and management function to bring together all agencies involved in the delivery of specialist LD/MH ASC placements, both in the community and inpatient settings, locally and out of county. To support the application of the commissioning cycle through operational application of activities such as procurement, quality assurance, service improvement and development, and safeguarding. Provision of advice on future models of commissioning for individuals with complex, enduring and treatment-resistant mental health issues and forensic risk profiles. Provision of professional advice and clinical expertise to commissioners when considering specialist inpatient placements. Working with commissioned inpatient services to support service improvement and patient safety initiatives, and advising all other professionals involved in the process of ensuring safe patient discharge. To further develop a check and challenge function in the ongoing monitoring and management of specialist mental health, learning disabilities and ASC inpatient placements. Assume a key reviewing role in the nationally mandated Care and Treatment Review (CTR) process and associated quality assurance processes for individuals with learning disabilities placed in inpatient settings. Provision of professional advice and clinical expertise to enable active discharge planning and pathways for those individuals who are subject to Ministry of Justice detention.
