The Associate Chief Counsel (Financial Institutions and Products) has jurisdiction over the taxation of financial institutions, and financial products, as well as tax issues related to tax-advantaged bonds. The Office provides legal advice and litigation services/support to the Department of the Treasury, the IRS, other Chief Counsel organizations, other government agencies, and the public.

As a Senior Technician Reviewer (STR), the incumbent serves as a technical expert with respect to the subject areas and functions of the assigned Branch. As a General Attorney (Tax) Senior Technician Reviewer, you will:

• Act as a legal and technical consultant to the Branch Chief, Deputy Associate Chief Counsel, Associate Chief Counsel, and, as assigned, to other officials in the Office of Chief Counsel on some of the most difficult, important, and complex professional legal and policy matters concerned with the work of the Branch, or which may affect the work of other Branches of the office, or other components of the Chief Counsel's Office.
• Act as a reviewer, and in some cases as the initiating attorney, for some of the most complicated, difficult, and unusual assignments and projects involving the development and drafting of Internal Revenue legislation and regulations, considering recommendations for enactment of legislation and the promulgation of regulations, private letter rulings, revenue rulings, technical advice memoranda, Chief Counsel advice, and other advice memoranda dealing with tax problems submitted by taxpayers and their representatives, state and federal agencies, and other Chief Counsel and IRS offices.
• Act as principal attorney in charge of recommending the policies and developing the procedures and regulations implementing new or amended legislation for specific areas of tax law and be responsible for ensuring that these policies, procedures, and regulations are consistent with the intent of the law and are administratively sound, efficient, and economical in operation.
• Support the work of IRS and Chief Counsel components in all aspects of their work, to include litigation activities, technical advice and guidance, the preparation of briefs and appellate recommendations.
• As needed, conduct conferences and represents the IRS on specific issues of a highly complex nature with taxpayers and their representatives.
• As appropriate, represent the Office on training sessions, presentations and panel discussions before IRS and Counsel components, other governmental agencies and business and professional groups on technical and legal matters relating to the work of the Branch.
• In consultation with the Branch Chief, assign work to the attorneys and specialists within the Branch and advises on approaches to be taken. As required, and in cases in which the Branch Chief is absent, substitute for the Branch Chief and performs the full range of duties of that position.

II. MAJOR DUTIES

­Reviews Accounting Transactions. Receives, reviews, and classifies a variety of complex accounting documents/transactions, such as systems with extensive subdivision of accounts, frequent and varied adjustments to accounts, and a number of different programs. Processes accounting transactions for a wide variety of functions including obligations, accrued expenditures, disbursements, appropriation refunds, reimbursable orders, expenditure vouchers, and rejected transactions. Conducts detailed examination of transactions, research for required information, and classifies accounting data for assigned accounts. Corrects invalid or incorrect entries. Advises supervisor of unusual situations/problems encountered, recommending appropriate solutions that could result in changes in processing procedures. Reviews files to ensure actions meet suspense dates. Serves as a liaison between installation activities/employees and higher headquarters.

Reconciles Accounting Transactions. Posts, maintains, controls, and reconciles accounting transactions and records for multiple accounts. Reviews and maintains complex accounting transactions. Posts general ledger accounts from original documents received. Reviews, examines, verifies, and analyzes a variety of documents for validity and accuracy. Verifies transfer summaries, payroll summaries, daily activity report summaries, general journal vouchers, accrual journal vouchers, and inventory summaries. Certifies fund availability to cover all commitments and obligations and certifies vouchers for payments in accordance with the Prompt Payment Act. Reconciles subsidiary ledgers to general ledgers for accounts having a variety of transactions. Researches and determines cause of discrepancies and initiates necessary adjustments. Prepares financial documents (e.g., work papers, balance sheets, financial statements, etc.). Abstracts data from reports/statements to reflect financial condition and operating results and presents data in the form of prescribed statements/reports.

Reconciles asset and liability accounts subsidiary ledgers with general ledger. Prepares necessary adjustments. Monitors fund balances and maintains records ensuring funds are managed within allowable constraints.

As a Senior Staff Attorney/Senior Attorney (Legal Services), PA-0905-2/3 in Legal Services, your typical work assignments may include the following:

• Managing a docket of administrative litigation before the GAO Personnel Appeals Board (PAB) covering a wide range of personnel and labor matters (e.g., prohibited personnel practice and discrimination claims, bargaining impasses, negotiability petitions, and unfair labor practice charges). As the Senior Advisor to the Treasurer, you will perform the following duties:

- Advising Treasurer on strategic and operational issues regarding US currency (notes and coins) and provides institutional memory for past decisions and justifications related to currency production.

Problems presented cover a broad range of tax law issues involving numerous questions requiring interpretation of the Internal Revenue Code, tax regulations, published rulings, court cases and other technical materials.
• Make recommendations on the need for initiating, consolidating, or eliminating programs and projects. Act as project manager, assign (in consultation with the Branch Chief) work to the attorneys within the Branch, advise them on approach to take, review work product, provide guidance in researching and analyze novel and uncertain points of law, and provide the Branch Chief with performance feedback of work performed.

As a/an Human Resources Specialist (Executive Resources), you will:

• Coordinate with Treasury bureaus, senior Treasury officials, and OPM to place individuals in Senior Executive Service (SES) and Senior-Level (SL) positions, and effect political appointments (e.g., non-career SES, Schedule C and PAS) in accordance with statute, OPM regulations, and Departmental policy.
• Oversee Department's SES Candidate Development Program, providing guidance on requirements and processes to executive resources contacts and monitoring bureau activity for compliance with OPM rules and Treasury's approved policy.
• Manage Department's allocation of Federal Executive Institute (FEI) training slots, coordinating with bureaus on training needs, available sessions, and scheduling. Serve as point of contact for FEI and as liaison with bureaus.
• Maintain awareness of regulatory, legislative and OPM policy changes, analyze proposals and issuances, and evaluate potential impact on executive resource programs.
• Provide advice to high-level Treasury management officials and bureau executive resources contacts on executive resources problems and matters. Brief bureau executive resources contacts, senior managers and Departmental officials on key issues.
