Job Purpose The post holder will be responsible for: The overall management of the Audiology Services, Countywide, to ensure a cohesive and equitable service for adults and paediatrics. Develop, plan and implement strategies for County Audiology Services in line with national and local agendas. Maintain a high level of clinical competence, so as to provide an accessible, visible managerial and clinical lead, which inspires and motivates others, ensuring all departmental staff have the advice and support that they need to provide a comprehensive service in line with recognised quality standards. Ensure effective and robust communications are in place for patients, relatives and staff. Identify and implement strategies for service improvements, through partnerships with external organisations. Develop a culture that is flexible and positive to change, where staff feel valued and where opportunities are actively created for individuals, to maximise their potential and excel. Dimensions Manage staff over three main sites cross County, together with 6 satellite clinics, serving a population of 550,000 with an annual birth rate of 6,000 plus. Manage and control the County Audiology and Hearing Aid Services budget, which currently stands at 1.6m. Manage and maintain the cross county departmental asset register value £1m Key Relationships Internal ENT consultants and Medical staff ENT outpatient and Nursing Staff GPs Directorate Management Team Head and Neck General Manager Acute and Community Paediatric Teams Patient Advocacy and Liaison Co-ordinator External Primary Care Trusts GPs ISSS (Education) Community Audiology/Services Social Services Outside Agencies/Universities and Colleges Voluntary Agencies and Charities Risk Assessment The post involves manual handling activities, exposure to bodily fluids and high noise levels. Key Responsibilities Managerial To be responsible for the County Audiology Services at Worcester, Redditch, Kidderminster, Evesham and satellite clinics. To manage the County Audiology Team, in line with training plans and Terms and Conditions of Employment. To set achievable standards and monitor the quality of service delivery against them, in order to maintain a high quality, equitable service. To manage the County Audiology and Hearing Aid Services budget, maintaining cost effective maximisation of human resources, accommodation and equipment supplies. Develop and implement Business Plans, in order to support the Trust and Audiology services Development strategies. To formulate, review and implement policies and procedures required within the service for both operational and clinical functions. To ensure activity and quality targets are met for Service Level Agreements and Commissioned Contracts for all areas of responsibility and that all student contracts are in place and met. These to be met within agreed financial (including Budgetary) constraints and having regard to corporate policies and procedures. To provide various timely statistical information/reports requested by the Trust, PCTs, NHSP and Community. To include AQP monthly data set returns. To ensure effective communications systems are maintained throughout the County Audiology departments, in order to engage all staff in the business of the service. To take appropriate managerial action where professional staff do not adhere to National or Local standards. Liaise and work in conjunction with multidisciplinary outpatients team, including ENT clinical staff and administrative staff. Represent the service in regional and national networks, in order to influence the agenda and ensure the strategic direction of such bodies is reflected in the service, development and delivery. Demonstrate effective leadership of the service through communication, information and development of all managed staff. Professional To maintain professional registration in accordance with BAA, BSA and RCCP regulations. Take responsibility for maintaining MHAS/MCHAS programme, Countywide. To manage and maintain the Any Qualified Provider contract in line with the standards stipulated in the service specification. To manage and maintain the county targeted Neonatal Screening Programme in line with the standards set by the National Hearing Screening Programme. To ensure all managed staff have annual performance review and training needs clearly identified and prioritised in line with business needs, professional regulations and mandatory requirements. To be responsible for implementation, training and development for Audiology staff (Acute and Community) To be responsible for ensuring service delivery and development in line with the clinical governance agenda of the Trust. Ensure the County Audiology Service is responsive to change that benefits patients care, in line with Trust managerial and modernisation agendas. To facilitate, investigating and reporting of complaints and accidents/incidents and take appropriate action. Develop a robust clinical governance framework within the service area, ensuring appropriate managerial and professional measures are in place to monitor, action and evaluate clinical practice. To take an active role in internal/external meetings and presentations as appropriate. Clinical Perform a full range of clinical procedures during protected clinical times. Teaching and Development To develop and implement internal, external, local and national bespoke training programmes and seminars. To ensure the department retains training status with BSc Audiology providers. To co-ordinate and deliver tutorials/presentations, both internally and externally for SHOs, GPs, Trainees and other health care professionals. To conduct local and national clinical audit and research projects. To attend professional meeting and study sessions, as appropriate and maintain an up to date professional portfolio. Reporting back to other staff members on particular areas as required. To keep up to date with any software upgrades and legislative changes for the Patient Management System. Take responsibility for own learning and development by recognising and taking advantage of all opportunities to learn, including full participation appraisal, supervision, action learning and by maintaining a professional CPD portfolio to comply with relevant professional registrations.
