The CPSC is seeking recent graduates under the Pathways Program.  This position is provided for recent graduates with a desire to work in the consumer product safety field and/or public sector and assignments are designed to complement the graduates educational field while meeting the expressed needs of the agency and CPSC organizations. 

As a Statistician (Health) Recent Graduate, you will:

• Learn and apply subject matter knowledge about how the National Electronic Injury Surveillance System (NEISS) data are reported and collected, along with automatic data processing skills, to develop and maintain quality control systems for the NEISS and any related follow-back or special surveillance studies. Collaborate with non-statistical staff to gather quality control requirements when appropriate and provide training for end users.
• Maintain the sample design of the NEISS to provide a basis for interpretation and estimation of the frequency and severity of injuries as reported by the NEISS. The NEISS is a statistically stratified sample of hospital emergency departments (EDs) drawn from across the continental U.S. and Puerto Rico. Each ED in the NEISS sample reports all consumer product-related injuries and illnesses seen in the ED to our agency. The probability-based design of the NEISS allows the Commission, other public health and safety agencies and public data users to compute national injury estimates specific to product groups, age and other characteristics.
• Periodically compute and implement weights based on the NEISS sample design and sample non-response. Develop and maintain generalized mathematical formulas and indices to provide a basis for interpretation and estimation of the frequency and severity of product related injuries as reported by the NEISS.
• Learn and apply knowledge of automatic data processing, demographic data, and of Commission databases to provide annual computer-generated tables of summary data for internal and external dissemination, such as product summary reports and Annual Report tables, which may include coefficients of variation and population rates.  
• Combine knowledge of automatic data processing with knowledge of statistical theory to develop computer programs for use by Commission staff in the evaluation of data trends for individual products as well as for product groups. Develop presentations explaining the use of the computer programs as well as the interpretation of the results of the computer programs.
• For special projects, learn and use survey questionnaire software to develop survey instruments. Serve as a technical consultant to other Directorate analysts on the use of such questionnaires and create automated programs to perform cursory checks on completed interview data and output analysis data sets.
• Occasionally prepare correspondence, documents and oral presentations to acquaint data users with the limitations and potential uses of Commission data.

This position serves as the agency Budget Officer in the Division of Planning, Budget, and Evaluation (FMPB) and reports to the Deputy Chief Financial Officer in the Office of Financial Management, Planning, and Evaluation (EXFM).  As the Budget Officer, responsibilities include the direction and supervision of multi-functional areas through the budget team and planning team, providing leadership that ensures sound financial stewardship and effective execution of the U.S. Consumer Product Safety Commission (CPSC) appropriations.

• Directs the development of the agency’s budget policy, including standard operating procedures, directives, and internal controls.
• Oversees annual budget formulation and justification processes, ensuring that CPSC’s program needs are appropriately justified and communicated to the Administration, Office of Management and Budget, and to Congress.
• Oversees the operational development of the long-range strategic plan (including updates), annual performance plans, monitoring, and reporting of results, being attentive to specific financial and budget issues and concerns that shape the annual performance goals and objectives.

The incumbent is responsible for:

• Serves as the CPSC expert on internal controls, both financial and operational, with responsibility for evaluation and continuous implementation of the agency's internal control program.
• Develops and maintains risk assessments that informs the testing frequency for operations and financial reporting cycle internal controls in support of OMB Circular A-123, Appendix A, Management of Reporting and Data Integrity Risk and Appendix C, Requirements for Payment Integrity Improvement.

The Office of the IC Chief Data Officer requires an experienced officer with entrepreneurial spirit to serve on the IC Data Sharing and Interoperability Group-a new group focused on driving engaging and collaborative data partnerships across the IC, with industry, DoD, and others that advance strategic and mission outcomes.

Engage and influence key stakeholders to support the National Intelligence Strategy, the IC Data Strategy, and cross IC and DoD data, analytics, and AI objectives.

Drive collaboration with key offices across the IC and US Government, particularly DoD CDAO, OUD/I&C, and the Joint Staff J2 and others, to inform policy and activities around CJADC2 and data, analytics, and AI efforts and deconflict issues with intelligence equities or authorities.

This position is a leadership position within the Assistant Director of National Intelligence for Requirements, Cost and Effectiveness (RC&E) office. RC&E informs senior leadership decision-making by delivering objective analytical insight on future intelligence needs and fact-based analysis on strategic issues, capabilities, cost, and effectiveness. Based upon mission needs, constraints, and other technical and resource related factors this position is expected to: 1) Lead the IC's statutory requirements process, and 2) Conduct systems and operations research to assess program and portfolio-wide performance. As one of three Group Chiefs in RC&E, this position is expected to apply independent analytical, scientific, and engineering methods and procedures to plan, analyze, develop, implement, and evaluate systems/programs to identify capability alternatives and investment tradespace.

Specifically, this position:

Oversees the Intelligence Community Capability Requirements (ICCR) process, including leadership of the IC Capability Requirements Working Group (CRWG), in order to validate Statement of Capabilities (SOC) requirement documents for all IC major systems, and Enterprise Capability Documents (ECDs) for major mission areas.

Provides leadership for high-impact, community-wide systems and architecture analysis, such as Analysis of Alternatives, Strategic Portfolio Analysis, Investment Reviews, and other complex end-to-end operational research activities to improve program requirements, capabilities, and effectiveness.
