Job Description

This is an operational position within the Asia Centre for Health Security (ACHS). The incumbent will be part of the team to support the core functions of the centre. Their duties would include administration, education and training, collaboration and partnership, and secretariat functions.

Duties & Responsibilities
Working under the direction of the Director and Head of Operations at the ACHS, the Assistant Manager will be part of the team to support the core duties of the centre:
a) Centre Administration
- Point of contact between researchers and various administration departments to support the management of research projects
- Support researchers to draft, review, negotiate and execute research agreements by working closely with researchers, collaborators and internal and external legal offices
- Liaise and support the centre's leads and research staff to meet the centre's objectives of the centre
- Support finance administration, payment and procurement and secretariat duties; tracking and reporting; and communications

b) Education and Training inclusive of the Tabletop Simulation Exercises for Health Security Preparedness and Response; and the convening of meetings and roundtables
- Support Centre Leads in organising training activties, including the tabletop simulation exercise and convening of meetings and roundtables. The responsibilities include event management, registration, on the ground support, liaising with international participants and logistics arrangements including organising venue, travel and room bookings
- Administrative support for the establishment of the ACHS fellowship program in health security
- On the ground support for public seminars, workshops, courses and training held in person and online

c) Collaboration & Partnership
- Liaise and work closely with local, regional and international partners and collaborators, this includes providing support for policy roundtables and panel discussions and the building a network of experienced experts in health security

d) Provide secretariat support for the centre (Faculty Meetings, International Advisory Panel), this includes arranging of meetings, preparation of slides, notes of meeting, communication and dissemination of information, and collation of reports

e) Work closely with other offices in the school, e.g. finance, HR, IT and GHO and university, e.g. OLA, ODPRT, CPO to take forward all administrative tasks, including discussion, collaboration and problem-solving on complem situations

f) Other duties assigned by the Director or Head, Operations

Qualifications

• Applicants are expected to have at least a Bachelor degree from a recognised institution with at least five years of experience in an administrative position within the academic, research or healthcare sector
• Strong administrative skills and experience in supporting projects such as convening meetings, organise training and workshops, service contracts, financial administration, or equivalent experience
• Experience organising events, in-person and online is a requirement
• Excellent written and oral communciation skills, with the ability to summarise content, prepare slides, reports and content

GENERAL OVERVIEW

As a key member of the LNG Market and Business Solutions Team, the incumbent will be required to work on commercial activities to support the growth of LNG Bunkering services. This involves managing existing contracts with the customers of the terminal, as well as planning, leading and executing investment / project evaluation, project structuring, financial modelling and funding requirements leading to fruition new infrastructure projects.

ROLES AND RESPONSIBILITIES

The incumbent shall be responsible for, but not limited to, the following scope of tasks and duties:

• Support existing LNG Bunkering contracts with key accounts to maintain customer relationships, and resolve issues with contracts and commercial operations.
• Market and drive growth of terminal LNG Bunkering services.
• Build relationship with customers to establish new contracts and work with cross function team to conclude deals.
• Lead financial and commercial evaluation of deals and opportunities, including project financing, valuations, investments, etc.
• Commercial support of LNG Bunkering infrastructure projects from inception through various project development stages until award of EPC contract (FID), by working closely with Business Units to:

1. Build, maintain and analyse robust financial models including assessing and challenging assumptions and data which underlie the model for the purpose of valuation, assessing financials and commercial viability, due diligence and financing.
2. Prepare business case and analysis for presentation to Senior Management and Board on project financing matters and to recommend final investment decision.
3. Support executing and closing of transactions, including deal structuring, negotiations of final documentations etc.

• Manage other activities as and when assigned by the reporting manager.

WORK EXPERIENCES

• At least 3 - 5 years in Consulting or Business Development.
• Proficiency in financial modelling is a must.
• Background in tank storage, LNG, gas or shipping industries is strongly preferred.
• Strategic mindset, an ability to spot good business development opportunities and structure into a business proposal both from macro and micro perspectives.
• Strong written and presentation skills.
• Excellent negotiation, closing and follow-up skills and market research experience.

• Degree in Finance, Economics, Engineering or equivalent.

Job Summary:

We are currently looking for an Azure Cloud and Cyber Security Manager who will support the School by managing and maintaining the Azure Infrastructure, Microsoft 365 and Cyber Security. The appointee works with the Director of Technology & Senior Cyber Security Manager to ensure the IT requirements of the end user are met. The role reports to the Senior Cyber Security Manager.

Requirements:

· Minimum Degree in Computer Science, Engineering or equivalent

· Minimum relevant experience of 5 years and above

· Azure Solution Architect certification

· Excellent knowledge of Azure, Microsoft 365 and Cyber Security

· Experience in Microsoft Intune, Microsoft Defenders and Microsoft Sentinel

· Able to work independently as well as a good team player with good initiative

· Will accept late hours and weekend work for maintenance and patching

Key Responsibilities

1. Management and Maintenance of Cloud Infrastructure and Cyber Security

• Responsible for the implementation and management of Microsoft 365 and Azure services.
• Responsible for the configuration and management of Microsoft email system, Microsoft Intune, Microsoft Defender (M365, Endpoints, Identity and Cloud) and MS Purview
• Responsible for the cybersecurity of all systems.
• Conduct regular security assessments, vulnerability scans, and penetration tests to identify and mitigate security risks.
• Monitor security logs and alerts to identify and respond to cyber security incidents.
• Perform regular privilege access and user access review.
• Providing security awareness training and security advisories.
• Responsible for installation and maintenance of the school internet filtering system.

2. Management and Maintenance of Server Infrastructure

• Monitoring and renewal of warranty status on all servers.
• Monitoring of all servers’ health.
• Migration, upgrading and updating of servers.
• Maintain up-to-date records of IT infrastructure-related documentation.

3. Procurement / Resources / Licensing

• Source and procure quotes when necessary for the purchase of server and network infrastructure equipment.
• Source quotes and oversee the disposal process for any IT-related equipment (in conjunction with the Helpdesk/AV Technician when required).
• Ensure that budgetary & inventory routines are maintained and
• Contribute to the development of IT budget formulation.

4. Policy, Procedure and Project Management

• Work closely with the Senior Cyber Security Manager in developing the Cyber Security strategy, policies and procedures.
• Provide implementation plan for current /planned IT projects.
• Liaise with vendors and 3rd party contractors.
• Support the IT team in identifying technical needs and priorities.
• Contribute to the development of the annual IT budget.
• Contribute to management meetings as requested, advising on technical issues.

5. General

• Keep abreast of current cyber security, data protection, and artificial intelligence technologies.
• Demonstrate a positive attitude towards users and their needs.
• Operate within the policies of the School.
• Occasional overtime is required as deemed necessary and reasonable by the School.
