Plans, organizes, develops, implements, and manages a diverse and comprehensive fitness, sports, and aquatics program, within the scope of objectives and guidelines established at higher organizational levels, to include related facilities (e.g., group exercise classes; self-directed fitness sports, and aquatics programs; aquatics programs; incentive programs; special events; intramural, extramural and varsity sports; instructional programs; and awareness and education programs).

Coordinates with city, state, other military bases, and pertinent organizations in establishing a well-rounded fitness and sports program and to effectively promote all aspects of health/wellness to the community.

Coordinates with base organizations to ensure fitness advisory members are assigned and the bylaws and philosophy of fitness programs are thoroughly understood.

Conducts meetings and hosts collaborated events/educational seminars/information fairs, etc.

Maintains records of command participation and determines the winner of individual and base awards and makes arrangements for presentations.

Interprets considerable data relating to program trends, costs, problems, and needs; refines or modifies program methods and techniques based on findings.

Prepares appropriated fund (APF) and NAF budgets, which include the expenditures required to conduct the fitness, sports and aquatics programs (categories A and B).

Monitors contract services and properly performs quality assessment and evaluation (QAE)responsibilities.

Completes local needs assessments and/or local surveys annually to determine customer needs and incorporates these finding into the annual program plan.

Coordinates with marketing staff to plan and develop promotional advertising, commercial sponsorship, and publicity strategies.

Assists local Command Fitness Leaders (CFL) in conducting and administering safe and proper Physical Readiness Tests.

Solicits, interviews, selects, and directs volunteers and contract instructors for activities and specialty programs.

Maintains appropriate records and submits deserving volunteers for recognition through the base volunteer recognition program.

Reviews research publications and health journals to ensure currency in methodology and philosophy in the area of health and fitness (e.g., exercise physiology, life-style management, nutrition, and physical conditioning).Ensures the program meets or exceeds industry standards as established by governmental and private organizations such as the Cooper Institute, Presidents Council on Physical Fitness, Occupational Safety and Health Administration, Department of Defense (DoD), American College of Sports Medicine, etc.

B. Facility Management (includes but not limited to): 10%

Coordinates the use and maintenance of indoor and outdoor facilities, which may include but is not limited to, gymnasium(s), fitness center(s), tennis court(s), swimming pool(s), softball field(s), jogging track(s), football field(s) and soccer field(s) to accommodate the comprehensive installation fitness, aquatics, and sports programs.

Coordinates with and assists engineers on requirements related to construction of all new indoor and outdoor fitness and athletic facilities. Coordinates with Naval Facilities Engineering Command, and other base agencies (e.g., Safety Office) regarding requirements for maintenance and repair of fitness, sports and aquatic facilities and purchase and installation of new equipment. Develops a five-year facility improvement program to maintain a state-of-the-art program, prepares construction plans for renovations/additions or expansion and submits work orders for all minor construction projects from inception to completion.

Ensures inventory control of all property, equipment and supplies to protect government assets and determines replacement requirements levels.

Takes timely and appropriate action to comply with safety, fire and environmental directions and ensures safe, healthy, contemporary, comfortable, and adequate facilities.

C. Supervisory duties comprise 25% of incumbent's time and include but are not limited to: Directs work to be accomplished by a staff that includes Fitness Coordinator, Sports Coordinator, Aquatics Coordinator, Fitness Facility Coordinator, Outdoor Maintenance Supervisor and other subordinate staff.

Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.

Conducts annual performance reviews of staff.

Ensures staff receives proper training to fulfill requirements of their positions.

Demonstrates knowledge in exercise physiology, kinesiology, injury prevention, cardiovascular and medical considerations, nutrition, and body composition. Assists Fitness Center Director, Fitness Program Specialist and Sports Specialist with programs and function providing support for activities. Enforces customer access and priority IAW established procedures and regulatory guidance. Establishes schedules of events as well as the rules and regulations to be observed. Provides customers with information on available classes and programs, answering questions, phone calls, providing orientation of facility layout and equipment location. Plans, markets and conducts ongoing fitness programs to provide conditioning for facility users. Instructs individuals and groups in the proper conditioning and training for aerobic and muscular fitness, body composition and flexibility. Instructs patrons in the proper use of equipment and self-monitored progress by preparing written instructions and procedures for use of equipment and safety of all users.

Incumbent plans, evaluates and ensures that the fitness program is meeting the physical development and fitness standards of authorized patrons. Administers the fitness program, instruction on strength conditioning and instructing of fitness equipment.

The incumbent must have the ability to approach patrons on the fitness floor in order to provide training tips and correct unsafe or ineffective exercise techniques.

Assists with the management of the fitness center with responsibility for opening and closing the facility, checking user ID cards, monitoring towel usage, and returning weights and other fitness material to the proper location. Routinely inspects and cleans equipment, performs preventative maintenance and minor repairs on equipment and coordinates for required major repairs on equipment located in the center. Periodically inspects and performs preventative maintenance on equipment.Provides information and instruction related to nutrition, cardiorespiratory and strength conditioning. Instructs fitness center users on proper and safe use of equipment and use of fitness resources.

Assists with designing and implementing fitness programs complying with established rules and regulations. As requested, designs and monitors unstructured individualized self-paced programs for users or assists users in developing their own program. Conducts newcomers orientation or equipment orientation classes to individuals or groups on a regular basis to military, family members, civilians, retirees, and others eligible to use the fitness facility.

May assist fitness instructors utilizing the facility.

Provides administrative support to operate the facility as necessary. This may include but not limited to registration of user privilege, waiver of liability forms, training schedules, development and use of computer software programs and other required records.

Conducts inventories and maintains property accountability of equipment.

Assists in budget preparation and facility needs assessment by providing supporting data for inclusion in the overall annual budget requirements for the facility.

Performs other related duties as assigned.

• Teaches highly complex mine safety subjects such as mine ventilation, mine rescue, mine fire and explosion prevention, ground control, roof control, and health at advanced levels to Federal and State compliance personnel, safety officers and other supervisors and managers in Federal and State agencies, industry, and labor organizations.
• Develops and updates instructional work guides, lesson plans, laboratory exercise, criterion referenced instruction, learner centered instruction, tests, diagnostic evaluations, and other materials in a wide range of highly technical and complex subjects related to mine safety, the laws and regulations pertaining thereto, and other aspects such as safety concepts, hazard recognition and control, inspection procedures and regulations.
• Conducts specialized, highly technical studies requiring in-depth engineering analysis of special safety and health problems in coal and metal/nonmetal mining and processing, plus other types of mining. Takes studies and analysis to prepare reports of findings and recommends action to be taken.
• Serves as subject matter expert in addressing technical publications or training materials. Identifies needs of broad and substantial importance to MSHA or the mining industry.
• Provides expert level technical expertise to MSHA and the industry in the areas of miners' health, coal and metal/nonmetal health sampling, ventilation, the prevention of health hazards, and mining systems.

The incumbent will interface daily with the Director, Associate Director, Chief of Staff, Deputy Chief of Staff, Assistant Director, and the Associate Director for Patient Care Service. The incumbent serves as the onsite Administrator for with full direct line responsibility and accountability for all services (clinical, support, administrative) at that site of care directly impacting patient care.

Budget and Fiscal Management
The incumbent is responsible for all fiscal activities for the HCCs and CBOCs located in the South Hampton Roads area. This requires a thorough understanding of the Government and Department of Veterans Affairs financial system and process, and an in-depth knowledge of the budget. Knowledge of operations of Fiscal Service, the distribution, control, adjustment of funds in various control points, is required to operate within provided allocated funds. Coordinates closely with program managers, and with the Medical and Nursing executives to prepare budget proposals which balance past expenses and plans for future program priorities and Veteran growth, while also directing the operating budget to adjust as needed during fiscal year and ensures most efficient use of resources.

Personnel Management
The incumbent has broad, extensive knowledge of government-wide, VA, and Office of Personnel Management personnel management requirements and of the contributions and needs of widely diverse individuals and employee groups. The position works closely with the Human Resources Officer, senior leaders and all Service Chiefs, in ensuring the appropriateness of personnel actions. Recruitment of and retention for a wide variety of professional and technical employees located at this facility, will present challenges that the incumbent must plan, coordinate and execute plans for to ensure adequate human capital is available at all times for quality safe patient care. The incumbent will ensure compliance with policies, procedures, programs focused on merit promotion, labor management relationships, position management and will foster a commitment to these standards through subordinate managers, other senior leaders in the clinical area.

Public Relations
The incumbent must establish and maintain good relations with various groups, organizations and institutions including medical schools, other colleges and universities, accrediting agencies, volunteer groups, news media, city and state government, and congressional offices. Working with the VAMC Public Affairs Officer the incumbent will review and/or approve publications for release to the media or develop articles for release. The incumbent will be called upon to attend and/or speak at various meetings of Veterans and civic organizations and serves on various committees. These formal speaking opportunities, meetings, and events will promote the understanding of the mission and goals of the Agency, health system, and the VAMC Director's goals and priorities.

Systematic Internal Review
The incumbent plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities follow standards issued by various accrediting and regulatory groups, and higher agency authorities such as The Joint Commission, Office of Inspector General, Occupational Safety and Health Administration, etc. This may range from causing others to gather information and preparing reports to responding to the various regulatory groups or higher agency authorities, to recommending or initiating action to correct deficiencies after consultation with affected staff. DUTIES:

Responsible for the oversight of daily clinic operations, emergency services and management of inmates with chronic illnesses.

Plans and coordinates purchases and/or contracts for supplies, equipment, specialty care or ancillary services and maintains par inventory levels.

Assists the HSA and Regional HSA to implement the agency’s re-entry initiatives including timely Inmate Skills Assessment data entry at admission and evaluation of health status documented in an updated electronic exit summary at release.

Assists with monitoring the provision of release medications and electronic transmission of health records to community healthcare providers rendering continued medical or mental health care when applicable.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.

The Licensed Practical Nurse, Mental Health Residential Rehabilitation Treatment Program (MH RRTP), possesses the knowledge and skills to appropriately carry out assigned patient care based on the patient's condition. To use judgment in selecting the appropriate order/sequence of procedures and treatments, and to accurately recognize, report and record relevant patient information.

Duties include but are not limited to:

• Evaluates and documents the patient's response to medicinal treatment including reactions and side effects; to include timely documentation of as needed medication.
• Demonstrates knowledge an skills in preparing and administering medications in accordance with Nursing Service policies and guidelines.
• Inspects/prepares/administers and appropriately documents the administration of prescribed oral/subcutaneous/intramuscular medications as directed and as approved by the Salem VA Health Care System and SOPs.
• Documentation supports the patient's right to privacy/HIPPA with respect to confidentiality and dissemination of information.
• Demonstrates competency in the procurement, set up, use, cleaning, and as applicable, reprocessing of reusable medical equipment (RME) for which the incumbent has been trained. Adheres to applicable guidelines for the use and disposal of non reusable equipment/supplies.
• Adheres to policy and procedure in cleaning and sanitizing all non-critical RME (blood pressure cuffs, glucometers, scales, etc.) after each Veteran use.

This position is located in the Office of the Chief Administrative Officer, Office of Human Resources, Director's Office.
