What you will be doing

As a member of the HPC Financial Control team, you'll gain hands-on experience in delivering timely, accurate, and insightful management information to support strategic decision-making. The Head of Strategic Finance is responsible for providing high-quality financial, strategic accounting advice to major services within the Council. They are responsible for the financial health of Somerset Council, working closely with the Service Director Finance & Procurement to ensure the development of the financial strategy, assessing investments, and ensuring legal and regulatory compliance.

Leads and co-ordinates the Council’s key financial processes of Budget Setting, and Budget Monitoring for both revenue and capital funding and spend. Lead the Council’s Tax Setting and managing the Collection Fund.

Undertake strategic and tactical financial analysis, modelling, and evaluation to support leaders with data-driven decision making. Ensuring the Council meets its saving targets and other financial aims and objectives.

Leads and co-ordinates the Council’s key financial processes of Budget Setting, and Budget Monitoring for both revenue and capital funding and spend. Lead the Council’s Tax Setting and managing the Collection Fund.

Responsible for Somerset Pension fund and the Council’s Treasury Management activities around investments and debt management. The fund’s investment will be managed to achieve a return that will ensure solvency of the fund and provide long term cost efficiency and effectively manages risk

Responsible for the Council’s capital programme, including the Council’s investment portfolio and Council owned or part owned investment companies. Work closely with the capital team to lead the improvement of the budget setting process, and monitoring of the programme. Make authoritative recommendations that have a significant impact on the business over the short and long term. Recommendations could be technical or professional in nature.

Lead the development and implementation of strategy for an important area of responsibility within a function, anticipating complex issues, challenges, and opportunities, whilst ensuring integration with wider functional strategy.

This position is to cover 3 months long term absence.

Main purpose of the role

We currently have an exciting opportunity for a Finance & Customs Administrator to join the Finance Department based at our Portbury Office in Bristol, reporting to the Financial Controller.

Key responsibilities will include:

· Responsible for all administering aspects of the C&E Compliance Department’s functionality.

· Ensuring compliance to current legislation relating to the receipt, warehousing and release of excise duty suspended goods across all OEM.

· Liaising with HMRC, Customers, Border Force and Port Authorities.

· Day to day responsibility of Bond Administration and monthly declaration reports.

· Ensuring timely submission of Customs declarations to HMRC.

· Maintenance of Discrepancy Logs.

· Checking all data is calculated and compliant with HMRC.

· Investigation and Closure of Discrepancies.

· Investigating Standing Data Issues.

· Maintenance of Exchange, VAT and Insurance Rates.

· Understand and Use of Commodity Codes, Relevant Documentation Such as C21 Paperwork.

· Responsible for New Customer Setup & Maintenance.

· Producing relevant reports, for OEM and Financial Controller.

· Prioritising, planning and organising activities to ensure deadlines are completed.

Raising of purchase orders

Assisting Financial Controller with ad-hoc requests

Knowledge and understanding of Microsoft Office applications, particularly Advanced Excel and Outlook365 is essential and experience of working with Warehouse Management & Duty Management Systems will prove beneficial but training for such shall be provided.

The Opportunity

We are recruiting a Financial Analyst to provide cover for maternity leave. Reporting directly to the Finance Manager, you will be part of a team responsible for providing an effective financial control, reporting and business planning service to station management, staff and central finance.

This role is being offered on a fixed term contract of circa 12 months. Secondments will also be considered for this opportunity.

Who You Are

We are looking for a candidate who has the following:


- Proven experience of delivering high quality information to tight deadlines
- Preferably an accounting qualification such as Association of Accounting Technician, HNC or degree.
- Basic financial skill of double entry, accrual accounting, ledger types & entries, trial balance and reconciliation skills.
- An awareness and understanding of procedures to govern financial controls.
- Computer literate with advanced level Microsoft Excel skills
- Understanding of SAP or similar electronic accounting system
- Excellent communication skills with the ability to liaise with all levels of the organisation, along with the confidence to propose new ideas and approaches.
