Volunteer Independent Custody Visitors

The Greater Manchester Combined Authority is looking for dedicated and extraordinary individuals to join our army of Volunteer Independent Custody Visitors (ICVs) visiting police custody suites and speaking to detainees across Greater Manchester to ensure they receive fair and equal treatment under the law.

About the Role

ICVs are members of the local community who volunteer to visit police stations unannounced to make an inspection and check on the treatment and welfare of people held in police custodies across Greater Manchester. They look at a number of issues, from the treatment of detainees and behavior of custody staff, to the effectiveness of custody processes.

On arrival at the police station, ICVs are escorted to the custody area where they interview a number of detainees in their cells and complete a structured report form. For visitors’ protection, interviews are normally carried out within sight, but out of hearing, of the escorting police officer. ICV recommendations can require the police to make improvements for the welfare of detainees and, therefore, they play a valuable role in maintaining public confidence in this important area of policing.

Training

ICV’s are required to attend seven mandatory training sessions to fulfill their role. Further optional training sessions are available, for example on topics including substance misuse, mental health, interview skills, and dementia. The posts are voluntary and unpaid, but all travelling expenses are reimbursed.

Independent custody visitors play a vital role in providing the public with confidence that police treat individuals lawfully and with respect when detained in police custody. By becoming an ICV, you will contribute to a role in society as a whole by demonstrating the high standards of care shown in the detention of detainees through independent assessment.

Elegibility

Greater Manchester Combined Authority is responsible for recruiting, selecting and appointing all custody visitors. To be eligible as an ICV volunteer, you must be 18 years of age, or older, and have no direct involvement in the criminal justice system. For example, serving or retired police officers or staff, special constables or magistrates would NOT be considered for the role. Other people, such as solicitors or probation officers may also be excluded to prevent possible conflict of interests for the individual. This maintains the independence of the scheme as a whole. Appointment as an independent custody visitor is subject to a successful application and interview process.

Your role:

An exciting opportunity has arisen to work on urban resilience in Greater Manchester, a city-region that is recognised by the United Nations as a global leader in resilience. As a Civil Contingencies Officer, the post holder will be a key member of the Greater Manchester Resilience Unit, supporting the emergency planning, response, and resilience service to the ten Councils in Greater Manchester. Operating as part of the Greater Manchester Resilience Unit, a shared service established by Greater Manchester’s Councils to deliver expertise in civil contingencies, the role holder will have responsibility to support specific resilience workstreams and projects, including ensuring projects are delivered on time and to the required standard. They will also be responsible for the design and delivery of training programmes for Councils and partners organisations across GM.

This work is delivered in a wider multi-agency environment with civil contingencies activity across Greater Manchester coordinated through the Greater Manchester Resilience Forum, a statutory partnership that brings together over 80 organisations involved in planning for, responding to and recovering from emergencies.

The post holder will join the team at a pivotal and challenging time as Greater Manchester’s Councils implement their resilience ambitions set out in the recent Trailblazer Devolution Deal agreed with Government, the Greater Manchester Resilience Strategy, and the UK Government’s Resilience Framework.

About you:

The post holder will have excellent communication and relationship management skills with the capacity to work with senior managers, operational staff and different stakeholders. They will have the drive, enthusiasm, and experience to support the shaping and delivery of services to meet the resilience needs of the GM Councils. The post holder will also enjoy working under pressure, sometimes with conflicting priorities, and working in fast-paced crises. Experience in civil contingencies whilst an advantage is not essential.

You will

• Support the effective development and delivery of emergency preparedness and response arrangements in Greater Manchester’s Councils.
• Work with Business Partners, team members and GM Councils to provide a focused, civil contingencies service that ensures business and civil contingencies agendas are delivered.
• Be part of an on-call 365/24/7 rota, providing a prompt response to emergencies within Greater Manchester and providing expert advice to Councils.

Who are we?

Greater Manchester is embarking on an exciting period of transition and evolving with a growing population and economy. Transport for Greater Manchester manage the largest number of traffic signals outside London. The challenge of managing such a large conurbation offers the opportunity to gain a wide breadth of experience.

The Infrastructure Design Group (IDG) team are responsible for the design, installation, and maintenance of traffic signal installations across Greater Manchester. They work closely with a variety of organisations, including the local authorities, walking and cycling groups, bus operators, tram operators, and many more. In this team you would contribute to the geometric design of new and existing traffic signal-controlled junctions and take a role in developing design solutions at junctions that cater for all transport modes, including walking and cycling.

The Intelligent Transport Systems (ITS). team manage the operation of the traffic signals across Greater Manchester. In addition to formulating plans for day-to-day operation they also develop and implement strategic plans for events such as premiership and international football matches at the Etihad and Old Trafford Stadiums, large concerts, and roadwork schemes. The ITS team also carry out junction modelling, working closely with the IDG team to develop innovative signal solutions. The team also provides advice to the districts of Greater Manchester regarding development proposals.

DriveSafe is a key partner of Safer Roads Greater Manchester, a multi-agency partnership committed to reducing the numbers of fatalities and injuries on Greater Manchester's roads, by changing driver attitudes and behaviour. We are responsible for delivering the National Driver Offender Retraining Scheme on behalf of Greater Manchester Police.

As a self-employed Trainer you will undertake a challenging and varied role in providing training to the public across a variety of areas in order to deliver a comprehensive service to DriveSafe.

You would be required to deliver nationally accredited courses (for example the National Speed Awareness Course) at any of DriveSafe’s physical venues across Greater Manchester, as well as at home using your own IT equipment to deliver online courses via a digital platform.

What we’re looking for:

At DriveSafe we are always looking for suitable self-employed Trainers who are prepared to perform and achieve excellent standards to ensure our clients receive the best possible experience through a professional delivery.

Your Role

As a Senior Strategic Development Manager in the Rapid Transit Development service area of our Transport Strategy Directorate, you will manage the early-stage development of a number of potential new lines and extensions for the Greater Manchester rapid transit system (e.g. busways, trams, tram-trains and underground metro). It is a complex but exciting multi-disciplinary environment, with a significant development funding allocation as part of our current City Region Sustainable Transport Settlement.

Working with and motivating your team (typically an Assistant Strategic Development Manager and a Strategic Development Manager, complemented by contractor resource and consultancy support procured as needed) to meet committed milestones and budgets, you will:

• Ensure schemes are underpinned by sound strategic planning and have robust transport business cases including suitable designs, relevant approvals & consents, sufficient funding & financing, and appropriate commercial & management arrangements.
• Shape schemes up to a point of handover to delivery teams for execution to time, cost and quality and sponsor them through to ensure benefits are realised.

• Build strong and effective relationships to secure necessary input and support for schemes.
• Drive continuous improvement and embed a positive, supportive team culture that results in high performance.

Rapid Transit Development is a service area within TfGM’s Transport Strategy Directorate. We lead on the early-stage development of rapid transit projects and programmes on behalf of Greater Manchester, by taking policies and strategies and developing them into actionable plans and deliverable schemes. We break our work into three broad areas, each with a Lead Strategic Development Manager:

All the time we need to hold to the Greater Manchester 2040 Transport Strategy, and Greater Manchester’s target of being a carbon-neutral city-region by 2038. As a Senior Strategic Development Manager (New Lines and Extensions), you’ll have a background in scheme development toward the front end of the project management lifecycle such as Strategic Planning / Study stage, Strategic Outline Business Case / Feasibility stage, and Outline Business Case / Concept stage and the ability to shape rapid transit proposals that are robust value for money.

Your track record will be one of building productive working relationships and engaging with a diverse variety of professional, political and public stakeholders in pursuit of scheme development. With strong verbal and written presentation skills, you’ll be able to communicate transport solutions at all levels, working across technical and non-technical issues.

Working to tight deadlines and within funding and operational constraints, this role will involve day-to-day line management of a team and therefore you will have evidence of motivational people skills, and a commitment to developing both the team and individuals.

Experience of the promotion of statutory powers (for example Transport and Works Act Orders, Highways Act Orders, Development Consent Orders, or Hybrid Bill) and the production of compliant business cases including the procurement, management and coordination of multi-disciplinary teams is highly desirable, although not essential.
