As Principal Planning & Highways Lawyer you will sit within our Place legal team, supporting the Head of Legal (Place) in the management of the team and working collaboratively with our Officers and elected Members in the work they undertake.

You will be our technical specialist with duties including:

• Managing a full caseload of Planning & Highways matters such as providing advice on planning applications and procedures, attending planning committees as legal advisor, providing advice on highways applications and procedures, providing advice on planning performance agreements and providing legal support on major developments and legal agreements such as s106 agreements, s38/s278 highways agreements

Working alongside our colleagues in the Private Rented Access Team, you’ll build effective relationships with private landlords and letting agents to develop and maintain the private sector leasing scheme, and create opportunities for customers who are homeless or threatened with homelessness to secure accommodation in the private rented sector market.

You will develop and administer key initiatives to maximise the use of the private rented sector, including the landlord incentive scheme and the homelessness prevention fund.

Applicants must possess a valid driving licence and access to a car.

You don’t need experience across all aspects of the job as that will form part of your development journey, but you will need experience of managing temporary accommodation, supported housing or rented housing and knowledge of private rented sector legislation, policy and practice, as this is central to the role. We would be particularly interested in hearing from you if you have training or experience in the application of the Decent Homes Standard or the Housing Health and Safety Rating System.

You’ll need to have a solutions driven and adaptable approach to working and thrive in a busy environment with a positive approach to challenges!

You will have previous experience of using your excellent communication skills to negotiate and communicate with a wide range of people, including customers, colleagues, landlords, letting agents and other partnership agencies. You will be able to smoothly manage the private rented sector processes whilst being able use your own initiative to 'think outside of the box’. You will have a drive and commitment to meet targets and achieve positive outcomes for customers.

In this role, using your proven understanding and knowledge of technology and Cyber Security, you will be play an active role in developing and driving forward all aspects of the council's Cyber Security and Risk comprising vulnerability management, incident response, governance and assurance, risk management, and providing essential and reliable services for c4,500 staff between WNC and our partners, as well as of course for the residents of West Northamptonshire.

More importantly, you will be a significant influence in the transformation and modernisation of the council’s approach to Cyber Security and Risk as it moves IT services and hosting into the cloud amongst an ever-changing landscape of compliance and security requirements to enable the delivery of services while maintaining the security of the council’s data.

We are seeking a dynamic and experienced individual to lead our Housing Allocations and Quality team, ensuring the transparent, fair, and lawful allocation of housing within the Council’s framework. This is a senior leadership role that requires strategic oversight, team development, and the ability to implement high-level policies and frameworks for housing solutions.

This role is exempt from the Rehabilitation of Offenders Act 1974 and therefore subject to an enhanced DBS certificate. It is also a regulated activity and will be subject to a Children and Adults Barred List check.

As the Housing Allocations and Quality Manager, you will be responsible for leading and empowering a dedicated team, ensuring the effective administration of the Council’s housing register.

You will ensure that recruitment decisions, team management, and day-to-day operations align with our organisational directives and legal requirements. Encompassing both operational management and high-level decision-making to ensure the transparent allocation of council housing and nominations to registered providers.

You will oversee the implementation of statutory reviews under Parts 6 and 7 of the Housing Act 1996, ensuring decisions are compliant with up-to-date legislation, case law, and policy. This includes working within statutory timeframes and ensuring the integrity of decisions. Additionally, you will develop and implement the Housing Solutions Quality Framework, ensuring that freedom of information requests, complaint investigations, and reviews are handled with a problem-solving approach, aiming to resolve issues at the earliest point of contact and prevent escalation.

In this role, you will also manage a holistic housing solutions triage function that addresses all aspects of housing need, including homelessness and access to the housing register.

Regular policy reviews will also be a key responsibility, ensuring that the team’s work complies with current legislation and incorporates best practices. You will ensure consistency in the implementation of new policies across the service and reflect lessons learned from service inquiries and complaints.

You will proactively strengthen partnerships with other Council departments, external statutory bodies, and voluntary organizations to address housing needs. Working closely with software providers and internal IT teams to maintain and enhance the Council’s housing allocations system, ensuring data is handled accurately and in compliance with GDPR and other regulations.

Finally, you will be responsible for planning, controlling, and monitoring budgets related to the housing allocations system and team management. This includes overseeing a budget of approximately £100-200k for choice-based lettings, managing a team budget of around £650k, and working with the Head of Housing Solutions to manage the multi-year grant funding for the Homelessness Prevention Grant, which currently totals £2.3 million over three years.

You will possess excellent leadership, negotiation, and influencing skills to effectively collaborate with partners, third parties with vested interests, and senior management across the organisation. This includes the ability to develop, support, empower, and motivate a team to perform at a high level, ensuring they achieve the goals outlined in council strategies and service plans.

You will have an advanced and authoritative knowledge of legislation, policies, procedures, and practices related to homelessness, housing allocations, landlord-tenant law, immigration, welfare rights, and relevant case law.

Additionally, your extensive understanding of local, regional, and national policies surrounding allocations, nominations, housing needs, and homelessness will be essential. Finally, you will demonstrate a deep knowledge of the dynamics and complexities of the public sector, particularly within local government, and how these factors impact service provision, staff, and key stakeholder relationships.

The Pensions Officer role sits within the Operations Team & is responsible for pension administration tasks including processing benefit calculations, data input and validation, responding to queries from members, employers, pensioners and dependents, peer check colleagues’ casework, updating/processing member records with the relevant information. This fast-paced customer facing role is critical to ensure casework is either dealt with immediately at the point of contact or is efficiently allocated to the appropriate casework team.

You’ll need previous experience of working within the LGPS and ideally experience in a similar role. Your excellent communication skills and confidence with analysing pension issues and offering sound, reliable and professional information will enable you to explain clearly complex pension issues to non-specialists.

You will be able to pay high attention to detail to ensure all tasks are processed efficiently and accurately in line with the LGPS regulations using a variety of MS Office and IT resources.

Previous experience using Altair and/or ERP is advantageous.

Working across the Private Sector housing functions, you will undertake inspections of Houses in Multiple Occupation (HMO) using the Housing Health & Safety Rating System (HHSRS) to identify disrepair, other non-compliance with local and statutory requirements and breaches of management standards. Where necessary, you will take action to ensure compliance, which will include preparation of statutory notices, orders and demands in accordance with prescribed forms and procedures. Great communication skills are key, as you will be working with several key partners, including the Police, Fire and Rescue, Immigration, HMRC and others, to ensure residents are safeguarded and afforded safe accommodation. You will also have great attention to detail which will aid your preparation of paperwork for civil penalty offences and legal statements to represent the Council in First Tier Tribunal-Property Chamber (Residential Property) appeals.

This role offers hybrid-working, 2 days working from home and 3 days out across West Northants, carrying out inspections. For this reason, a UK driving license and access to a vehicle are essential.

To be successful in the role you will already hold,

• A degree in Environmental Health or related subject, or be able to demonstrate significant experience in Private Sector Housing regulation;
• Certificate of competency in application of the HHSRS regime.
• Knowledge of the Housing Act 2004, the Housing Health and Safety Rating System (HHSRS), and the local authorities regulatory and enforcement powers in relation to HMOs and private sector housing conditions.
• Significant experience in applying the Housing Act 2004, including preparing enforcement cases through to First Tier Tribunal or Magistrates Court.

Working in a team of 8, you will be delivering an efficient housing allocation service using the Open Housing system, making sure the Council’s housing register is administered in accordance with the Council’s Housing Allocation Scheme, service procedures, and national legislation and guidance. You will assess and prioritise new applications to the housing register, support customers placing bids on properties, and shortlisting bids. You will also be providing comprehensive housing advice and information to households in housing need, ensuring that households are supported with appropriate interventions, so excellent communication skills are a must!

You don’t need experience across all aspects of the job as that will form part of your development journey, but you will need experience of working within housing and conducting complex investigations and enquires in order to assess applications for assistance under housing legislation, as this is central to the role.

You’ll need to have a solutions driven and adaptable approach to working, thrive in a busy environment with a positive approach to challenges!

You will have previous experience providing excellent advice and assistance to a wide range of people who may have complex and challenging behaviour, and you will have worked collaboratively with other organisations to meet these complex needs. Working alongside our colleagues in the Private Rented Access Team, you’ll build effective relationships with private landlords and letting agents to develop and maintain the private sector leasing scheme, and create opportunities for customers who are homeless or threatened with homelessness to secure accommodation in the private rented sector market.

You will develop and administer key initiatives to maximise the use of the private rented sector, including the landlord incentive scheme and the homelessness prevention fund.

You don’t need experience across all aspects of the job as that will form part of your development journey, but you will need experience of managing temporary accommodation, supported housing or rented housing and knowledge of private rented sector legislation, policy and practice, as this is central to the role. We would be particularly interested in hearing from you if you have training or experience in the application of the Decent Homes Standard or the Housing Health and Safety Rating System.

You’ll need to have a solutions driven and adaptable approach to working and thrive in a busy environment with a positive approach to challenges!

You will have previous experience of using your excellent communication skills to negotiate and communicate with a wide range of people, including customers, colleagues, landlords, letting agents and other partnership agencies. You will be able to smoothly manage the private rented sector processes whilst being able use your own initiative to 'think outside of the box’. You will have a drive and commitment to meet targets and achieve positive outcomes for customers.

• Planning, leading, project managing – you’ll define the project from the start, lead your project team (including people from across the organisation) to ensure we understand the business drivers for change; explore the options available and deliver the changes needed
• Collaborating – with experts from IT, Finance, HR, Transactions, Legal and other Enabler services of West Northamptonshire Council - as well as our partners' - to understand their requirements, leverage their knowledge and expertise, and ensure this shapes project planning and delivery

The Accountancy Division are the technical business partners responsible for :

The fundamental purpose of this role is the administration of benefits, ensuring that people are receiving the financial support they need to pay their rent and council tax. Housing Benefits Assessment Officers are also responsible for the administration of discretionary funds allowing us to help people early on, to avoid getting into serious situations, to assist people when they feel they have nowhere else to turn.

Day to day, you’ll be providing a high quality and customer focused service to residents, giving advice on Housing Benefit, Council Tax Reduction, Universal Credit and wider Welfare Benefits and Welfare Reform. This can be face to face, via phone, electronic channels or home visits. You’ll assess and process all types of Housing Benefit and Council Tax Support / Reduction claims and change in circumstances as well as assessing student claims, persons from abroad and self-employed, dealings with Universal Credit cases and ATLAS.

By maintaining up to date knowledge around legislation, you’ll assess and make decisions on a range of Housing Benefit and Council Tax Reduction applications and changes in circumstances.

You’ll be self-motivated, curious and empathetic. Your investigative mind and excellent attention to detail will enable you to deal with people from all walks of life and respond well to demanding situations, working in a collaborative and solutions focussed way, for the benefit of our residents.

You’ll need good time management skills and be able to work effectively within a fast-paced environment as assessments and decisions have to be completed within set timescales. You’ll need to be proficient in the use of the Northgate and Academy Revenues and Benefits processing systems.

Accuracy and attention to detail are also essential as you’ll be responsible for compiling all the necessary information to accurately calculate entitlement and ensuring notifications of entitlement are issued correctly and are legally compliant.
