As a facility financial expert, the incumbent shares full responsibility with the Chief, Fiscal Officer, providing technical advice and executing processes and making decisions on all matters relating to budget formulation, execution, and management. This is not a remote position. The Deputy Chief Officer (DCO), Specialty Care serves as Deputy to the Chief Officer, Specialty Care Services for all program function oversight to include delivery of services, assessment of services, and outcome analysis relating to Anesthesia, allergy & immunology, critical care, cardiology, dermatology, diabetes and endocrinology, gastroenterology, genomic medicine, hepatitis, HIV, infectious disease, neurology, hospital medicine, pain management, oncology, ophthalmology, optometry, podiatry, molecular medicine, radiation oncology, rheumatology, and sleep medicine.

The DCO provides national leadership to and has advisory and consultative responsibility for these programs and their initiatives. Additional responsibilities include developing short and long term goals consistent with VA and VHA's mission, strategies, and goals.

The Advanced MSA primary duties are to perform a variety of administrative support functions in connection with Veteran's inpatient and outpatient visits, care, and treatment while working collaboratively in an interdisciplinary coordinated care delivery model. Work involves specialized administrative judgment and the flexible use of a wide range of clinical flow processes relating to access to care across multiple clinics and specialties. Some of the major duties of this position include, and are not limited to:

• Schedule appointments in a timely manner. All appointments will be made with the patient's input, either in person or by phone. This may require a high level of coordination to avoid patients and sending sites not being able to conduct their CVT appointments.

The incumbent is assigned to VISN 4, within the Caregiver Support Program (CSP). The incumbent although stationed at the VISN-with primary role of CSP clinical eligibility reviewer-may have clinical privileges and credentialing at a VA Medical Center (VAMC) or Community-based Outpatient Clinic (CBOC). The incumbent may have up to 20% of their time dedicated to a combination of direct clinical care, academic teaching/training, research, and/or program evaluation at their home VAMC. This work would be separate from caregiver support. The duties for the incumbent, must be at least 75% administrative and related to the CEAT. The other duties will be determined by the incumbent and their VISN leadership.

Each individual CEAT team member will review the Veteran's medical record summary, most recent History & Physical, findings of recent testing at the facility, caregiver assessment and care team input. The team member will present their respective findings to the inter-professional team. The team will meet and render a multi-disciplinary decision regarding clinical eligibility, based on all eligibility requirements. If deemed eligible, the team will also determine the appropriate level of caregiving required (tier level). Each team will document the findings and determination and communicate the decision with the referring facility or region.

Major duties include, but may not be limited to:

• Reviews dispositions of PCAFC initial eligibility decisions; reassessments; and appeal decisions for clinical eligibly determinations, within 45 days of receipt from facilities and other CSP VISN CEAT. This is done from a psychological perspective.
• Analyzes mental health data obtained from VHA electronic health record and collateral records for use in determining PCAFC clinical eligibility and documents findings in approved CSP PCAFC templated notes.
• Works with inter-professional team members at Regional, VISN and facility levels to ensure PCAFC eligibility determinations are delivered objectively with strong, consistent inter-rater agreement and with documentation and communication of outcomes in a direct and coordinated manner.

Psychology Program Manager (Quality Assurance Officer) works within the Veterans Crisis Line (VCL), Quality, Training and Risk Management. Responsibilities are complex in scope and have a nationwide impact including the ability to ensure implementation of an effective enterprise quality management system that includes monitoring and evaluating the quality of clinical and administrative processes throughout the Veterans Crisis Line.

Major Duties include, but are not limited to:

• Serves as a subject matter expert in the areas of quality management and enterprise risk management for the Veterans Crisis Line and is responsible to ensure the effective implementation of an enterprise quality management system.
• Responsible for strategic planning to ensure the provision of high quality services, including planning, developing, and implementing short and long-term goals and objectives consistent with the VCL's strategic plan.

The incumbent is accountable to the Primary Care Social Work Supervisor in carrying out operational functions described above. The incumbent has clinical involvement in patient care by providing clinical case consultation to patient/family/community inquiries about services or patient care issues provided by the VA. Clinical social work services may be delivered in person or by electronic media, such as phone, V-Tel or home tele-health. Services will generally be provided in a clinic setting but may occasionally need to be provided in the community or in a patient/family home.

Psychosocial Assessment - The social worker will develop an assessment of the veteran, family, economic, community, and psychosocial support
systems when clinically indicated. The assessments must reflect a high level of skill in gathering, analyzing, interpreting, and documenting data
that is pertinent and directly related to patient health care planning, treatment, education and case management. The veteran, family members, significant others and the interdisciplinary treatment team are involved in this process, whenever possible. The goal of the communication is to highlight the veteran's strengths, limitations, and internal/external supports and service needs in order to optimize the veteran's functional status and safely maintain the veteran in his/her home.

Clinical diagnosing using DSM-5 and ICD-10 behavior codes - Incumbent demonstrates knowledge in DSM-5 diagnosing and documents diagnostic
impressions in psychosocial assessments when appropriate. Clinician may function independently or within a team to determine an appropriate
diagnosis and formulate a treatment plan based on that diagnosis.

Treatment Planning/Goal Setting - Incumbent demonstrates basic knowledge of psychosocial treatment modalities and demonstrates the ability to implement treatment modalities in working with individuals, families, and groups to achieve treatment goals. This requires judgment and skill in utilizing supportive, problem solving, or crisis intervention techniques. The social worker is responsible for developing a treatment plan, and setting achievable treatment goals with the veteran/family in collaboration with the primary care interdisciplinary treatment team members when indicated. Incumbent demonstrates basic knowledge of medical and mental diagnoses, disabilities, and treatment procedures to include acute, chronic and traumatic illnesses/injuries; common medications and their effects/side/effects; and basic medical terminology.

Therapy- Social worker will provide the veterans and their caregivers with ongoing psychotherapy (group and/or individual) and/or supportive counseling when appropriate. Incumbent is able to demonstrate the ability to utilize the DSM-V to ensure appropriate treatment recommendations.

Referral to service providers - Throughout the course of treatment the social worker is the subject matter expert on VA and/or community resources. The social worker will collaborate with other service providers in reassessing the veteran's needs for VA and community resources and entitlements. The social worker is responsible for educating the veteran and/or caregiver of the available services and assisting them in establishing the appropriate referrals based on the veteran's preference or that of his/her surrogate decision-maker.

Resource Development - The social worker is responsible for developing a resource file of VA and community social service programs and will refer the veteran to needed services.

Advocacy - Social worker understands the intimidation of bureaucracy and will act as an advocate when it serves the best interest of the veteran/family. When appropriate and feasible, social worker will educate and encourage the veteran/family to advocate for themselves, thus fostering a sense of independence and empowerment.

Crisis Intervention - Social worker is experienced in making rapid assessments and developing crisis management plans to maintain patient in the home, for admission to acute, short term and/or long term placements. Social worker has access to multiple resource directories in addition to previously developed resources to meet the demands of a crisis.

The Clinical Documentation specialist will provide active concurrent/retrospective review, provide feedback, and educate clinical care providers to improve the documentation of all conditions, treatments, and care plans within the health record to accurately reflect the condition of the patient and promote patient care. In addition, documentation should reflect documentation associated with MS-DRG assignment, case mix index, severity of illness, risk of mortality, physician profiling, hospital profiling, and reimbursement rules.

As a Clinical Documentation Specialist, incumbent is responsible for providing ongoing education to our providers and coding team members by conducting initial and extended-stay concurrent review on selected admissions and document findings identifying missed opportunities and clinical documentation improvements which will both enhance the quality of the health record documentation, maximize VERA and 3rd Party Collections. Incumbent identifies co-morbidities and complications and documents appropriately. Incumbent queries the medical staff and other clinical caregivers as necessary via written/verbal communication to obtain accurate and complete documentation. Duties include, but may not be limited to the following:

• Serving as facility technical payroll expert to VAMC staff and provide data, reports, guidance, and resolution to payroll issues across the VAMC.
• Independently researching, resolving, and responding to routine and occasional non-routine verbal and written pay and leave inquiries from employees, supervisors, Financial Service Center (FSC), HR, Veterans Integrated Service Network (VISN) and VA Central Office (VACO) staff.
• Determining proper application of pay and leave regulations, laws, rules and agency policies, guidelines, coding, etc. for each separate pay plan involved and appropriate leave system impacted.
• Interpreting and apply regulations and policies regarding appointment entitlements, leave earnings, charges of leave, leave w/o pay, advance sick leave and compensatory time.
• Using knowledge of varying premium pay and benefit entitlements for employee specific pay plans when implementing tours of duty regulations and/or policies to include 24-hour coverage, irregular, compressed and/or flex tours, etc.
• Performing full range of payroll actions under multiple automated systems for employees appointed under different personnel systems with each having unique pay accounts and governing regulations/policies relating to the Federal Wage System, (FWS) General Schedule (GS) title 5 including special salary rates, title 38, title 38 hybrids, law enforcement and firefighter pay, Fair Labor Standards Act (FLSA), title 38 overtime, irregular tours of duty, etc.
• Resolving system discrepancies which may result in initiating the employee debt process or back pay.
• Updating employees' master payroll records to reflect all changes authorized by personnel documents.
• Reviewing and work unique payroll actions, questions, or situations which impact: pay; leave; entitlements; taxes; benefits; other deductions and master pay record information for all employees in the group during the pay cycle.
• Managing annual refresher training for all timekeepers and supervisors.
• Answering routine and occasional non-routine procedural questions relative to time and leave laws, regulations, procedures and resolve problems to ensure accurate and timely pay.
• Assisting in resolving issues with court orders, grievances, and/or public laws.
• Reviewing authorized documents and code appropriate data for input into integrated personnel and fiscal automated systems to properly update employee master records.
• Reviewing all personnel actions in HR Smart related to; hiring appointments; separations; reassignments; promotions; pay adjustments; awards and other authorizing documents that affect pay and benefits of employees.
• Running daily reports to ensure all facility employees' pay is correct.
• Auditing all employee type of pay and leave accounts to identify and correct delinquent and/or erroneous personnel actions or time-keeping errors.

This position is located within the VISN 12 Great Lakes Finance Service (GLFS). This position is responsible for a variety of duties concerning double entry accounting systems composed of separate, yet integrated units of General Ledger, Capital Asset Accounts, Interoffice Accounts, Cost Accounts, and other computerized accounting transactions for the Medical Center.

Major Duties:

-Resolves various problems such as financial peak workloads and end of accounting period close-outs.
-Coordinates work activity and corrects workload deficiencies.
-Assists operating officials with information concerning the availability of funds and provides advice based upon established accounting principles and practices.
-Provides technical training to Accounting employees at the respective Medical Center; identifies training needs and makes recommendations for corrective action.
-Monitors Accounting Subsidiary Reports for the Medical Center and provides guidance as needed.
-Responsible for directing and/or conducting internal audits for the Accounting Program at the Medical Center.
