• Responsible for the overall day-to-day operations of the Accounting Section relative to matters of policy, interpretation of regulations and procedures which are of greater than average difficulty.
• Planning, establishing, and maintaining a commercial-type double entry accounting system covering several appropriations, one revolving fund, general post funds, personal funds of patients, research, grants and construction appropriations, the overall budget is over $520,000,000.
• Serves as technical accounting advisor to the Chief Financial Officer and station management; including advising or proper procedures to be followed when procedures have not been disseminated or must be developed locally to meet station needs, is often called upon to attend meetings related to financial matters and inter-service relations.
• As a principal staff member of Fiscal Service, incumbent is a member of VASNHCS committees and attends both formal and informal management meetings.
• Advises VASNHCS on proper accounting procedures to ensure that the data conforms to regulations.
• Performs financial audits, analysis, and evaluations of the financial operations and related procedures as part of the Fiscal Service Quality Assurance System.
• Verifying, analyzing and/or reconciling a very large number of computer generated reports validating General Ledger control accounts to their related subsidiary records maintained in Fiscal, Supply, Voluntary Services, Medical Administration, Research, Prosthetics and Engineering and Facilities Management Services.
• Reviews present computer system and recommends and implements changes and improvements as needed to interface with other computer systems, to meet other services' and supported facilities' needs arid requirements and to improve the overall functions of the Accounting Section.

Major Duties:

• Plans and implements a comprehensive Interior Design Program which includes providing complete, from concept to installation, interior design services for the organization to include satellite facilities.
• Provides technical expertise to coworkers and contractors and routinely coordinates with engineers, architects, and other designers to ensure compliance with VA regulations and facility design criteria. Acts as a technical representative for design and finish specifications matters and manages the facility furniture program.
• Plans, specifics, writes procurement packages, supervises installation and acts as the contracting officer's representative for all furniture procurements within the facility.
• Works with direct supervisor to coordinate and maintains a schedule of short and long range interior­ improvement projects for the facility through the 5-year interior design plan and other programs to identify existing and future project needs. This includes working within the operating budget, preparation of floor plans and space layouts, finish schedules, presentation boards and submittals, and accurate cost­ estimates.
• Acts as Contracting Officer's Representative for all furnishings, window treatments, patient cubicle curtains, wall coverings, floor coverings, wall art, lighting, ceiling treatments, casework, and all other interior design-related accoutrements from origination to installation.
• Works with direct supervisor to determine priorities and utilize an annual interior design budget in recurring funds and budgeting projects that may involve millions of dollars in non-recurring funds. This includes verifying receipt of orders and coordinating installation. In addition to fixed annual budget and non-recurring funds for projects, incumbent prepares interior design budgetary requirements for major and minor construction projects, for supplemental and future funding by VHA.
• Develops the interior/exterior signage and wayfinding plan for the facility to comply with "VA Signage Guide" on the Technical Information Library (TIL). Coordinates the installation of new signage and ensures the efficacy of signage/directional graphics in areas where new and existing intersect. Ensures that the new signage/directional graphics meet the requirements of The Joint Commission (TJC) and the Americans with Disabilities Act (ADA) as applicable and effectively informs/directs patients, visitors, and staff. The Interior Designer develops an evaluation method to assess the effectiveness of the signage and wayfinding plan for Veterans, visitors and staff.
• Represents the facility at various design-trade functions and maintains an effective rapport with design-industry vendors and/or representatives. Contact is maintained with designers at VA facilities to exchange pertinent professional information regarding existing and future projects; utilizes these contacts to keep abreast of the ever-changing concepts related to interior design responsibilities.
• Manages an interior design file system that includes drawings, specifications, budgets, project information, government contracts, requests for interior design services, and regulations pertaining to interior design; manages a resource library of catalogs for furniture, materials, finishes, and all other design-related items, that are appropriate by ensuring they contribute to infection prevention, long term maintenance and sustainability goals for a healthcare environment.
• The position works with the Contracting Officer's Representative (COR) on assigned projects (Majors, Minors, NRM, CSI and Leased). The incumbent advises the COR on the actual accomplishment of Interior design related work including approval of materials, interpreting of contract specifications, preparations and negotiation of changes to accommodate conditions, and complete on site field inspections. The incumbent keeps their direct supervisor informed as to the status of the project development, design and accomplishment and review coordination and scheduling of construction work when it affects other hospital operating department or major utility systems affecting the entire facility.

Thoroughly searches the medical record to identify and code all information pertinent to the patient's diagnosis. This includes demographics, diagnosis, site and histology, diagnostic procedures, extent of disease, and treatment.

Coding assignments may involve highly technical, complex diagnoses/procedures. The incumbent utilizes coding references to ensure that complete and accurate data is collected. In addition, uses specific codes required in a cancer registry, stage of disease, morphology and topography using International Classification of Diseases for Oncology, AJCC Staging Manual, and the FORDS manual.

Independently codes a wide variety of medical diagnostic, therapeutic and surgical procedures. These include:

• 1) Codes stages of disease using American Joint Commission on Cancer staging requirements.

Duties

• Incumbent serves as a member of the VACO General Post Fund Review Committee which reviews and approves the distribution of available resources to the field facilities.
• Provides program and technical support to Central Office, regional offices and medical center directors to maintain a high level of program activity.
• Supervises research and special projects directed towards utilizing information and data from the system to maintain and expand the program.
• Develops, coordinates and evaluates the training program required to operate the program successfully.
• Identifies the training needs and develops appropriate training experiences; and determines to what extent training improves performance.

• Facilitates many small tasks, up to hundreds in concurrence, and ensures they are all closed out successfully. Maintains a list of issues to be presented to leaders for resolution.
• Provides coverage for the Executive Director's calendar as needed, scheduling appointments, conferences, and associated arrangements without prior approval, based on the importance and priority of the requests and the availability of supervisor.
• Demonstrates understanding of office goals and objectives and balances prioritization of tasks accordingly.

Major Duties:

• Serves as an alter ego to the Executive Director for Communications (EDC), fully sharing with the EDC the direction of all phases of the organization's program and work.
• Assists the Executive Director in the development of VHA strategic communications and marketing plans; disseminates key messages and official positions on public issues; and promotes VHA mission, vision and activities.
• Manages assigned staff, develops priorities, and assigns projects; assures that appropriate services are provided, and goals are defined and achieved; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve priorities, workload and technical issues; develops additional hiring/staffing recommendations; and manages internal/external stakeholder relationships.
• Provides counsel to the Under Secretary of Health (USH) and senior leaders on strategic communications issues and coordinates communications between the USH, senior leaders, and key stakeholder groups.
• Leads/assists in VHA/VA culture change initiatives through relevant, ongoing internal/external communications initiatives/activities.
• Reviews and guides the work of VHA Communications staff to assure the work quality and timely accomplishment of assigned duties and responsibilities.
• Manages budget and allocates resources to meet established VHA strategic goals.
• Develops methods, assessments, and plans, for increasing corporate identity/VISN and facility visibility.
• Oversees policy development and governance activities relating to the communications that support and facilitate the ability of VHA facilities to establish eligibility for VA sponsored health care benefits.
• Oversees VHA's initiatives to educate the general public, media, and VA stakeholders (including members of Congress) of the activities and services carried out by VHA.
• Performs other related duties as assigned.

Major duties include, but are not limited to:

• Work includes designing, developing, operating, or inspecting accounting systems; examining, analyzing, and interpreting accounting data, records and reports.
• Plans and executes modifications to these types of activities and programs, accounting systems, accounting program operations; and the management, control, and flow of accounting system input documents and source data. May also plan and execute changes to the content and nature of financial reports and application of computer technology to accounting functions.
• Provide for synchronization of proprietary, cost, and budgetary accounting records for each of the appropriations, funds, and programs operated at the Medical Center. This includes balancing of subsidiary records with control accounts, adjustment of accounting records to ensure inclusion into the proper accounting period.
• Analyze, supervise, and direct the recording of all transactions in the general ledger, allotment ledger, and operating cost ledger to provide a complete accounting on an accrual basis for assets, liabilities, operating, interoffice, and budgeting accounts. This includes final responsibility for classifying entries.
• Prepares or supervises the preparation of a multiplicity of fiscal reports and studies involving analysis, interpretation, and summary of information into a meaningful final form for VA Headquarters, VISN, and local management officials.
• Accounting transactions at the VA Medical Center are largely recorded through subsidiary feeder systems and then transmitted to the system of record. The incumbent is required to maintain precise controls over all computer input and output. This data is produced by means of high-speed communication software programs that are constantly changing and being upgraded.
• The Chief of Accounting is responsible for data processing involving the complete spectrum of accounting reporting. The incumbent coordinates the implementation of new systems and packages; ensures the continuation of all accounting computer
  system operations; trains users both inside and outside Financial Management Service; informs managers of needs; and troubleshoots problems.
• The incumbent performs all duties and completes assignments in compliance with Federal Appropriations Law so that Facility, VISN, and VACO performance measures and financial indicators are met. Incumbent coordinates the administration of all accounting programs to provide effective controls of appropriated funds to prevent violation of the Anti-Deficiency Act.
• Incumbent will assume responsibility for full supervision of the operations and administrative sections. Supervises the
  management/administration staff.
• Recruits and hires subordinate staff members in line with merit staffing procedures and equal employment opportunity guidelines.
• Completing performance appraisals; and the completion of competency-based orientation checklists for all supervised employees.
• Completes disciplinary actions, recognition of outstanding performance, sick and annual leave administration.
• Assigns work to staff and provides technical and policy direction to their efforts .
• Reviews completed work of the staff and provides feedback to encourage top performance to enhance an atmosphere of team.
• Plans training and development with subordinate employees to assure they acquire and maintain both technical competencies in their fields and cross training in related fields.
• Evaluates the work performance of subordinate staff members and recommends appropriate awards to enhance effective performance or takes action to deal with inadequate performance, through counseling, training, coaching and other means.

MAJOR DUTIES:

• Complete psychosocial assessments and diagnostic interviews to assess trauma symptoms and PTSD.
• Use social work clinical training, insight, and experience to interpret data to identify treatment options.
• Implement treatment modalities, provide skill-based and evidenced-based psychotherapies in group and individual therapy for veterans and their families in the Trauma Recovery Services team, and as needed, the Behavioral Health Interdisciplinary Program (BHIP) teams.
• Possess a working knowledge and experience in the use of medical and mental health diagnoses, disabilities, and treatment procedures, including acute, chronic, trauma and PTSD, common medications and their effects/side effects, and medical terminology.
• Contribute to program development, consultation, and treatment planning with an interdisciplinary treatment team.
• Establish and maintain effective therapeutic relationships with veterans in Trauma Recovery Services, BHIP teams, and Community Based Outpatient Clinics (CBOCs).
• Communicate effectively, both orally and in writing with people from varied backgrounds.
• Serve as a liaison and consultant for veterans and their families regarding community resources, VA benefits, VA specialty programs, and advanced directives.
