FUNCTIONS:

• PROGRAM MANAGEMENT

1. Works for and/or in the absence of the Deputy Chief Consultant PBM/CMOP in planning, organizing and overseeing the activities of the national VA CMOP facility network, ensuring that the organizational elements comply with legal and regulatory requirements such that the mail prescription needs of veteran patients are appropriately met.
2. Contributes to developing goals, objectives business plans for VA CMOP program that support VA PBM national pharmacy program goals and objectives for the VA CMOP Program when participating on the National CMOP Advisory Board or VA PBM planning meetings.

• ADMINISTRATIVE/CLINICAL

1. Represents the National VA CMOP program and the VA for and/or in the absence of the Deputy Chief Consultant PBM/CMOP, both internally and externally as a spokesperson who interacts with a wide variety of VA personnel and private sector individuals as well as effectively communicating verbally and in writing with a variety or representatives from local organizations, industry, educational institutions, national organizations or other federal agencies.
2. Meets with key constituents, customers and coordinating officials to assess the level of service satisfaction, explain organization policy and procedure as well as taking action to appropriately resolve any significant problems that arise.
3. Assists the Deputy Chief Consultant PBM/CMOP in the completion of National CMOP program cost analysis, productivity reviews, establishment of a capital investment programs, monitoring of outsourcing and privatization studies including work measurement and other reviews or studies which contribute to the management of the program.

• RESEARCH

1. Provides leadership support for research initiatives that facilitate the identification and analysis of national healthcare trends that impact/could impact on the national VA CMOP program and provides appropriately detailed responses to local, VISN and national level inquiries, when needed.
2. Researches and detem1ines or recommends appropriate actions or interpretations of issues that impact the National VA CMOP program, the activities of the VA PBM or the agency.

Position Duties (but not limited to):
The VISN Clinical Resource Hub (CRH) Primary Care Physician position is a VISN based position located in VISN 20. This Primary Care Physician position is under the general supervision of the VISN CRH Associate Director of Primary Care. A Clinical Resource Hub (CRH) is a clinical and administrative staff repository that serves Veterans Affairs facilities within a Veterans Integrated System Network (VISN). Staff within the CRH are expected to provide interprofessional services to VISN facilities underserved or experiencing gaps in clinicians due to the inability to match provider supply with demand. Services provided by CRH staff in this position are conducted in-person.

Major Duties:

• Provides budgetary support to +3500 employees at a Complexity Level 1 a Medical Center with five Community Based Outpatient Clinics and two Vet Centers.
• Monitors the execution of a $500+ million dollar budget for 475+ Fund Control Points (FCPs) with many different sources and types of funding for multiple VA departmental facilities, research elements, National and Special Purpose programs, and projects aligned and operated within VHA and VISN 6.
• Expertly monitors Budget Plan projected obligations and expenditures throughout fiscal year by conducting variance analysis bi-weekly and quarterly and makes recommendations to the Fiscal Officer.
• Advises Fiscal Officer on reprogramming actions between FCPs.

The Lead Medical Support Assistant (LMSA) in V16 Clinical Resource Hub is assigned to the Central Arkansas Veterans Healthcare System, Little Rock, Arkansas. The LMSA will normally work at the HUB located on 900 South Shackelford Road, Little Rock, AR or remotely. The LMSA Performs duties related to the receipt, intake and indexing of health and administrative information and will interface with personal computer (PC) applications as well as numerous Vista applications. The LMSA monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow.

The primary duties of the Lead Medical Support Assistant (LMSA) may include but are not limited to:

• Assuring coverage of all areas of responsibility.
• Conducting ongoing reviews to ensure quality of work.
• Ensuring accurate and timely scheduling of appointments.
• Providing guidance to staff members to include changes in policies and procedures.
• Distributing and balancing workload.
• Creating and maintaining employee work schedules.
• Orienting and providing on-the-job training for new and current employees.
• Ensuring all training requirements are met.
• Organizing the work structure of the assigned areas.
• Acting as a liaison between MSA and staff in order to resolve day to day conflicts.
• Planning and organizing work with general assistance from the supervisor.
• Reporting special assignments and only referring the non-routine and high technical problems to the supervisor.
• Reporting backlogs, difficulties in meeting deadlines, uncooperative physicians, and difficulty in securing information from clinicians or the record.
• Maintaining confidentiality of the information obtained to carry out required duties.
• Communicating with physicians, case managers, and other allied health professional staff regularly while using sound interpersonal skills.
• Working independently to make decisions based on guidelines, precedents and regulations and performs duties in such a manner that minimal supervision is required.

Duties Include:

• Applies comprehensive knowledge of medical terminology, anatomy and physiology, disease processes, treatment modalities, diagnostic tests, medications, procedures, as well as, the principles and practices of health services and the organization structure to ensure proper code selections
• Adheres to accepted coding practices, guidelines and conventions when choosing the most appropriate diagnosis, operation, procedure, ancillary, or Evaluation and Management (E&M) codes to ensure ethical, accurate, and complete coding
• Applies codes based on guidelines specific to certain diagnoses, procedures, and other criteria (inpatient and outpatient settings) used to classify patients under the Veterans Equitable Resource
• Monitors ever-changing regulatory and policy requirements affecting coded information for the full spectrum of services provided by the VA
• Assists facility providers with documentation requirements to completely and accurately reflect the patient care provided
• Provides technical support in the areas of regulations and policy, coding requirements, resident supervision, reimbursement requirements, workload, accepted nomenclature and proper sequencing of diagnoses
• Monitors the Physician Query Tracking (PQT) process, providing analysis of coded information and queries sent to providers, makes recommendations, as well as, monitors for potential query opportunities
• Ensures provider documentation is complete and supports the diagnoses and procedures coded
• Directly consults with the providers for clarification of conflicting and or ambiguous clinical data
• Reports the need for improved clinical documentation or ICD codes to the appropriate service chief for training and provider documentation/coding education classes
• Expertly searches the patient health record to find provider documentation justifying ICD code assignment based on an expanded knowledge of the organization and structure of the patient record
• Develops and conducts seminars, workshops, short courses, informational briefings, and conference concerned with health record documentation, educational and functional training requirements to ensure the CDIP objectives are met for clinical and coding staff
• Directly supports physicians, residents, nurses and all other ancillary clinical providers and administrative staff
• Performs documentation audits and coding of providers, provides feedback, and prepares formal reports for meetings, medical providers, nurse managers, Service Chiefs, and Pentad members
• Facilitates improved overall quality, completeness and accuracy of health record documentation, as well as, promotes appropriate clinical documentation through extensive interaction with physicians, other patient caregivers, HIM coding staff, and CDIP staff and ensures clinical documentation and services rendered to patients are complete and accurate
• Ensures the accuracy and completeness of clinical information used for measuring and reporting physician and medical center outcomes with continuing education to all members of the patient care team on an ongoing basis
• As a technical expert in health record documentation matters, provides advice and guidance in relation to issues such as documentation requirements, liability issues, advance directives, informed consent, patient privacy and confidentiality, state reporting, etc.
• Analyzes situations or processes and recommends improvements or changes in documentation as deemed necessary
• Compiles, reviews, abstracts, analyzes, and interprets medical data incidental to a variety of patient care and medical treatment activities
• Participates in clinical rounds and may, where appropriate, offer information on documentation, coding rules and reimbursement issues
• Provides basic education in the areas of clinical documentation, encounters, coding, copy/paste, telephone encounters and resident supervision guidelines
• Assists with reviews including but not limited to external coding audits, Joint Commission, Privacy Compliance and Assurance (PCA), Office of Inspector General (OIG), EPRP, Compliance and VISN reviews

• The incumbent support the Chief Financial Officer (CFO), Deputy CFO (DCFO), and Associate CFO (ACFO), with accounting and financial management, planning and monitoring of all appropriations and National Level accounts for all VHA programs.
• Provides data management expertise, technical guidance, and recommendations for specific actions needed to develop and maintain consistent and reliable budget data repository in SQL for data analysis and monthly reporting evaluating the effects of program operating plans and budget issues.
• Compiles and analyzes data to provide timely and efficient input to various reports on operating plan and budget execution statuses. This will include reviewing historical data funds utilization within the administered programs.
• Enters budgetary data into a variety of forms, schedules, and reports for executive level decision making. This will include recommending and making adjustments when required.
• Serve as an expert level Budget Analyst and will ensure the budget system is effectively utilized as an evaluating tool in measuring program performance and effectiveness; ensure funds are used and controlled to maximize the utility and availability of resources needed to provide quality health care to Veterans including staffing, facilities and supplies; provide advice on developing, coordinating, and carrying-out financial policies, procedures and plans; and reviews, analyzes, evaluates and reports program accomplishments in financial terms.
• Assists with execution oversight of funding maintenance of all programs/activities, review the appropriateness of expenditures, and ensure fiscal integrity of the Program Office's financial records.
• Evaluates variances between operating plan and actual obligation results overseeing VHA's budget execution processes. This includes daily monitoring of the execution of VHA's budget, including VHA Finance's four appropriations (Medical Services, Medical Support and Compliance, Medical Community Care and Medical Facilities); and providing budget execution instructions processes to budget official during budget calls.
• Compares current spending information and trends against the operating plan for complex and diverse programs administered within the network of sites and provide advice on developing, coordinating, and carrying-out financial policies, procedures, and plans.
• Prepares and provides financial statements to program officials for informational and financial planning purposes. This will include preparing a variety of routine financial reports for VHA leadership review.
