The Nurse IV is responsible for administrative functions of their assigned nursing units/programs. Major Duties include but are not limited to:

At least 95% of the incumbent's time is spent performing duties of significant scope, complexity, and variety. Collaborates with rehabilitation services administrative staff, including the business manager, administrative officer, and program/medical support assistants, to achieve program objectives.

Administrative:

1. Effectively supervises, directs, and assigns work to 23 permanent employees, students/interns, and volunteers in eight distinct clinical settings and one administrative area. Clinical settings include inpatient, acute, outpatient orthopedics, outpatient neurology, pain clinic, community living center, Santa Rosa community-based outpatient clinic, home-based primary care, and integrative health service. Also oversees the physical therapy utilization review program in the office of community care and coordinates delivery of care across multiple practice settings.
2. Performs human resource management functions including recruitment, interview, and selection processes; performance management/monitoring (including promotions and disciplinary actions); and monitoring clinical privileges.
3. Demonstrates skill in managing interpersonal relationships and conflict resolution with a diverse workforce.
4. Continuously monitors section workload and productivity as well as clinic and consult metrics data to optimize practice and maximize efficiency and cost-effectiveness.

Clinical:

1. Demonstrates advanced knowledge of evidence-based practices and clinical practice guidelines across multiple professional areas.
2. Demonstrates the ability to make autonomous clinical decisions in a direct access environment with consideration for local scope of practice guidelines. This includes the ability to independently evaluate and treat patients seeking physical therapy services.
3. Provides guidance and structure to staff therapists by applying current knowledge to individual practice settings.
4. Regularly reviews the section's clinical programs to ensure that current methodologies are practiced.

Education & Research:

1. Organizes and conducts medical center and departmental orientation for new employees.
2. Develops and maintains position-specific competencies as required and identifies employees' education and training needs.
3. Organizes and implements the section's ongoing in-service training programs through lecture format and workshop/lab classes.
4. Organizes vendor in-services to educate therapy staff on state-of-the-art rehabilitation technologies.

Major duties include but are not limited to:

• Directs health care programs, delegating authority and responsibility to meet both VALBHS and Medicine Healthcare Group (HCG) goals
• Supervises the clinical Section Chiefs in addition to assigned Medicine Service administrative staff, and responsible for assigning duties to staff within Medicine Service.
• Collaborates with hospital leadership in identifying strategic opportunities and initiatives; Develops, as appropriate, key performance metrics (KPIs).
• Responsible for meeting clinical performance measures related to Medicine HCG and assisting hospital leadership, when possible, in meeting facility-wide measures.
• Participates in wide-ranging and higher-level management functions for Medicine HCG through participation and planning in operational boards, councils and committees within VALBHS, VISN22 and VHA.
• Serves as primary liaison for common interests between VALBHS and UC Irvine, and specifically, the Department of Medicine and its Subspecialty Divisions.
• Provide direct clinical and administrative oversight for medical students and Internal Medicine residents.
• Determines goals, priorities and direction for the Medicine Service and its clinical operations and administrative functions, reflecting and demonstrating support of the Medical Service, Chief of Staff, Medical Center Director's, VISN Network and National goals.
• Provide direct patient care in are of specialty approximately 30% of the time.
• Oversees all personnel management aspects of Medicine Service, including credentialing and privileging, defining scope of practice/privileges for medicine personnel, focused and ongoing professional practice evaluations, ongoing performance evaluations and assures the maintenance of continuing education for staff physicians.
• Serves on hospital committees and task forces, both standing and ad hoc, as appropriate
• Facilitates and encourages academic physicians to pursue education and research opportunities. Collaborates with the Chair, Department of Medicine, UC Irvine and oversees time allocation and activities of physicians involved in VA-approved and VA-funded research.

The Deputy Executive Director, Medical Center's managerial duties and responsibilities involve final decisions which have a direct and substantial effect on the health care organization and programs.

These include, but are not limited to, decisions affecting the nature, scope and quality of, and emphases in the facility's/system's patient care programs and activities.

The Deputy Executive Director, Medical Center in collaboration with the Executive Director, Medical Center:

* Determines program goals and objectives, and develops short and long-range plans for achieving them, in conjunction with the overall plans of the Veterans Integrated Service Network (VISN) consistent with the strategic planning process;

* Directs a comprehensive evaluation of program goals and objectives and makes necessary adjustments to improve delivery of patient care services;

* Establishes local policy in such areas as program emphases and operating guidelines;

* Administers a system for the development and communication of program policies and procedures in accordance with new or existing rules and regulations, and ensures adherence to them; and

* Administers a management reporting system which provides appropriate data for decision making in such areas as: organizational improvements; changes in delegations of authority; position management; and coordination among the center's programs and services.

The Deputy Executive Director, Medical Center will :

* Organize and control program evaluation activities;

* Develop and coordinate a quality assurance program to ensure that both clinical and administrative activities are in compliance with standards issued by various accrediting and regulatory groups;

* Develop plans (with target completion dates) to ensure that action has been taken to correct deficiencies cited by accrediting bodies*Conduct a comprehensive and effective quality management program for the standpoint of quality or program/service management, and

*Ensure that patient complaints related to the communication of clinical aspects of their care are promptly addressed.

The Deputy Executive Director, Medical Center:

*Develops with the participation of administrative and clinical managers and chiefs, plans for fiscal year plans that meet the objectives of current and proposed programs;

* Develops a balanced financial plan designed to meet realistic needs of the facility and the network; makes important decisions substantially affecting economy of operations by limiting operating expenses without impairing patient care activities through management assessment, cost effective position management techniques, reorganization, methods improvements, and automation;

*Ensures that utilization of available resources is in line with plan or modified through recurring review;

*Allocates available resources to provide the best possible patient care in line with established priorities;

*Expects and obtains, as the accountable official, positive accomplishments in effective utilization of resources as relaxed to budget, manpower, equipment, contractual services, physical facility needs and FTEE control;

*Protects integrity of the budget, position management, classification and other processes to ensure compliance with existing statutes, and regulations; and takes timely corrective action where delegated responsibilities are not being properly applied or executed.

The Deputy Network Director (DND) will serve as the alter ego to the Network Director (ND). As such, the DND directs highly complex healthcare delivery programs that involve major policy development of mission essential functions of VHA, which impacts the national economy. The DND oversees day-to-day operations of the VISN to ensuring oversight and integration of the functioning of the medical centers and Community Based Outpatient Clinics (CBOC).

The assigned duties require extensive knowledge of quality assessment, survey instruments and techniques. The incumbent must also have a full understanding of the requirements of various accrediting bodies (e.g. JCAHO, CARF, etc.) as they apply to the different types of facilities and programs within the VISN, such that recommendations to correct deficiencies may be made. Such ability and skill are based upon the incumbent's professional training and knowledge of health systems management and trends.

The incumbent must have extensive knowledge of the administrative operation of medical facilities, including Financial Management, Human Resources, Acquisition and Materials Management, Engineering, Patient Administration, etc.

Coordinates functions between the VISN's facilities and the Deputy Under Secretary for Health for Operations and Management.

This position has the responsibility to direct the organization's daily operation and management of VISN employees to accomplish the business of caring for enrolled Veterans' health care needs managing a large budget.

Business Management- Coordinates and assists in the development of the annual VISN strategic and business plan. Works closely with the VISN Strategic Planner (SP) and Chief Financial Officer (CFO) and Operations Manager (OM) to ensure that long and short range goals are identified and accomplished and that resources are adjusted to adequately support operating initiatives.

- Works with the VISN CFO, SP and OM in developing and executing the budget and financial plans and that those actions are based on effective controls and realistic projections.

- Works directly with OM and CFO in striving to achieve financial and operating goals to include establishing monitors to asses value and measure program and system performance.

- Administers a data management reporting system which provides appropriate data for decision-making in such areas as: organizational improvements; changes in delegation of authority; position management and coordination among the VISN's programs and services.

The incumbent personally assists the Executive Director, Veterans Integrated Service Network in special complex assignments often of a highly sensitive nature. He/she is involved at all levels- Headquarters, Network Office and Medical Center, and must be intimately knowledgeable about the missions, functions, and operations of all three. In every instance, the incumbent is expected to fully understand the mission and operational objectives of highly affiliated tertiary care medical centers, unaffiliated secondary care medical centers, domicillaries, nursing home, outpatient clinics, and the numerous and various organizational components of VA Headquarters.

The incumbent functions as liaison with all elements of Headquarters, and is required to have an in-depth working knowledge of all facilities in the Network.

The incumbent is an important member of the decision making team in the Executive Director, Veterans Integrated Service Network's office. He/she provides input to and makes decisions that have strong impact on medical center, Network and national matters.

These decisions affect critical healthcare operations, research programs, educational and training matters, DoD contingency support, as well as all administrative activities.

As a result of these decisions, the incumbent directly impacts initiation, expansion and/or curtailment of programs; reallocation and reprogramming of resources; reorganization of services, prioritization of projects and programs, and the determination of both short and long-range goals.

The incumbent is a full member of the network executive leadership Council and Governance Board.

Works directly with all VISN entities as well as external sources to ensure that objectives in quality and performance measurement are met.

The Chief of Surgical Service reports directly to the Chief of Staff (COS) and is an actively practicing surgeon or surgical specialty physician. The Chief of Surgery will support the COS in carrying out the VA mission and ensure compliance with VA and facility directives. The Chief of Surgery will be responsible for all clinical and administrative requirements within the service. Duties: The VA Greater Los Angeles Health Care System, Department of Emergency Medicine is seeking a full-time Emergency Medicine Service Chief. Duties for this position include, but are not limited to:

• Providing leadership and management for the emergency department
• Working cooperatively and supportively with the members of the executive leadership team, members of the medical staff, and Nursing to assure the best possible emergency care is provided to patients who present to the emergency department.
