As Executive Director of the Office of Strategic Planning and Analysis, the incumbent has responsibility for developing and coordinating VHA's national planning guidance, directing VHA's strategic planning efforts, and providing guidance and technical expertise to key VHA officials on matters relating to VA-wide health care facility infrastructure policy and strategies and for capital asset management within VHA. This includes the following duties and responsibilities:

Leads, directs, coordinates and prepares national analyses and reports related to health care planning.

- Operates with delegated broad authority and responsibility for the administrative coordination, analysis, and review of the studies associated with health care delivery and capital asset planning throughout VHA. Provides expert advice to the ADUSH for Policy and Planning, Principal Deputy Under Secretary for Health (PDUSH), Deputy Under Secretary for Health for Operations and Management and USH in the development and implementation of the strategic plans associated with capital asset planning.

- Conducts program evaluations. Develops information and processes for complying with legislative and congressional requirements for reports and information on VHA's strategic capital asset program. Leads and/or plans research, develops and provides information and tools to be used by VHA headquarters and field managers in support of strategic planning and strategic capital asset program planning.

The Associate Director Education supports the Deputy Director and the Senior Consultant for Operations in overseeing SPP Education and is responsible for coordinating and supporting VHA's National Strategy for Preventing Veteran Suicide and develops national suicide prevention training and education as well as recommends policy, programming and planning actions, and strategic guidance for suicide prevention for the Department of Veterans Affairs. The Associate Director Education provides support to the operationalization of the VA's 10-year National Strategy and its four major domains (Healthy & Empowered Communities, Clinical & Community Prevention Services, Treatment & Support Services, Surveillance, Research & Evaluation) through the SP NOW initiative.

The incumbent is responsible for the advancement of the translation of new suicide prevention initiatives into educational resources across the VA system and works closely with the Rocky Mountain MIRECC and VISN 2 CoE for Suicide Prevention in the translation process. The Associate Director Education is responsible for ensuring national rollout of initiatives are in alignment with implementation science principles and include interface with a wide range of clinical and administrative offices within VHA. These initiatives embody the mission to make "suicide prevention everyone's business" by co-leading the integration of suicide prevention into the broad VHA health care continuum.

The Associate Director Education will provide primary leadership to the Education team within the SPP office, leading the national suicide prevention education and training program as well as development of a policy and legislative agenda. The work directed is, administrative, technical, and complex. The incumbent adheres to local and national VA policies, often consulting with peers on professional and technical matters. The incumbent assists the Senior Consultant of Operations with complex reviews of effectiveness, efficiency and productivity of suicide prevention office efforts and develops detailed plans, goals, and objectives for the long-range implementation and administration of the program, which has wide ranging impact on other VA and national level programming.

The incumbent performs as a Supervisory Biomedical Engineer for the Healthcare Technology Management (HTM) program at the Kansas City VAMC, a large, 1b complexity medical center. The Kansas City VAMC has 157 beds and 8 CBOCs serving more than 50,000 veterans. The facility is supported by $47million inventory of medical equipment. HTM Service oversees all medical equipment systems.

Major duties include but not limited to:

• Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level.
• Draft and/or make recommendations to local policies and /or directives related to healthcare technology management.
• Sets priorities, responsibilities, meets multiple deadlines, analyze organizational problems, delegate tasks, and develop and implement effective solutions.
• Supporting an equipment management program that meets current Joint Commission, FDA, CAP, CARF, NFPA, and VA requirements
• Develop and implement solutions resulting in efficient operations and use data efficiently to manage workload, quality, performance, and productivity.
• Continuing education program for clinical staff addressing the principles and application of medical instrumentation used in the delivery of healthcare. Effectively communicate, both orally and in writing, with a wide variety of individuals, including technical and professional clinical staff, to communicate technical information
• Leading and dealing with employees, team leaders, and managers, within and outside of biomedical engineering to include conflict management, dispute resolution, mediation, or reasonable accommodations.
• Advising clinical and administrative staff on medical engineering technology including existing and emerging technology addressing viability, long-term suitability, compatibility, and/or safety while keeping abreast of changes in technology and utilizing information gained in the solution of biomedical engineering problems.
• Assisting with capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment.

This is not a remote position. Department of Veterans Affairs requires that all Senior Executive Service and Senior Executive Service Equivalent employees report to work at a VA-owned or leased facility five days per bi-weekly pay period. Upon selection, the location will be identified to meet this requirement. Confirmed space is identified in the following locations: Salt Lake City, UT; Cincinnati, OH; Durham, NC; Washington, DC; and Atlanta, GA. Additional locations may be considered upon selection.

This is a Pay Table 4 Tier 2 positions. Salary range is $145,000 to $295,000.

The Deputy Chief Officer (DCO), Specialty Care serves as Deputy to the Chief Officer, Specialty Care Services for all program function oversight to include delivery of services, assessment of services, and outcome analysis relating to Anesthesia, allergy & immunology, critical care, cardiology, dermatology, diabetes and endocrinology, gastroenterology, genomic medicine, hepatitis, HIV, infectious disease, neurology, hospital medicine, pain management, oncology, ophthalmology, optometry, podiatry, molecular medicine, radiation oncology, rheumatology, and sleep medicine.

The DCO provides national leadership to and has advisory and consultative responsibility for these programs and their initiatives. Additional responsibilities include developing short and long term goals consistent with VA and VHA's mission, strategies, and goals.

As the Supervisory Chief Healthcare Engineer, the incumbent's duties include, but are not limited to:

• The incumbent has full administrative and managerial responsibilities for planning, staffing, budgeting, developing, and effectively managing the total Engineering Program.
• The incumbent functions include, but are not limited to; all planning, design, and supervision of project renovation, modernization, and construction work; safety, industrial hygiene, and green environmental management services; fleet, energy conservations services; and all maintenance and repair of building, grounds, building service equipment, and utility systems.
• The incumbent is responsible for strengthening and enhancing Medical Center engineering and operations.
• The incumbent has final decision-making authority, responsibility, and accountability on issues affecting all of Engineering Service.
• The incumbent collaborates with operations and program managers to ensure integrated goals and priorities for Engineering Service are met.
• The Chief Engineer facilitates stakeholder understanding of clinic program desires and engineering, technical, facility, and infrastructure requirements and capabilities. This position is knowledgeable of, and plays an integral role in the accomplishment of, overall VISN and Medical Center goals, missions, and priorities to assure a positive impact on other programs and resources.
• The incumbent position develops and provides the Medical Center executive leadership and the clinical staff information on the methods, techniques, and procedures necessary to integrate these programs into the mission of the Medical Center.
• The incumbent provides professional and technical guidance and direction and review of assigned programs, including professional engineering work in several disciplines such as: civil engineering, electrical engineering, mechanical engineering, structural engineering, environmental engineering, and fire safety and safety engineering.
• The incumbent manages human resource functions such as performance, training and development, hiring, and firing.
• The incumbent determines organizational changes in key positions within the Service; ensures internal personnel-related programs are dealt with in a timely and efficient manner; communicates agency and local policies and priorities to all employees within the Engineering Service; delegates to each section supervisor the authority and responsibility to carry out assigned tasks; follows progress of each and recommends improvement to be made where warranted; ensures labor/management relations are maintained in accordance with Medical Center policy.
• The incumbent supports the VISN Capital and Energy Engineers in the administration of the programs. In this capacity he meets regularly with other Engineers from the VISN and VA Leadership from the Office of Capital Asset Management. The Chief Engineer provides an interface between the facility, the VISN, and VACO.
• The incumbent provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource (CAPRES) Survey, Deferred Maintenance, management of an engineering department, and a myriad of engineering related topics. This position is also called upon to mentor newer engineers and help them learn the things they need to know to manage an engineering department.

Duties include, but are not limited to:

• The Chief of Surgical Services is responsible for the overall operation and supervision of the Surgical Service, including resident education, Medical Staff Leadership, quality improvement, maintenance of reusable medical equipment, and the provision of excellent Inpatient and Outpatient care.
• Administratively, he/she is responsible for making long-range plans for the continuing function and development of the surgical service and for the development of sound and carefully documented organizational plans and budgetary proposals for presentation to top management. He/she has the skill set to interact positively with the Medical Center's Executive Leadership Team to lead and promote surgical staff excellence, staff development, with experience in an academic setting.
• He/she represents the service on important Medical Center committees with influence on patient care, teaching, and closely monitors all other committees on which surgery and specialty care service has representation. Responsible for recruiting qualified physicians to perform comprehensive and specialized surgical patient care and teaching. He/she maintains an active role with the Quality Management and Improvement Service by actively participating in the multi-faceted Peer Review Board (PRB) and by facilitating any outside surgical peer reviews requested through the risk manager.
• He/she plays a pivotal interactive role with quality/outcome measurement systems that are in place as integrated improvement tools. He/she assures that data collection is accurate and verified and that the returned aggregated data elements are communicated to the appropriate process owners and providers.
• He/she is responsible for the diagnosis and treatment of patients with medical and surgical diseases, accomplished through ambulatory and bed-based resources assigned to the surgical service. Also actively participates in patient care by conducting patient clinics and operative procedures, through hospital rounds, morning reports, conferences, consultations, participation in ambulatory care and other similar activities.
• He/she participates in the ongoing professional development of all surgical resident physicians that intermittently work with affiliates under the Academic Affiliation Agreement. He/she ensures that educational experiences of surgery are of the quality and quantity expected by relevant accrediting bodies.
