Budget and Fiscal Management
The incumbent is responsible for all fiscal activities for the HCCs and CBOCs located in the South Hampton Roads area. Personnel Management
The incumbent has broad, extensive knowledge of government-wide, VA, and Office of Personnel Management personnel management requirements and of the contributions and needs of widely diverse individuals and employee groups. The position works closely with the Human Resources Officer, senior leaders and all Service Chiefs, in ensuring the appropriateness of personnel actions. Recruitment of and retention for a wide variety of professional and technical employees located at this facility, will present challenges that the incumbent must plan, coordinate and execute plans for to ensure adequate human capital is available at all times for quality safe patient care. Public Relations

Working with the VAMC Public Affairs Officer the incumbent will review and/or approve publications for release to the media or develop articles for release. Systematic Internal Review
The incumbent plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities follow standards issued by various accrediting and regulatory groups, and higher agency authorities such as The Joint Commission, Office of Inspector General, Occupational Safety and Health Administration, etc. This may range from causing others to gather information and preparing reports to responding to the various regulatory groups or higher agency authorities, to recommending or initiating action to correct deficiencies after consultation with affected staff. Followed by some traveling to Richmond. All Outpatient Mental Health programs are in Richmond, VA the training and orientation for these programs will take place in Richmond, VA. The Senior Licensed Professional Mental Health Counselor (LPMHC) is under the Mental Health & Behavioral Sciences Service and works with and clinically supports Acute Care Mental Health, which includes an inpatient psychiatric unit, inpatient medicine, and the emergency department. In addition to providing direct patient care, the Senior LPMHC functions as the facility Baker Act Coordinator and has supportive administrative duties.

Duties and responsibilities include, but are not limited to:

• Providing a full range of mental health services to patients with complex mental, medical, and psychosocial problems in Acute Care Mental Health.
• Completing Suicide Risk Identification to include CSREs, Safety Plans, and consultation with the Suicide Prevention Team as needed.
• Providing evidence-based psychotherapy services including individual, family, couples, or group psychotherapy and behavioral modification for addressing behavioral and psychological symptoms. Has advanced skills in specialized interventions and treatment modalities for Veterans with complex needs.
• Educating patients, family members, and significant others.
• Functioning as a member of an interdisciplinary treatment team by providing consultation and treatment recommendations to professional staff within the medical units, inpatient psychiatric unit, ED, and community providers, concerning clinical assessment findings and appropriate treatment plans for the patients in his/her care.
• Developing, implementing, and documenting the treatment plan for patients seen, including prompt completion of clinical reminders.
• Functioning independently as a member of the West Palm Beach VAMC Medical Staff, with full clinical privileges. The incumbent assumes complete professional responsibility for his/her clinical assessment findings, patient care decisions, and documentation.
• Appropriately referring patients to other disciplines for treatment outside purview and expertise of a LPMHC.
• Providing clinical supervision to LPMHC staff and/or LPMHC trainees.
• Developing behavioral health related training curriculum and conducting trainings for clinical staff as needed.
• Complying with all regulations of VHA and ensuring clinical documentation complies with service policies.
• Participating in ongoing performance improvement initiatives.

Major duties include:

• Provide a full range of psycho-diagnostic and psychotherapy services and use the most appropriate psychotherapeutic techniques in providing quality care.
• Perform psychological evaluations for patients on units to which the psychologist is assigned to provide coverage.
• Provide a full range of therapeutic interventions to units/programs in the Medical Center to which the psychologist is assigned and has clinical privileges to practice including individual psychotherapy and/or counseling, vocational counseling, group therapy, family therapy and/or counseling, crisis intervention, administration and interpretation of psychometric tests (objective), administration and interpretation of psychometric tests (projective), program evaluation, psychological research, and consultation.
• Involved in Psychology Training Programs, Service Line Committees, Department Committees and/or medical center Committees.
• Provide leadership guidance and consultation to staffs of units to which assigned.
• Involved in the training of graduate trainees, as appropriate.
• Serve as a consultant to other medical center staff and trainees and assist in their formulation of the psychological characteristics and appropriate treatment expectations regarding their patients.
• Oversee the establishment of program monitors and outcome measurements within programs assigned using a data-driven quality assurance process.
• Is responsible for timely completion of all clinical charting and documentation required by the Medical Center or healthcare system, as appropriate.
• Plan and oversee the completion of process improvement and/or research programs, designed to provide information regarding program planning and relevant treatment approaches.
• Present outcome data and research results at medical center, VA, regional or national scientific or professional meetings.
• Assist in preparation of RFP's and grant proposals, as assigned.
• Serve on Medical Center or Healthcare System, VISN, and/or National VA committees or task forces.
• Represent psychology on decision-making committees at the Medical Center or Healthcare System, as assigned.
• Participate in leadership roles in local, state, & national professional levels.
• Represent the Medical Center or Healthcare System at professional/program community group/events and committees.
