MAJOR DUTIES ADMINISTRATIVE OVERSIGHT/OFFICE ADMINSTRATION - 65 PERCENT

The Supervisory AO performs administrative tasks at an independent level that is supportive and contributes to the overall functioning of the MHSL. The Supervisory AO is able to coordinate the large variety of administrative tasks expected of the MHSL direct care providers, support staff, supervisors, program directors and service line chief. The Supervisory AO engages collaboratively with MHSL and other Medical Center staff daily. The Supervisory AO provides consultation and guidance on matters that improve effectiveness, efficiency and access for Veteran to Mental Health services. These matters include but are not limited to assisting MHSL staff to review and analyze data and prepare reports and presentations. The Supervisory AO utilizes organizational skills and reporting mechanisms to develop effective and reproducible systems to manage items such as Task/Action Items and MHSL inventory. The Supervisory AO works effectively with the Quality Management service and other internal stakeholders to operationalize best practices and remain compliant to accrediting bodies. Through the understanding and utilization of systems redesign the Supervisory AO will be able to identify leading and lagging indicators for performance and satisfaction and communicate them regularly. • Prepares and reviews purchase orders for supplies and non-expendable property such as equipment, to include specialized media, audiovisual, and simulation equipment, as well as other specialized equipment necessary to the effective functioning of the Education Service.
• Exercises authorizations for obligation and expenditures of funds. In keeping with regulatory separation of duties, when needed, the incumbent will be enabled to make authorized purchases as a purchase card holder.

• Responsible for personnel management functions including recruitment, classification, staffing, pay/leave administration, training and performing necessary research related to human resources management issues.
• Provides ongoing training and assistance to new and incumbent personnel regarding office policies and procedures.
• Advises employees on work and administrative matters.
• Assures that new employees are provided with necessary workspaces, equipment, information technology access, and ensures that all human resource requirements are met to facilitate smooth onboarding.
• Ensures audits, compliance and effectiveness/efficiency reviews of system activities and goals. When these audits reveal performance improvement opportunities or deficiencies, the incumbent determines appropriate actions and recommends solutions to the ACOSE-DEO and DACOSE-DLO.
• Performs other related duties as assigned. The incumbent has immediate responsibility for all non-supervisory aspects of a comprehensive personnel management program for all the sections under the Education Service.

Major duties include, but are not limited to the following:

• Gathers data and analyzes budget needs for each.
• He/she is responsible for formulation and execution of annual budgets including salaries, overtime, travel, education, supplies, equipment, contracting, and all other general operating expenses.
• The incumbent develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels and that the Service operates within authorized budgets as directed.
• Plans and maintains a system of internal controls that assures that the fiscal management of Business Service is maintained in accordance with accepted accounting practices.

• Serves as the lead in administering actions concerning merit promotion and position management.
• He/she functions as a key figure in the manpower utilization program assuring recruitment and retention within approved ceilings.
• The incumbent participates in the analysis and interpretation of workload and other data used in resource planning.
• The incumbent discusses, investigates and responds to employee grievances and dissatisfactions in order to resolve conflicts. Incumbent represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement.
• Participates in personnel administration operations such as position classification, grievance procedures, performance standards and disciplinary actions.
• He/she plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements.
• The incumbent is responsible for tracking all suspenses that come to HAS to insure their completion accurately and timely.
• He/she is responsible for incoming and outgoing correspondence; prepares reports, memoranda, and meeting minutes; and coordinates reporting mechanisms between services.

• Serves as the Patient Advocate for the Business Service by composing appropriate, timely patient correspondence. The incumbent meets with supervisors and helps to address any patient compliment or a complaint and will assist to resolve any issues.

The incumbent has overall responsibility for the correspondence program at the Lebanon VAMC to include White House responses, Senate responses, Congressional responses, Office of Inspector General (OIG) responses and all other daily correspondence. The incumbent is responsible for all medical center correspondence including Executive , Administrative and Clinical correspondence. This position tracks all incoming correspondence, tasks out to the responsible party for review and response, reviews response for appropriateness and complete content, obtains Executive level approval all the while ensuring a final response is submitted timely.

Perform the following duties and responsibilities:
