Incumbent serves as the clinical counselor for the Substance Abuse Counseling Center (SACC), Marine and Family Programs, Marine Corps Community Services and works under the overall supervision of the SACC Director. Performs a variety of professional tasks related to substance use disorder treatment planning, community referrals and consultations, and in-service training. Performs screening and assessment, conducts therapeutic counseling and education for active duty military and their eligible family members. Develops in conjunction with the SACC Director and appropriate staff, advocacy and outreach services to meet the needs of the installation/community. Assists with Quality Assurance projects as required. Receives general supervision from the SACC Director and Clinical Supervisor who allows the clinical counselor freedom of action in managing assigned caseload. Makes independent professional decisions and recommendations with a minimum of regular supervisory guidance.

Provides thorough assessment, counseling, and consultation services to clients who present for care with substance use risk factors and/or disorders. Coordinates with community referral resources in the development of specific treatment programs. Interviews individuals and family members to explore and analyze factors influencing personality development and family structure in relation to the development of symptomatic behavior patterns and complicated interpersonal problems. Determines facts and conditions surrounding the difficulties in coping with various life situations and draws conclusions as to the underlying causes/contributing factors of the problems and the associated consequences to individual clients and their families. As appropriate, obtains additional social and personal information from significant others in the client's lives to ascertain the full scope and impact of the problems presented. Analyzes and evaluates the information obtained and makes use of other social and medical consultation resources as required. Independently devises workable treatment plans (e.g., individual counseling, family counseling, referral for inpatient treatment, etc.) and provides direct treatment using a wide variety of techniques for the resolution of personal, social, or environmental difficulties related to substance use disorders. Make referrals to other social or medical resources, as appropriate. Uses skills in individual, marital, family, and group counseling to assist clients in understanding, accepting, and alleviating their problems. Provides continuing support and treatment to clients and families.

Participates in training as required. Attends conferences and meetings of professional and other relevant associations. Keeps the Director and/or Clinical Supervisor informed on potential issues and concerns that can affect the viability of the Substance Abuse Program. Provides Critical Incident Reports (CIRs) to the Director when warranted.

Performs various administrative duties in support of services provided; i.e., conducts seminars and training programs for facility, installation, and community health-care providers and staff, leaders, and peer professional as assigned. Keeps up-to-date on clinical training and closely related areas in the field, with an emphasis on substance abuse intervention, assessment, and treatment through membership in professional societies, continuing education, training, and literature. Compiles statistical data of services provided for review and analysis by supervisor; assists with quality improvement projects as assigned.

Follows up with customers to ensure their problems are resolved. Communicates any outstanding problem resolution issues with the Experience Manager. Partners with the Brand Integrity representative, Store Manager or Assistant Store Manager on upcoming floor sets, visual displays and planogram planning. Becomes an active partner to the Brand Integrity representative during floor sets and floor changes. Ensures assigned sales area is merchandised to brand standards with proper product placement. Communicates product outs to Assistant Store Manager or Store Manager. Identifies opportunities to produce add-on sales through consultative and suggestive selling processes. Ensures all sale, ad and promotional items are signed and placed according to brand standards. Ensures all product displays and planograms are signed and labeled according to brand standards. Identifies and reduces all risks of loss and/or theft. The primary duties of this position are to provide support and assistance to the Finance division in completing mission requirements on closing activities, special projects, emerging requirements, section coverage, and division initiatives.  The Finance division consists of the Accounting, Budget and Cash Office sections.

Applies Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) promulgation when examining financial transactions using an enterprise fund chart of accounts which includes assets, liabilities, retained earnings, revenues and expenses.  Analyzes and interprets the results of transactions on financial statements, makes corrections or adjustments as necessary to properly reflect the balances of all accounts, and accurately portrays the changes on a monthly, quarterly and annual basis.

Initiates correspondence with individual activities to resolve discrepancies upon occurrence.   Supports the division with special projects and workflow process improvements.  Gathers, analyzes and presents factual financial and manpower data essential to the effective management and control of appropriated fund (APF) and non-appropriated fund (NAF) resources.  May process APF financial documents to execute resources allocated to MCCS.  Reviews financial data and reconciliation postings in the Financial Management System (FMS) in accordance with established account schemas.  Communicates or initiates corrections as needed.  Ensures a clean and timely year end audit.

Prepares travel and relocation reimbursements in accordance with the Joint Travel Regulations (JTR).  May at times need to review and approve the travel and relocation reimbursements to ensure accurate and timely submission of employee reimbursements.

Responds directly or assists in responses to MCCS program activities, Program Branches and/or Division leadership questions on reported financials through review and analysis of accounting statements, subledgers, and transactional records utilizing accounting, financial and data analysis subject matter experience and expertise.  Compiles narrative and statistical material for use in recurring and ad hoc briefings to program activities and leadership officials.  Works with activities feeding financial transactions to the Kansas City, MO and Japan Shared Services Center (SSC).  Collaborates with HQ and SSC to maintain and correct account code mapping of various POS systems and other standard entries.  Initiates correspondence with internal and external customers to resolve discrepancies and problems upon occurrence.

• You will provide support and advice to senior-level staff executives on all matters pertaining to space operations in support of training, exercises, combat, contingencies, and operations in the MARFORPAC Area of Operations (AO).
