Identify program documentation requirements, execute and lead a proactive, comprehensive and integrated communication strategy for program, product and services to ensure targeted market and appropriate coordination with other agencies and executive staff.

Supervise NF4/NF5 employees to include assigning, distributing, evaluating; mentor employees; recommend and complete personnel actions, performance reviews, incentive awards, EEO program and serve as final authority for Directorate level human resources controversies, responsive to human capital strategic plan, succession management initiative and leader development. 

Oversees financial planning, budget and allocation for all Appropriated Fund/Nonappropriated Fund resources base on validate, prioritize and integrate requirements and monitor program execution. Direct the development of financial and accounting data, provision of appropriate expertise and insights, securing of legal opinions, preparation of position papers or legislative proposals in the development of goals and objectives. Oversee preparation and approve all internal/external financial reports and consolidated financial reports of MCCS. • Serves as a Child and Youth (CY) Program Assistant in one or more Child and Youth Programs (CYP). Maintains control and accounts for whereabouts and safety of children and youth ranging in age from 6 weeks to 18 years.

Assists the Supervisory Accountant & Financial Analyst (Analysis and Reporting) by providing professional accounting oversight of Marine Corps Community Services (MCCS) Non-appropriated Funds (NAF) programs. Interprets and evaluates general guidelines and references for local application to specific problems and advises MCCS managers on changes to accounting systems and program operations. Provides technical advice and coordinates on all financial operation instructions. Reviews financial policies and procedures to ensure they are appropriate and accurate. Provides analysis of accounting reports, statements, and other accounting data to MCCS management. Provides input to MCCS financial briefings.

Performs financial analyses and prepares a variety of reports and related documents. Performs financial analysis of financial statements and operating conditions by comparing MCCS standards and goals, and local financial goals. Prepares financial analysis of all Nonappropriated Fund Instrumentalities (NAFIs) and their cost centers using financial statements, budgets, historical data and personal research. Provides MCCS personnel with timely statistical data and reports on sales, revenue, cost of goods trends, labor costs, and other operating expenses. These reports assist MCCS management in making decisions regarding future operations and identifying weak areas requiring management attention. Works with MCCS management developing Get Well Plans to correct deficiencies. Performs internal financial review and special financial studies and analyses as required.

Performs a variety of tasks related to financial planning and administration of accounting systems covering operations and expenses of supported MCCS activities. Ensures appropriate General Ledger Accounts Codes (GLACs) and cost centers have been used, documents findings and recommendations. When appropriate, provides written feedback to MCCS management. Employs statistical and other sampling techniques to review subsidiary accounts and verifies reconciliation with the general ledger has been satisfactorily accomplished.

Reviews Headquarters audit reports and all field activity audit reports and addresses areas identified as MCCS/Headquarter responsibility. When necessary, prepares MCCS-HQTR responses to identified findings and recommendations; tracks corrective action until closed; and coordinates on audit non-concurrences and tracks them to resolution.

Serves  as Program Analyst and Project Manager within the Support Directorate, Construction Branch (MRD), on the evaluation of the overall effectiveness of the capital construction program in accordance with Business & Support Services strategic goals, business plans and resources. Under the general supervision of the Head of the Construction Branch, serves as intermediary for multi-dimensional analysis within the Construction Branch (MRD) and as the contract liaison/coordinator between MRD and the Procurement Branch (MRB). Primary duties include development of Scope of Work and Independent Government Estimates, (IGE) and Acquisition Plans of proposed projects. Duties also include coordination, planning, scoping, design, acquisition, construction, direction and execution of assigned projects. 

Serves as a technical advisor for project planning and cost estimating. In coordination with other branches, conducts a wide range of complex evaluations. Plays an integral role in establishing floor plans, electrical/mechanical requirements and designs that align with the customer¿s vision.
