As Risk Manager you will be reporting to Head of Risk, Strategic & Corporate Affairs Group, while working closely with the People & Culture business unit in a Line 1 Risk Management role to identify risk and improve the control environment, provide assurances that our internal and external operations are conducted in line with our risk appetite; identify opportunities for delivering improved service and providing subject matter expertise to the broader Rest business where required. The Senior Business Process & Change Manager will work closely with the IS&T functional leaders, Project Delivery Teams and impacted stakeholders across Investments to define target business process operating models and embed operating model and business process changes in the business. This will involve building a business process change strategy, articulating the change to senior leadership and delivering on the change strategy.

Primary Purpose

As the QA Practice Manager, reporting into Head of QA, responsible for leading and managing Rest’s Testing and Quality Assurance functions across the assigned team, including people leadership, service support, and quality management. This role ensures the safe, effective, and efficient delivery of strategic and operational risk changes at Rest. 

Responsible for driving initiatives to standardize and enhance QA practices across projects & Stable Teams, implementing best practices, and ensuring consistency and efficiency. This role also involves evaluating and adopting modern testing tools, refining methodologies, and developing robust templates aligned with industry standards, all with the goal of fostering a culture of quality throughout the delivery lifecycle. 

Key Accountabilities/Responsibilities 

• Lead, manage and develop a team of QA professionals, driving engagement, performance and risk management, overseeing service quality and compliance, to enable project delivery that meets our key performance objectives and key stakeholder satisfaction.

The Senior Manager, Public Policy seeks to positively influence public policy in support of the best financial interests of Rest members, by working both internally and externally with a range of senior stakeholders.  

Development of public policy positions

• Working with the Head of Public Policy, work collaboratively with senior leaders and subject-matter experts across Rest to develop relevant public policy positions to enhance member investment returns.

Reporting in to the GM, Investment Risk, the role is focused on the comprehensive management and oversight of risks throughout Rest's financial governance process, ensuring consistency with the organisation's defined risk management strategy and appetite.

The position involves the development, implementation, and supervision of regulatory requirements including:

• SPS 515: Strategic Planning and Member Outcomes
• CPS 190: Recovery and Exit Planning
• CPS 900: Resolution Planning

Additionally, the role entails developing, implementing and overseeing compliance of a Scenario Framework including the development of scenarios to manage strategic and external risks across Rest.

As Head of Financial Risk, the primary purpose is to manage and oversee risk across Rest's entire financial governance process, ensuring alignment with the company's overall risk management strategy and appetite. This includes leading the regulatory change program for SPS 515, CPS 190 and CPS 900.The position requires a strong partnership with the Finance Business Unit, including Investment Operations.

Key responsibilities are:

1. Evaluate and strengthen the oversight of policies, frameworks, and systems designed to mitigate financial risks.
2. Challenge and improve controls and processes for financial, management, taxation, reserving, regulatory reporting, capital management and actuarial management, as well as investment operations.
3. Challenge the oversight of financial and investment operational service providers and managing associated risks.
4. Lead Rest’s regulatory change program for SPS 515, CPS 190 and CPS 900 which includes developing necessary documentation, implementing these standards, operationalising policies/ processes, and managing the associated changes.
5. Collaborate with senior stakeholders such as the Chief Financial Officer, Chief Strategy and Corporate Affairs Officer, and the Chief Risk Officer to navigate and implement regulatory changes pertaining to SPS 515, CPS 190, and CPS 900.
6. Oversee the effective ongoing compliance of SPS 515, CPS 190 and CPS 900.
7. Develop and implement a Scenario Framework to address strategic and external risks, particularly within business planning as per SPS 515.
8. Oversee compliance with the Scenario Framework once implemented.
9. Oversee the adherence to regulatory requirements and legislation specific to finance as enforced by governing bodies such as APRA and ASIC, in accordance with standards and guidelines including SPS 515, CPS 230, SPS114, CPS 190, CPS 900, and RG97.

Key Accountabilities/Responsibilities

• Delivery – Manage projects from initiation through to closure, to ensure that projects are appropriately structured to achieve the maximum chance of success (time, budget, scope, quality).  Ensure efficient and timely monitoring and reporting to required stakeholders.

We are looking for a Head of Office of the FAR to join the team at Rest. Providing the day to day management of the FAR Office, you will maintain the FAR framework including operating procedures and provide guidance to Accountable Persons and the business on governance and accountability.

Reporting to the General Manager, Trustee Governance, and Company Secretary, you will be part of the team  responsible for secretariat, governance and accountability across Rest.

This role is critical in driving the execution of accountability across the organisation including implementing and operationalising the FAR regime.  It will be the subject matter expert on accountability and provide commercially pragmatic advice, effectively negotiate with and influences senor stakeholders and drive the evolution and maturing of accountability, and the implementation of FAR across the organisation.

Implementing FAR

• Supporting the implementation of FAR at Rest.

Day to day management and embedding of FAR and accountability

The day-to-day management and implementation of the FAR Framework and ensuring it is operating effectively. This includes :

• Implementing the relevant policies, providing reporting and insights, awareness sessions and developing and maintaining operating procedures etc.
• Developing, implementing and monitoring and activities in place to ensure adherence with the FAR Framework.   
• Working with Accountable Persons on Accountability Statement and Map changes and coordinating appropriate reviews, registrations, approvals, and submissions
• Actively engaging with key stakeholders on a regular basis and providing timely and commercially pragmatic advice to Accountable Persons and key personnel in the business.  
• Challenging Accountable Persons and providing meaningful insights on areas for improvement.
• Developing, delivering and refining tools and guidance and support provided to Accountable persons (regular training, simulations, onboarding of new Accountable Persons)
• Working closely with the P & C team on conduct related matters.

Provision of advice on FAR related/regulatory change projects

• Key stakeholder for consultation and feedback in any FAR related or regulatory change projects that may have a FAR impact that take place in the business or as part of the banking program.
• Actively monitoring the regulatory landscape and analysing impacts of new and amended legislation, regulation and regulatory guidance on FAR in collaboration with compliance as required.
• Leading FAR related matters as required.

Insights and Industry knowledge:

• Developing and maintaining strong relationships with peer FAR Offices, to ensure that insights are shared (as appropriate).

Governance and accountability advice and support

• Supporting on advising on and enhancing the governance and accountability framework including liaising with stakeholders so that effective governance arrangements are in place at board and management levels
• Providing technical advice, briefings and expertise on governance and accountability.
• Influencing and enabling a robust and proactive governance and accountability culture 
• Assisting Rest to fulfill its duties in relation to governance and accountability standards.
• Monitoring regulatory and legislative developments 
• Identifying, advising and educating on emerging governance and accountability risks.
• Identifying and recommending strategies to address gaps in business knowledge and understanding of governance and accountability matters.

The General Manager of People Solutions and Services is pivotal in driving operational excellence within the P&C department. This strategic leader will focus on optimising service offerings, enhancing employee experiences, and improving accuracy and efficiency in all operational processes – as well as strategically leading the remuneration and reward function. As a member of the P&C Leadership Team, this role acts as a driving force behind continuous improvement initiatives and the implementation of a robust P&C service model.

Thought Leadership and Strategic Advisor 

• Provide visionary yet pragmatic thought leadership to advance Rest’s People agenda, across the domains of HR technology, operations and remuneration. 
• Serve as a trusted advisor to the CEO, Executive team and Board, providing insights and recommendations on remuneration matters.
• Acts as a trusted advisor to the CPO, provide insights and advice on a range of strategic people matters, helping to shape the Rest People agenda

Operational Support

• Champion investment in advanced P&C systems, overseeing their implementation while managing relationships with operational vendors to enhance system efficiency. 
• Oversee an adept team responsible for the seamless execution of Rest's employee life cycle processes including onboarding, terminations, employment contracts, and workforce conditions.
• Oversee the payroll function, including outsourced service providers, ensuring accuracy, compliance, and timely delivery of services.
• Accountable for the design and execution of the Work Health and Safety (WHS) framework, encompassing the development and deployment of comprehensive wellbeing strategies and practices.
• Proactively manage HR operational vendors and systems

Operational Improvement

• Oversee the Operational Improvement team to pinpoint and enact enhancements in operational procedures throughout the People & Culture domain.
• Craft strategic initiatives to empower employees and managers with self-service capabilities for fundamental P&C functions, thereby elevating the user experience.
• Design and implement a tiered P&C service model
• Establish a robust people data, analytics, and reporting function 

Reward

• Design and execute performance and reward strategies, including the creation of relevant frameworks, policies, and plans that encompass remuneration, performance management, and incentive schemes. 
• Vigilantly oversee remuneration policies and procedures to guarantee effective design, application, and governance across the company, while maintaining strict compliance with critical regulations such as CPS 511.
• Administer the yearly performance evaluation and remuneration cycle, 
• Establish and maintain appropriate remuneration benchmarking practices 
• Take responsibility for drafting and presenting papers to the People, Culture & Remuneration Committee.

Leadership

• Establish clear team objectives that contribute to the broader People & Culture strategy, fostering an environment of accountability and excellence. 
• Oversee the team’s budget, optimising resource allocation to maximise the effectiveness of talent and capability programs.

• Collaborate with Rest teams and partners to deliver market-leading customer service and resolve issues promptly.
• Identify and pursue growth opportunities by developing and maintaining relationships with senior and executive employer contacts, influencers, and key decision makers.
• Strengthen engagement with key employer contacts through regular meetings, including the ongoing governance of the employer Management Committees.
• Identify new opportunities within existing employers/parent companies, such as sub-plans or brands within a group, to drive growth.
