ROLE PURPOSE / SUMMARY The Mid and South Essex Integrated Care System will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community, and voluntary sector organisations across the area. The ICS has a bold ambition to deliver improved outcomes for our 1.2m population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realizing this ambition. The Designated Lead Safeguarding Nurse (Adult Safeguarding) role sits within the All-age Safeguarding team and the Nursing and Quality Directorate. The Designated Lead Safeguarding Nurse (Adult Safeguarding) role sits within the All-age Safeguarding team and the Nursing and Quality Directorate. The All-age Safeguarding Team leads on the discharge of the ICBs safeguarding statutory duties, roles and responsibilities set out in legislation and guidance, such as the Care Act 2014, Childrens Act 1989, the Working Together to Safeguard Children 2018, and the Safeguarding children, young people, and adults at risk in the NHS - Safeguarding Accountability and Assurance framework (SAAF, 2024). The all-age approach to safeguarding acknowledges the impact of abuse and neglect across the lifespan, the interdependencies of safeguarding in its widest concept and the diversity of the population we serve. The post holder will work in collaboration with a variety of healthcare and multiagency professionals in the delivery of the All-age safeguarding agenda. This post is a senior strategic role with the authority to act as an expert in the discharge of the ICBs safeguarding statutory functions and the design and delivery of the ICBs All-age safeguarding strategy. The post holder will work closely with the Director and Deputy Director of Nursing for Safeguarding. The post holder will be responsible for ensuring comprehensive and robust arrangements are in place and adhered to for safeguarding both in commissioning and the provision of services by the health economy in Essex and all arrangements made with external providers for Essex population including children and their families. The post holder will be a clinical expert in the field of Adult Safeguarding who is able to identify, take responsibility and action to meet the health needs of vulnerable or at-risk individuals and undertake strategic work with senior managers in other organisations to meet the wider needs of individuals identified with safeguarding or deemed at risk. The post holder will provide clinical expertise and advise the Director and Deputy Director of Nursing for Safeguarding to enable support, guidance and training, policy development and implementation to Adult Safeguarding Partnerships/ Boards, Local Area Team and other statutory bodies. The post holder will be able to work across organisational and geographical boundaries to ensure safeguarding issues are represented at every level of health organisations activity. Working with the Designated Doctors, Named GPs/Professionals and other safeguarding specialists across provider services and Local Authorities to proactively create a robust, coherent, strategic model of service for safeguarding and ensure the culture within Essex adapts and is coordinated to meet the changing agendas regarding safeguarding vulnerable adults. The post holder will promote a Think Family approach and provide specialist advice, support to and on behalf of the Director and Deputy Director of Nursing for Safeguarding and Partnerships and provide leadership and managerial oversight to the safeguarding team. They will coordinate and, when appropriate, provide safeguarding training to health care staff and to other agencies and will take a leading role in the continuing development and integration of evidence-based safeguarding practice in the ICB and across local health services. The post holder will inform the strategic thinking and direction of Mid and South Essex Integrated Care System and local partners and will be directly involved in the development and monitoring of safeguarding standards through commissioning arrangements. They will influence and provide systematic safeguarding education provision. COMPETENCY BASED KEY DELIVERABLES Responsible and accountable for decisions made during their duties, escalating significant safeguarding or safety issues, where appropriate. Contribute to setting the ICBs long-term strategy, ensuring the aims and objectives of the organisation/system are embedded and progressively built upon within the setting of the strategy, as well as taking responsibility for the implementation of one or more plans which align to this strategy, including providing expert advice and support to the Director and Deputy Director of Nursing for Safeguarding Management of multiple members of staff within the safeguarding team Oversight and strategic leadership to multiple senior members of staff including named GPs ensuring supervision / peer review is in place. Accountable and responsible for multiple budgets and or income streams of delivery for their defined team. Able to demonstrate and deliver business acumen in their area of responsibility ensuring value for money, understanding the business of partners and the driving factors for delivery in multiple sectors. Calm in approach at times of high elements of workstream pressure and able to motivate guide and lead team at pace. Ability to scrutineer and extrapolate key sensitive and complex information providing expert clinical advice support and direction when required. Understand the lines of accountability and governance and deputise effectively for the Deputy and Director of Nursing for Safeguarding, when appropriate. Providing the necessary input, including advice on health and safeguarding matters, policy and guidance development and implementation, development of reports, chronologies, advice on recommendations and actions relating to safeguarding investigations, rapid reviews, and audits. This will also include working alongside Primary Care practitioners in providing their input to the subgroups. Support the Deputy and Director of Nursing for Safeguarding to develop and deliver the All-age Safeguarding Strategy across the ICB/ICS and ensuring comprehensive and robust arrangements are in place and adhered to for safeguarding in the discharge of the ICBs statutory safeguarding functions. This will include ensuring the maintenance of safe and effective standards highlighted in local and national guidance and legislation. Work closely with ICB practitioners, Primary Care staff and Provider Safeguarding teams in identifying need and providing expert clinical advice, training, peer support, supervision, and support as appropriate. Lead on the planning, delivery, and evaluation of All-age Safeguarding training for health and multiagency practitioners. This will support the implementation of continuing development and integration of evidence-based safeguarding practice in local services. Able to work across organisational and geographical boundaries to ensure safeguarding issues are represented at every level of health organisations activity. Working with other teams across the Nursing and Quality Directorate, the ICB and the ICS to support safeguarding input and the delivery of safeguarding agenda across relevant workstreams. The post holder is unlikely to have any direct patient care but is expected to maintain professional registration and specialised clinical knowledge.
