MAIN DUTIES AND RESPONSIBILITIES :- Royal Free World Class Values The post holder will offer World Class Care to service users, staff, colleagues, clients and patients alike. 1. RESPONSIBILITY FOR POLICY AND SERVICE DEVELOPMENT The post holder will be responsible for budget setting for their Directorates in line with the policies and processes specified. The post holder will be responsible for ensuring that the Directorates period end finance reports are appropriate, complete and accurate and contains all the information required to brief the Board on the financial performance of the Directorate. They will need to continuously review and improve the content of the pack. The post holder will be responsible for the integrity of the financial data contained within finance reports and directorate budget reports. They will be expected to review and analyse the data before disseminating it to other interested parties and to include clear, concise and informative commentary on the figures reported. They will be responsible for exploring better methods of presenting financial information to the Divisional Board and other users supporting the Head of Finance for the division. This will require strong Excel skills and a good working knowledge of Word and PowerPoint. The post holder will be expected to ensure that reporting timelines are reduced as required by the Head of Finance (Reporting). The post holder will be expected to work closely with the Directorates to ensure that they receive appropriate sound financial advice which they review and use to take decisions on costs. 2. RESPONSIBILITY FOR FINANCIAL AND PHYSICAL RESOURCES The post holder will be expected to ensure that accurate records of departments performance against QIPP (Quality Innovation Productivity and Prevention) are maintained and that departmental heads understand their progress towards targets. They will also be expected to ensure that action plans to improve performance are articulated and implemented should the QIPP plan not be being met The post holder will be expected to provide reports to budget holders within Directorates. One of the key tasks of the post holder will be to reduce the timelines by which month end reports are prepared and issued. In addition, they will be expected to ensure that concise, accurate, relevant, business focused comment is given to users with the financial data and ensure that the information is used to support continuous improvements in operational performance within the Trust. Key responsibilities include:- Ensuring all management accounting duties are fulfilled. This will include the annual budget-setting process, in-year monitoring, forecasting and variance analysis, and timely provision of training, advice and information to budget holders. Provide financial information, analysis and advice to the Divisional Operations Director, Clinical Directors and other managers within the Division. To meet regularly with budget managers to ensure that any potential financial or performance problems are identified early enough for corrective action to be effective and that robust income, expenditure and cash forecasts are regularly produced. This may include, but is not limited to, benchmarking of services with other organisations or identifying opportunities from the Trusts PLICS system. Responsibility for all aspects of budgetary management within the Division, including monitoring of performance and providing advice on corrective action as necessary. Strategy and financial sustainability Continuously monitor the financial sustainability of the organisations. Monitor for short, medium, and long term risks and ensure corrective actions are put in place. To alert Board of Trustees, CEO and Senior Leadership Team to issues as appropriate. Participate in preparation of the organisations strategy. Develop a strategic financial plan aligned with the organisations strategy. Accounting and audit Oversee the effective management of the organisations finances. Organise timely sales invoicing. Maintain the proper approval and ensure timely payment of supplier invoices. Take overall responsibility for payroll (including PAYE and pension) providing instruction to the payroll provider and checking, timely payment and proper accounting of payroll. Ensure all transactions accounted accurately and regular reconciliation with the bank accounts. Monitor and ensure accuracy of balance sheet accounts. Prepare documentation relating to the audit and work with the auditors to prepare full set of accounts. Maintain the Quickbooks ledger. Financial procedures and regulatory compliance Ensure the organisation adheres to all tax, SORP, charity and all other relevant financial regulation. 1.1 The post holder is responsible for supporting delivery of all aspects of the Strategic Financial Planning agenda within finance and the wider QVH Trust and will provide management and day to day support in all aspects of the Strategic Financial Planning, whilst maintaining a team ethic within the wider Finance and Procurement division. 1.2 They will provide support to the Chief Finance Officer, deputising for them when the need arrives, whilst providing leadership and demonstrating expert accounting and business knowledge, analytical support and clear presentation of complex financial and other information to clinical and non-clinical colleagues. Support the day to day management of the Finance System. Act as the primary point of contact for finance team and end users regarding system related queries, issues and troubleshooting. Delegate for the Systems Accountant as and when required. Monitor the systems email account and assist in resolving user finance system queries.
