Strategic Responsibilities Implementation and delivery of a financial strategy for the Trust within the context of the Trust's strategic direction and taking account of national resources and policy. Provide leadership to the Trusts Improving Use of Resources programme Development and maintenance of systems to identify forward-looking financial risks to the organisation, and to effectively quantify and communicate these risks to the CFO and board and mitigate against them. This would include: Performing sensitivity analysis and modelling the impact of Strategic Capital Plan, Finance Lease proposals and analysis of off/on balance leases and Changes in assumptions and financial risks and appraising various different finance options including the impact of IFRS. Completion of the 1-5 year NHSE plan, using highly complex analytic and modelling techniques which are adequately risk assessed, looking at the financial position, including capital, cash flow, balance sheet, the Trusts financial KPIs and risk ratings under NHS Englands SOF framework. Providing Strategic Financial Modelling and development of significant capital financial business cases across the organisation as well as managing the transitions when bringing on significant projects or mergers. Performance management of External Contracts with various suppliers Negotiation of Working Capital Facility Terms and banking relationships and monitoring of these ensuring compliance with Strategic Plans of the Trust and reducing Trust Risk Exposure. Makes judgements regarding allocation of resources and is able to persuasively articulate the point of view to the wider organisation Operational Responsibilities Analysing and interpreting technical financial reporting standards, new statutory legislation and technical guidance and providing advice to the Trust on the impact of these. Accountable for setting and implementing trust-wide accounting policy based on standards and legislation. Provide financial advice to colleagues across the Trust. Lead on budget setting across the trust, including considering several methods and engaging stakeholders in the process. Overall responsibility for the management (including budget management) of the finance department within the portfolio of the Associate Director of Finance Develop and provide leadership to the Business Partnering function Identification, measurement and management of impact of risk, and minimising exposure to risk. Accountable for producing risk-based Trust-wide financial controls in line with best practice and ensuring compliance with these controls. The post holder is accountable for the oversight of the Counter Fraud Service Oversight of the development of databases and financial systems to be implemented within Finance, or interface with Finance systems ensuring the integrity of the Trusts computerised financial ledger system is maintained and appropriate information can be reported.

Service Manager Responsibilities You will provide effective and innovative leadership, ensuring clear direction concerning service improvement and effective utilisation of resources; leading and managing the assessment of complex operational issues and challenges that face the service. This will demand high levels of judgement, analysis and interaction to agree clear solutions and recommendations that you will be responsible for implementing. You will monitor and review patient pathways, utilising patient tracking information to identify pathways delays, to expedite care pathways and to deliver service improvements to streamline pathways. You will proactively find resolutions to improve pathways and support timely clinical decision making. You will ensure systems are in place to monitor the delivery of contracted activity, identifying, mitigating and escalating against any areas of underperformance and any risks to delivery. You will ensure compliance with Medefer's corporate governance requirements, ensuring processes are in place to monitor clinical quality. You will ensure that our clients' experiences of the Medefer pathway are the best they can be, that service level agreements and individual key performance indicators are sent and delivered, and that we learn from feedback and continuously improve how we operate. You will create, interpret and analyse data to turn it into useful information to enable the operations team to monitor and control performance and quality. You will establish and maintain effective communications with key stakeholders, developing and building excellent working relationships between Medefer and its clients. You will communicate with internal and external stakeholders regarding the progress of patients and the status of different elements of the outpatient service. You will support the Patient Care Team to effectively manage queries relating to your services, allocating tasks along with the Patient care manager to ensure sufficient coverage. You will create, maintain and deliver service-specific training and documentation.

Key responsibilities include:- Ensuring all management accounting duties are fulfilled. This will include the annual budget-setting process, in-year monitoring, forecasting and variance analysis, and timely provision of training, advice and information to budget holders. Accounting and audit Oversee the effective management of the organisations finances. Organise timely sales invoicing. Maintain the proper approval and ensure timely payment of supplier invoices. Take overall responsibility for payroll (including PAYE and pension) providing instruction to the payroll provider and checking, timely payment and proper accounting of payroll. Ensure all transactions accounted accurately and regular reconciliation with the bank accounts. Monitor and ensure accuracy of balance sheet accounts. Prepare documentation relating to the audit and work with the auditors to prepare full set of accounts. Maintain the Quickbooks ledger. HR documentation Work with HR Administrator to ensure HR documentation including Contracts, LoVs correctly reports hours, FTE, actual salaries and leave allowances. Work with HR Administrator to ensure leave allowances are correctly set up in Citation and leave calculations are correctly done for starters and leavers. Management Accounting / Budgeting Prepare budget, regular re-forecasts and monthly management accounts. Ensure budget and actuals are consistent in Quickbooks. Review and explain variances and put in place corrective actions if necessary. Contribute financial information for fundraising bids and track expenditure for each bid to ensure accurate reporting can be provided to funders. Advise CEO of possible financial options. Prepare finance reporting for Finance Committee to and Board of Trustees. Financial procedures and regulatory compliance Ensure the organisation adheres to all tax, SORP, charity and all other relevant financial regulation. Maintain an up-to-date Finance Policy detailing all internal control procedures and ensure that all areas of the organisation have proper financial controls. Cashflow and Treasury Regularly re-forecast cash flow. Ensure pro-active credit control. Manage with bank accounts and other financial assets of the organisation. Asset Management Maintain an asset register and ensure all assets properly protected. Propose an investment strategy for financial assets to the Board of Trustees and implement once agreed. SLT and business development Be a pro-active contributor to the SLT and Business Development Committee. Work with the CEO, BDM and heads of department in tendering for contracts for Brandon Centre services and in submitting funding bids.
