The Houses of Parliament Restoration and Renewal Programme is set to be the UK’s biggest and most complex ever renovation programme. Join the programme’s Delivery Authority as a Procurement Manager and you could soon be playing a vital role while delivering value, both for the programme, and the taxpayer.



In procuring a variety of contracts in a timely and legally compliant manner, you’ll be responsible for delivering those contracts, from scope identification to early market engagement, to procurement, to contract execution. Helping the Senior Contracts & Procurement Manager to procure a number of complex and high value requirements will be important too, as will ensuring all activities are in line with best practices and procurement legislation. And, when it comes to the day-to-day management of technical services, processes and deliverables, including contributing to the development and implementation of the Authority’s Procurement Policy and Procurement Code, again, we’ll count on you. 



Along the way, you’ll get to work with a range of stakeholders and undertake complex decision making to meet their needs, including liaising with external suppliers to negotiate contracts based on service, delivery and price. Developing effective relationships with programme delivery and support functions at all levels and championing the role of procurement within the Delivery Authority will be important too, as will contributing to monthly reporting on your activities and those of the wider team. About you 


A fully or partially qualified member of MCIPS (or with an equivalent degree), you already have a track record as a fully established procurement manager in a large-scale programme or multi-billion pound complex organisation. Indeed, your substantial experience of procurement activities and service delivery includes framework mini-competitions, sub threshold procurement activities and PCR 2015 regulated competitions. What’s more, you have proven technical knowledge of major programme procurement activities and approaches, including an understanding of procurement and contractual risk and mitigation, as well as legal constraints such as the UK Public Contracts Regulations. 



Supply chain knowledge and experience of services, corporate and works contracts for the delivery of major refurbishment and heritage projects is also required, as is the ability to grasp the environment and dynamics in which the Delivery Authority and Parliament operates. Someone who works well under pressure, you have strong stakeholder engagement and management skills, are great at prioritising multiple activities to meet deadlines and can bring a constructive ‘can do’ attitude. You’re also adept at developing and implementing new ideas and comfortable working with minimal supervision and using your initiative to proactively follow-up actions.

The Restoration and Renewal Programme is carrying out the tens of thousands of hours of complex building surveys and investigations needed to inform future decisions on the restoration work needed.

We’ve already engaged teams of architects, engineers, project managers and contractors who will shape the future direction of the work. Restoring Parliament is already boosting UK industries, and the restoration will use UK materials wherever possible and create jobs and apprenticeships across the country, from engineering and high-tech design to traditional crafts such as carpentry and stonemasonry.

We’re now looking for a Senior Contracts and Procurement Manager to join our Procurement Team.

This role is a Fixed-Term Contract until January 2026.

The Senior Contracts and Procurement Manager is responsible for all Data & Digital contract & procurement delivery within the Delivery Authority this includes owning, setting and delivering against procurement strategies, procurement and contract management plans.

Additionally, the post holder will act as a business relationship partner at senior levels within Data and Digital on behalf of the Commercial function. Building relationships with senior leaders in Data and Digital they will act as an advisor on procurement and commercial issues, point of escalation for issues and risks, ensuring that their categories are benefitting from these insights as needed (e.g. through effective pipeline building).

They will work to procure the digital contracts required by the Delivery Authority in a timely and legally compliant manner, whilst also delivering value for the Programme and the taxpayer. The postholder will use their expert knowledge of the digital and ICT market to inform and advise the Data and Digital team, and to collaboratively identify best value contract strategies. The postholder will also be responsible for the end-to-end procurement delivery of the required contracts, from scope identification to early market engagement, to procurement, to contract execution plan.
